1951-10-02 City Council MinutesMr. George Kolzer talked to the Council about the Civilian Defense Organization. •A motion was made by councilman Maxwell and seconded by councilman Tu.ckerthat the Mayor be authorized to sign the Mutual aid Pack with Snohomish County Civil Defense Org- anization. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the ' Mayor beauthorized to sign the agreement for Civil Defense and an Emergency Ordinance be drawn up for 150 for this year. Motion carried. The Council proceeded to make up the Preliminary Budget for 1952. There b eing o.. further bus inegiT the meeting adjourned. City Clerk` Mayor September 18, 1951 The Council met f6r its regular session with Mayor McGibbon presiding. The roll call shwoea the following councilmen present Holmquist, Tucker, Tuson, Vollan, Engels, Maxwell and Miller. The Treasurers report was read to the Council. Councilman Vollan reported that Mr. Jacobsen would like to have*a street light at the foot of Bell street where cars park. This was turned over to the light committee. A .letter was read for the P. U.D. in regards to the installing of the Street lights. A letter was read from R. 114'. Kennedy in which.he asks for permission to operate a pop -corm machine across from the,High School. 'A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney answer this letter, stating that the council 'is not in favor of this as it is not in the commercial zone. Motion carried. There being no further business the meeting adjourned, so.the committees can work on cutting the b dget. City Clerk Mayor October 1, 1951. Ordinance No. 615 to provide funds_ for Social Security for the City Employees was read to the Council The Water Collectors report was read. A motion was made by councilman Maxwell and seconded by councilman Vollan that. the bills which were approved by the auditing committee be allowed and warrantsbe drawn on the proper funds. Motion carried. A motion was made by councilman Tucker and secondedby councilman Miller that the water department purchase the Chlorinator for tif500 less the rental paid of200. Motion carried. Councilman Tucker reported it would cost form $5000 to 6000 to use the concrete tank on Main street,or if is built on to, it would cost $18,000. lie also reported a new steel.tank would cost.$31,000. Councilman Maxwell reported that the State Highway department had installed a new traffic light at Fifth and Main street, and they took our light which was purchased by the City. A motion was made by councilman Maxwell and seconded by councilman Holmquist that a letter be written to the Highway department requesting that the light be returned and be installed at Third and Main Street. Motioncarried. r Attorney Holte readeatndw procedure for re oning, which requires that a petition be obtained and signed by 2/3 of the area; feet from the area to be rezoned. The off-street parking was held over until more -information could be obtained. The zoning committee recommended ' that three places in the city be c onaemned,.the Feed store building at Third and Edmonds, the old Hotel at First and Main and a house at Fourth and Walnut. It was reported that Mr. Wickstrom is willing to give 20 feet on Erben Drive which will ,make a 60 foot street also 60 feet for a street on Fourth, and that he was going to put in a sewer third and fourth to Erben Drive then down to third. A motion was made by councilman Maxiwell and seconded by councilman Holmquist that Emergency Ordinance No. 614,,to. take care of the Civilian Defense program for this year be passed and published. Motion carried. A motion was made by councilman Tucker and seconded by councilman Tuson that Ordinance No 615, for social Security for city employees beginning January 1, 1952, be passed and published. Motion carried. A motion was made by councilman Tucker and seconded by councilman Engels that we call for bids on 4000 feet of 4 inch and 2000 feet of six inch cast iron pipe to be delivered February first. Motion carried. A motion was made by councilman Tucker and seconded by councilman Miller that the water Supt. go ahead with the laying of 400 feet of pipe on sprague street from 7th to 9th, when payment has been made for six meters. Motion carried. A motion was made by councilman Maxwwell and seconded b y councilman Tucker that the Supt. be authorized to clean out the cement tank at his leisure time._Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tuson that the preliminary plat as submitted to the city, be accepted. Motion s arried. -._ A motion was made by councilman Maxwell andseconded by councilman Tuson that Mr. Kingdon be notified that he will have to do his own stump blasting, and obtain a permit from the City Clerk. The permit and fee for moving buildings was referred to the Building code committee. A motion was made by councilman Maxwell and secon ded by councilman Tuson that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the city accept the deed from Rex Willis for 5 feet of property to widen the alley in Block 41.
