19530818 City Council MinutesA motion was made by councilman McGinness and seconded by councilman Tuson that the Engineer be instructed'to issue a change' order for L. I. D. #72 providing for the, installation of curb arid' gutter, in -plaice of standard curb as specified, on Bell -Street between 5th- and 6th.-on 6th between Bell and Dayton, and on Dayton between lath and 6th, at the unit -posteprice as specified in the contract. The extra cost involved is to be borne by the City. Motion carried. A motion was made by Councilman McGinness and seconded by councilman Tuson that -the date for the hearing on the assessment roll for L. I. D. #66 be r set for September 15. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Engels that we accept the building offered to the Council from the Lions Club, to be,used for park use. A roll call vote showed Tuson no, Kincaid no, Vallan no, Engels yes, Maxwell no, Bishop no and McGinness yes. The roll call showed the following councilmen -present: Vollan, Tuson, Kincaid, Maxwell, and McGinniss. _ Budget blanks were passed out to all departments. Hugh Preston, son of Nettie S. Preston, reported a drainage problem of water backing up on the East side of..8th Avenue South. Matter referred to the Street Committee for report and recommendation at the next Council meeting. Julius Larsen brought in a complaint regarding curbs, etc. on Third Avenue. It was brought to the attention of the Council that a fence on the James Street right-of-way. was going to have to be moved to clear the street right-of-way. It was moved by councilman McGinniss and seconded by councilman Kincaid that the city attorney be directed to notify the present owner of the property to move the fence on James -Street within 2 weeks as the city grader would be coming through at that time. Motion carried. Councilman Maxwell_ reported that the new fire truck- is here but had been sent to Seattle for repairs and additions in conformance with the contract. .Mayor McGibbon reported that this year the City of Edmonds will have to sign a contract for and budget,15,0�per capita as their share in the county -wide Civil Defense program. Councilman Maxwell moved and councilman Volllan seconded that 2-hour parking on 5th Avenue from Dayton Street to Maple.Street be allowed. Carried. Mayor McGibbon directed the street superintendent to place barricades on Main Street from 6th Avenue to 7th Avenue and -from 7th Avenue to 8th Avenue. Councilman McGinniss moved and councilman Tuson seconded that the City Attorney be instructed to write a letter to the engineer stating that the inspection 'on jobs in progress is not adequate and that unless 2 full time inspectors (one for the street job and one for the sewer job) are furnished, the City will hire them and deduct the cost thereof from the engineer's fee. Councilman McGinniss moved that Mr. Reid be retained to engineer the installation ofathe sewer on Alder Street to a point approximately 90 feet east of the present sewer and install a manhole., Councilman Maxwell seconded the motion. Carried. , . . carried. Councilman Kincaid moved that the Mayor be authorized to employ Mr. James Reid as City Engineer on a fee basis. Carried.' (Seconded by councilman McGinniss) 1 1 1 1 Councilman McGinniss moved that Stoll Plumbing & Heating be employed for installation of the Alder Street extention of the sewer as per engineer's specifications and in accordance with the letter of proposal of August 7, 1953 received from.Mr. Stoll which reads as follows: "We are pleased to quote the following prices on sewer work at 7th and Alder: To extend 8" sewer as per specifications approximately 90' - $3. 50 per foot. To install one manhole 7' below street grade as per specifications - $300. 00. To install one manhole 8' below street grade as per specifications - $350. 00. To replace storm sewer removed to install sanitary sewer - $35. 00. If stabilizing bed is required our price is $6. 00 per yard placed with a minimum of yardage of 4 yards. " Motion seconded by councilman Maxwell. Carried. Councilman McGinniss moved that the engineer be authorized to establish a grade on Second Avenue from Edmonds Street North to the Dead End. Councilman Maxwell seconded the motion. Carried. There being no further business, the meeting adjourned. City C erk Mayor 1 August 24, 1953 The City Council of the City of Edmonds met in special session on Monday, August 24th 1953. having given notice of said special meeting as required by law. The meeting was called to order by Councilman Maxwell actin-, as Mayor pro tem in the absence of Mayor McGibbon. The following councilmen were presdnt: McGinniss, Tuson, Maxwell, Bishop, Vbllan dnd Kincaid. This was the night set for the hearing of the preliminary assessment roll on the proposed L.I.D. as set forth in Resolution of Intention #119. No written objections had been filed and noone was present to object in person. Councilman McGinnis moved and Councilman Kincaid seconded the motion that the installation of the city attorney be sanitary sewer on instructed to draw an ordinance creating L.I.D. Cedar Street from 7th Avenue to 8th Avenue #73 for the and on 7th Avenue from Cedar Street to Walnut Street as sdt.forth in Resolution of Intention #119. It was carried. Councilman McGinniss moved and Councilman Tuson seconded the motion that the call for bids for the construction of the sanitary sewer in proposed L.I.D. #73,be prepared and published on August 27th and September 3rd, said bids to be opened on September 15th. Motion carried. Councilman McGinnis moved and Councilman Vollan seconded the motion th;t the city proceed with the improvement of Main Street from 6th Avenue to 9th Avenue by the excavation of material and the preparation as required(for end the surfacing of the center 10 feet thereof with asphalt paving at the following prices: Excavating and preparing - 200 per square yard Asphalt paving - $6.40 per ton Estimated total cost - $1,825.00 Motion carried. Mr. Lawson reported that Mr. Hogarth who owns property on the northwest corner of 7th Avenue and Bell Street wanted to extend the curb from .Bell Street to the alley northwest of Bell Street -on 7th Avenue along the westerly side thereof. Councilman McGinniss moved and Councilman Tuson seconded the motion that Mr. Hogarth'be-adthorized to install curbing along the westerly side`of 7th Avenue from Bell Street to the alley northwest of Bell Street provided the same was installed according to the grade on'file in the city clerk's office under File A-2.05.' A. letter was read to the Council from Councilman Ernie Vollan, submitting his resignation as Councilman of Second ward. Mayor McGibbon asked him to stay on until the budget had bean made up. Councilman Vollan stated that he would do so. A motion was made by Councilman Tuson and seconded by councilman Vollan that the bills which were approved by the audting committee be allowed and warrants be drawn on the proper funds.
