Motion carried. A motion was made by Councilman Vollan and seconded by councilman Miller that the water bill of Mr. Cain for $3.15 be cancelled. Motion carried. Four bids were received for a police car, Edmonds Motor caompany bid $2283,10 with extra equipment with a trade in of old car of'$700, also an alternai& bid of $2600.00, Hopper Chevrolet had three prices 1847.46, 1930.30, 2091.49, insluding extras with $700 trade in, Studebaker price of 1806.96 with extra equipment, Plymoulb price of 2596.86 including extra equipment and a trade in of 550. The bids "were referred to the safety committee. A motion was mach by councilman Tucker and seconded by councilman Maxwell that the bids be awarded at the next regular meeting. Motion carried. A motion was made -by councilman Tucker and seconded by councilman Miller that the bill for $400 to alfred Holte for attorney services in the Jannsen case be allowed as submitted. Motion carried. The Ordinance on `the change for the water rate and allowing the discount was read to the Council. Supt. Lawson reported on the pipe line extensions and replacments,that should be put in tp,s coming year. He also stated before the State Highway extends the pavement':Ike curb, the curb should be put in along Fifth Avenue from Main street to the's�MaplecStree.t;_-Ls; providing it is not already in. City Clerk Mayor February 19,1952 The Council met for its regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Holmquist, Tucker, Vollan, Engels and Maxwell. The Treasurers report was read to the Council. Attorney Holte read Ordinance No. 617, confirming the Assessment roll for L. I. D. #65. Also an amendment to the water ordinance, to change the rates and put on the discount was read. A motion.was madd by councilman Tucker and seconded by councilman Holmquist that this ordinance be passed. A roll call vote showed Holmquist yes, Tucker yes, Vollan no, Engels yes and Maxwell no. There being only three votes for this ordinance it did not pass. Councilman Vollan asked for a reconsideration on this ordinance. Attorney Holte reported to the council that Pointer Williamette wanted a lease to the property, at the foot of Dayton street from the Port District and the City of Edmonds, he also stated he would draw -up the lease, so the City can sign it. A motion was made by councilman Maxwell and seconded by councilman Holmquist that the Methodist Church be given permission to -place their no parking signs in front of the church on Sundays and for special occasions. Motion carried. After some consideration on the bids for a police car a motion was made by councilman Maxwell that we accept the bid from Hopper Chevrolet Co., for the 1952 chevrolet Delux model for $1920.20 with dquipment only subject to modification. The motion received no second so Councilman Tucker made a motion that the -bids be postponed until.next meeting. No second. A motion was made by councilman Tucker ands econded by councilman Holmquist that we reject all bids and call for bids as revised by the safety committee. Motion carried. A motion was made by councilman Tucker and Holmquist that we call for bids next councilmeeting March 4. Motion carried. Supt. Lawson reported on the costs of three projects for laying water pipe, from 9th to 8th on Cedar street with a hydratt on Cedar street, and 675 feet of pipe with a cost of $814.20, 300 feet of flinch pipe on-Bighth.Avenue from Bell to Edmonds street, at a cost of $293.15, and the replacement of the one inch line between 9th and 10the east to Olympic avenue and North to Edmonds Street with a six inch main with two hydrants for a cost of $1957.01, a total cost for three projects of $3064.36. A motion was made by councilman Tucker and seconded by councilman Engels that Mr. Meyring be designated to engineer the laying of pipe on.the three projects not to exceed $300. Motion carried. Lawson reported that,the Methodist Church, Richfield Service and A. B. Miller .are going to put in their curb and gutter on Fifth Avenue South. Mayor McGibbon reported the Chamber of Commerce afe willing to co-operate with the city in getting our streets black -topped. A motion was made by councilman Maxwell and seconded by councilman Miller to nominate Councilman Tucker as Mayor protem in the absence of Mayor McGibbon. The water collectors report was read. Motion carried. A reguuest from Mr. D. R. Lynn asked for permission to use 25 feet on. the south side of Maple street to stake his lmmber while building his new home, he also stated he would keep lights out at night. A motion was made by councilman Maxwell and seconded by councilman Vollan that Mr. Lynn be allowed to use the south 15 feet of Maple street in front of his property fora period of 60 days, under the direction of the police department, and he must furnish an indemity Bond for $10,000, Motion carried. A letter was read from Al Brandt inyhich he states he would like to purchase lots 3, 4, 5 and 6 in block 14 plat of the city of Edmonds, Mayor protem Tucker suggested this be held over until we get a deed from the County. Ff. As there were no objections to the assessments on L. I. D. No 65 A motion was made by councilman Maxwell and seconded by councilman Tuson that Ord. N"o 617, confirming the assessement Roll for L. Lawson reported He had complaints about the condition existing at the Schuster soap factory, and he had examined'the site and found it very unsanitary. A motion was made by councilman Vollan and seconded by councilman Miller that this be referred to the Health Officer. Motion carried. A letter was read from the'Washington State Liquor Control Board in which they ask for a five minute parking Zone on Fourth Avenue just north of Main street between 12 noon and 8 P. M. Bishop asking for a Local Improvement District for a sewer in the Willis District, also a number of residents from this district were* present at this meeting.
