19521216 City Council Minutes1 1 A letter for a request for a street light was referred to the street committee. This was the night set for the hearing of the assessment roll on L. I. D. ##70. Because there were objections to the amounts assessed to the property owners a motion was made by councilman McGinness and seconded by councilman Tuson that this hearing be continued until December 16. Motion carried. 'Mr. Engelbretsen who owns property on Yost Admiral way came before the council and stated iffien we have a high tide, the water comes in on his property, He was advised to contact Mr.. Hopper, commissioner for the Port District, to see if something could be done to prevent the water from coming in on his property. A motion ivgs made by councilman McGinness and seconded by councilman Tucker that the hearing onrAssessment roll for L.-I. D. ##69 be set for January 20, 1953. Motion carried. Mayor McGibbon suggested that City Employees pay day be - on the fifth and twentieth of the month for time put in to the first and fifteenth, this was made a motion by Councilman Maxwell with a second from Councilman Engels. Motion carried. A motion was made by councilman Maxwell and•'seconded by councilman Vollan that we cal-1for'bids on the new fire truck January 6.1953 according to specification sub- mitted.. Motion carried. � The request of Councilman Holmquist in regards to the parking on Main street and the pedestrian lane between fifth and sixth, was referred to the safety committee. A motion was made by councilman Tucker. that -°the request from the Legion to erect the Xmas .tree be granted provided the lights are provided for other tha:h by power. Motion received no second. A motion was made by councilman Holmquist -and seconded by councilman Vollan that the Legion be given. permission to put the a'zmas 1treet atfFifth & Main street. Motion carried. A report was made that the Merchants had purchased Decoration'for the streets.' .,Councilman Vollan reported an addition was being.made to the city code that it would be unlawful to:erect-an electric fence inside the city. There being no .further business the meeting adjour eeY. City Clerk Mayor December 16, 1952 r. The Council met for its regular session with Mayor McGibbon presiding. The Roll. call showed the following councilmen present Tucker,'Tuson, Vollan, Maxwell, Holmquist and McGinness. The water collectors and Treasurer reports were read to the council. The requests for three street lights were turned overt he street committee. Councilman McGinness reported that the committee decided to assume all the cost for the removal of the trees on He1we way, which made 'bhe assessment quite costly. A motion was made by-councilman-McGinness and seconded by councilman Maxwell that the City contribute $700•toward the cost of L. I. D. #70 instead of $350 and a re -hearing on' -the assessment roll be.set.f6r.January'20. 'Motion carried.- ° Mr. Jones from the State Pollution commission talked to the Council in regards to the setting up of a seter disposal plant for -the -city of Edmonds. Also a representative from Carey & Cramer was at•the meeting, he .stated the preliminary assessment'roll for the sewer on sprague street would be ready for a hearing. He stated the estimated cost for the sainta.ry sewer only to be $39,500, subject to adjustments. A motion was made by .Councilman McGinness and seconded by councilman Holmquist that the hearing on the preliminary assessment roll for L. I. D. ##67 be determined after the meeting with the Pollution Control Commission. Mction carried. The request of G. Mason Hall for•the use of a portion of the City park road so he may reach a.residence he is planning to build next spring was referred to the street committee. A motion was made by councilman 1v!cGinness and --seconded by councilman Tucker that the Suptt employ Davis & Ryland to extend the"culvert on third avenue south'at a cost of $229.05. Motion carried. January 6, 1953 `The Council met for its regular session with Mayor McGibbon presiding, the roll call showed the following councilmen present Tucker, Tuson, Vollan, Engels, Maxwell, Holmquist and McGinness. The water collectors report was read to the Council. A motion was made by councilman Maxwell and seconded by councilman Tuson that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. Two bids were received for 4000 feet of four inch pipe, one from American Cast Iron Pipe Co., for $1.13 f.o.b.' car Edmonds and 01.09 f.o.b. stock pipe Edmonds, and a bid from Pacific States Cast Iron Pipe co., for $1.07.per foot f.o.b. our stock pile Edmonds, with delivery within three to four weeks. A.motion was made by councilman Tucker and seconded by councilman Vollan to accept the bid from Pacific States Cast Iron Pipe co. for u1.07 per foot. Motion carried. Two bids were received for fuel oil for the city hall for the ensuing year, one from Edmonds Diesel Delivery for 112¢ per gallon and one from St & Ridenour for 112¢. A motion was made by councilman McGinness and seconded by councilman Tuson for this bid to be awarded to Sater & Ridenourr to ceZt�rriate';-thla business among the dealers. Motion carried. Two bids were received for gasoline, one from Shell Oil Co., with a bid of 23.5¢for Shell Premiun and 21.5 for the regular, the bid from Union Oil Co., is for 23.5¢ for 7600 and 21¢ for the 76 gasoline. A motion was made by councilman McGinness and seconded by councilman Vollan that the bid be awarded to Union Oil Co., for 21.5¢ for the 76 gasoline. Motion carried. A motion was made by councilman Tucker and seconded by councilman Vollan that we call for bids on insurance for the city, with bids to be opened January 20. Motion carried. A letter from Hughbanks Incorporated reads as follows; For approximately $35,000 legally issued 42oVJ.H.F warrants to be funded with 5% bonds issued by your Local Improvement District #67, we agree to pay you par flat for such warrants and premiun of 27¢ per each $100 of bonds issued in fund,',Hch warrants; the bonds will be due on or before twelve years from their date; said bonds are to be supported by the City's L. I. D. guaranty- Fund to the fullest extent provided by law (chapters 209 and 109,-laws of 1927 and 1933 respectively) -warrants and bonds to be in $500 denomiations as nearly as practicable; Assessment roll collections are to be enforced as provided in chapter 275 and chapter 9 laws of 1927 and 1933 respectively. The above bid is made strictly subject to our being supplied with a certified copy of legal proceedings taken in the issuance of warrants and bonds for the approval of our attorneys, it being understood that such approval must be obtained before we are required to accept and pay for said securities at our expense. A motion was made by councilman Tucker and seconded by councilman Maxwell to accept the proposal of Hughbanks Incorporated. Motion carried: Six bids were received and opened for the Fire truck, Nelson Equipment co., bid $14,016.86, Cascade Fire Equipment Corp. $14,016:86, Feenaughty Machinery Co., 4p13,985, and alternate bid of 16,497, American LaFrance 11,931-50 and 19,596.00, Howard Cooper Corp. 11,978, 14,840.00, 11,578.00 and 14,420.00, L. N. Curtis & Sons W,421.00, 14,812.36, 17,819.00 and 13,421.00. A motion was made by councilman Maxwell and seconded by councilman Vollan that Ord. #1627 providing for the issuance and sale of general obligation bonds of the City in the amount of $11,450,, for part payment of a new fire truck, be passed and published. Motion carried. A motion was made by councilman McGinness and seconded by -councilman Tuson that Mr. Hall be permitted to use the city park road as long as it is in public use, subject to canT cellation. Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that February 3 be set for discussion fnrstreet improvements on Dayton, Maple, Walnut, Sixth and seventh streets. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that Resolution #14 employing counsel for certain services in connection with the issuance of general obligation bonds of the city be passed and published.
