A motion was made by councilman Tucker and seconded by councilman Waggoner that the General Engineering Co., be paid $500 on account and the payment of $40 be paid to Northwest Laboratories for analysis of thw Water. Motion carried. A motion was made by councilman Tucker and seconded by councilman Savage that we purchase the Yost 40 acres and $1000 down be paid from the Park Fund. A roll call vote showed Tucker yes, Waggoner no, Vollan no, McGinness no, Maxwell no and Savage no. A motion was made by councilman McGinness and seconded by councilman Maxwell that the Engineering Meyring be instructed to establish the grade on I wl�owv&c�R#gthl�from Howell at a cost of $65. Motion carried. A motion was made by councilman M el an seconded by councilman Waggoner that Mr. Jurgensen if notified that he canno%" e 72 foot alley joining his property. An amendment to the motion was made by councilman Tucker and seconded by councilman Savage that he is to show cause of why the restriction. A vote on the amendment showed it did not carry. A vote on the motion showed they were ig favor of it. Therebeing no further business the meeting adjourned. City Clerk Mayor April 19, 1950 Memo drawn up by Mayor McGibbon: The following agreement (tentative) has been reached between Paul McGibbon and N. C. Jannsen, regarding drilling at Edmonds. 65000,payment to be made by City of Edmonds to.Mr. Jannsen, upon acceptance of 300 gallon well by City of Edmonds. Acceptance.of well must be secured by written approval of State Health Department, also by certified flow statembnt from Mr. George Hammond. Further, Mr. Jannsen a°grees to start drilling on same property for second well, in order to bring water availibility up to 500 gallon per minute. This drilling is to start for a second gyducing well with' 15 da As soon as poss e a new contract e weeri he .above parties is to be drawn, which will, state the number of days allowed for fulfillment of minimum gallonage delivery. This contract is to give the City of Edmonds every protection afforded by the original contract, and will stipulate the method of completing payment to Mr. Jannsen, when total of 500 gallon flow is secured. " , It is understood that the second well will draw from a different level that the first well, thereby protecting the supply of the firstwell. It is further understood that the driller will be entitled to all payments stipulated in the original contract, at such time as 500 gallon per minute of water is available. This memo is a basis for mutual agreement on continuance of work, and is tentative only until a new contract is written between the city of Edmonds and Mr. Jannsen. Upon signing of this memo the City of Edmonds can go ahead and order materials needed, and Mr. Jannsen can feel assured of the said city's good faith, as regards their future relations. Signed N. C. The roll call showed the following councilmen present Vollan, Tucker, McGinness, Engels, Maxwell and Savage. The Treasurers report was read. The State Examinerts report was read to the Council. A motion was made by�councilman Tucker and seconded by councilman Savage that vie purchase the piece pf property 40feet by 132 feet from.mrs. Ingram for $105 for a right of way, and the City is to pay for the title insurance on this property. Motion carried. Five bids were received for two pumps. A motion was made by councilman Tucker and seconded by Councilman Maxwell that the bid from Cascade Machinery Co., be accepted at a cost of 960.70 for a Pomona deep well turbine pump with magnetic starter., and 651.18 for a Fairbanks- Morse split case pump,plus sales tax making a total of $1660.24, with delivery within two weeks. Motion carried. Five bids were received for an areation tank. A motion was made by Councilman MCGi1r1zrea6 and seconded by councilman Tucker that we'accept-the bid from Pointer Williamette Co., for $927 including state sales Tax, with delivery within two weeks. Motion carried. Councilman Tucker made a motion to raise the water rates for commercial users from 40 rate to 5¢ inside the city limits and 6¢outside the city limits. After some discussion Tucker withdrew his motion. A motion was made by councilman Tucker and seconded by councilman McGinness that the sprinkling rate be for 100 per hundred cubitfeet over the minimum charge for four months, Motion carried. A letter of resignation from Ross Waggoner was read to the Council. Several names were suggested for new councilmen for the First and Third wards.
