1951-08-07 City Council MinutesU 1 L 1 The Safety committee recommended the following items: l,a stop street on Maple at Ninth going east and west, this ',vas madd a motion by councilman Maxwell. The motion did not receive a second. 2. that the south side of the triangle on 5b1l between Fifth and Sixth be made a one way street East only,,this was made a motion by councilman I1Maxwell_and a second by Councilman Vollan. Motion carried. 3, that the Chief of Police be given permission to take his vacation beginning August 1 to 14 inclusive. Also that a letter be written to the State Highway Department in regards to the installing of Directional signs'at Fifth and Th-ird on Main Streets, this was a motion made by councilman Maxwell and a second by councilman Vollan, Motion carried. A motion was made by councilman Maxwell that a stop sign be placed uheteeseventh avenue intersects Dayton Street. No second tto the motion. It was also recommended that a letter be written to the Washington Rating & Surveying bureau asking what is required for our Fire Department to obtain the lowest possible Insurance. Councilman Vollan referred bsck to item 1 by making a motion theat Ninth Avenue be established an Arterial with stop signs on the streets approching ninth. Councilman Holmquist made a second to the motion. Motion did not carry. The streetdepartment recommended and a motion was made by councilman Tuson and seconded by councilman Maxwell that the center strip of Main street from 6 to 9th be blacktopped and the water department replace the eight inch water rain from sixth to eighth, with the streetdepartment doing the excavating and backfill, the estimate cost of blacktop of $3000, subject to the cost estimate of the council. Motion carried. A motion was made by councilman Tuson and seconded by councilman Maxwell that the City pay for the blacktopping on Ninth avenue from Main to dayton street -err int , if the property owners will put in the curb and gutter.. Motion carried. A motion was made by councilman Engels and seconded by councilman Maxwell that the water Supt. make the necessary repairs to the North Edmonds line. Motion carried. It was recommmended that the grade be established on Edmonds street between ninth and eleventh avenue. There being no further busi ss the meetin City Clerk August 7, 1951 The Council met for its regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present,�Holmquist, Tucker., Engles, Vollan Maxwell and Miller. The Water Collectors report was read. A motion was made by councilman Maxwell and seconded by Councilman Tuscker that the bills which were approved by the Auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Vollan that the bill for benches in the amount of $60 to Mr. Garthe be allowed. Motion car ried. A motion was made by councilman Maxwell and seconded by councilman Miller that the addition to the City Code in regards to sound Trucks inside the City limits of Edmonds be passed and published. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that Emergency Ordinance # 612 be passed and published. Motion carried by a unaminous vote of the council. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Council accept the deed from R. C. Willis for five filet of his property on both side If the alley in block 42, lots 11 to 20 inclusive and lots 21 to 30 inclusive, making a 25 foot alley. Motion carried. A motion was made by councilman Vollan and seconded by councilman Maxwell that we extend an invitation to the District Engineer to meet with our street and Safett committee to discuss the several problems of safety. T.Mo�b&n carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that a hearing be set for two weeks from tonight for the re -zoning of the Northeast corner of Second and Edmonds street, requested by Mr. Talen. Motion carried. It was suggested that the caretaker at the city park be commissioned for policing the park. The street Supt. recommended the mowing of the parking strip in the city also he asked for the hire of a tar kettle. This was made a motion by councilman Tucker with a second by councilman Maxwell. motion carried. A motion was made by councilman Max -Weiland seconded by councilman. Tucker that from two to four mattresses be purchased for the City Jail. Motion carried. It was reported that the P. U. D. are installing the additional street lights ordered som6ti:me ago. A motion was madeby councilman Tucker and seconded by councilman Maxwell that the City Supt. be paid $20 for extra time from the street fund also the �ass't be paid $20, and the Asst.. on the water dept. be paid $20 for extra pay on the water department, subject to the opinion of the Ittorney. Motion carried. A motion was made by councilman Holmquist and seconded by councilman Miller that the property authorities be contacted in regards to house delivery of mail. Motion carried. Therebeing Znourther business e meeting djour August 21, 1951 :The Council met.forJits regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Holmquist, Tucker,' Tuson, Engels, Vollan and Iulaxwell. ThboTreasurers reporttwas read to the Council. The Clerk reported a water collection of $6593.60 with an .out standing of bills to the 9-irnount of $1650. A letter was read from Postmaster Otto Sorensen in regards to house delivery of mail. Councilman Tuson was asked to contact the Post master to f ind out what else is reguired for house delivery. As this was the night set for the hearing on re -zoning of the property at the NorthEast corner of second and Edmonds street with no protests, a motion was made by councilman Tucker and seconded by councilman Maxwell that the re -zoning be allowed. Councilman Vollan made an amendment to the motion with a second from Tucker that this property be included in the fire zone. A vote on the motion as amended carried, also a vote on —the motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the question of a shingled roof in the commercial zone be referr.edto the committee. The motion and second was withdrawn., Attorney Holte reported that bicycles must have a head and tail light at night, also they must stay off the sidewalks. A motion was made by councilman Maxwell and seconded by councilman Tucker that a letter be written to the Post Master requesting a survey of the City from the Post Office Department. Iviotion carried. A motion was made by councilman Tucker and secondedby councilman Maxwell that the five water customers on Tenth avenue South be notified by the Attorney that water service will be discontinueel as of December 1. Motion carried. Councilman Tuson reported the grader needed repairing and was athorized to get estimates on the cost. Councilman Maxwell statedcosts,for-repair$n&o facility the city jail will be obtained.
