EDMONDS CITY COUNCIL APPROVED MINUTES <br />January 20, 2015 <br /> <br />The Edmonds City Council meeting was called to order at 6:00 p.m. by Mayor Earling in the Council <br />Chambers, 250 5th Avenue North, Edmonds. <br /> <br />ELECTED OFFICIALS PRESENT <br />Dave Earling, Mayor <br />Adrienne Fraley-Monillas, Council President <br />Diane Buckshnis, Councilmember <br />Kristiana Johnson, Councilmember <br />Joan Bloom, Councilmember <br />Thomas Mesaros, Councilmember <br />ELECTED OFFICIALS ABSENT <br />Lora Petso, Councilmember <br />ALSO PRESENT <br />Noushyal Eslami, Student Representative <br />STAFF PRESENT <br />Phil Williams, Public Works Director <br />Carrie Hite, Parks, Recreation & Cultural <br /> Services Director <br />Scott James, Finance Director <br />Shane Hope, Development Services Director <br />Rob English, City Engineer <br />Mike Clugston, Planner <br />Jeff Taraday, City Attorney <br />Linda Hynd, Deputy Clerk <br />Jerrie Bevington, Camera Operator <br />Jeannie Dines, Recorder <br /> <br />SPECIAL MEETING <br /> <br />1. CONVENE IN EXECUTIVE SESSION TO DISCUSS COLLECTIVE BARGAINING <br /> <br />At 6:00 p.m., Mayor Earling announced that the City Council would meet in executive session to discuss <br />collective bargaining per RCW 42.30.140(1)(a). He stated that the executive session was scheduled to last <br />approximately 60 minutes and would be held in the Jury Meeting Room, located in the Public Safety <br />Complex. No action was anticipated to occur as a result of meeting in executive session. Elected officials <br />present at the executive session were: Mayor Earling, and Councilmembers Johnson, Fraley-Monillas, <br />Buckshnis, Bloom and Mesaros. Others present were City Attorney Jeff Taraday, Parks, Recreation & <br />Cultural Services/Human Resources Reporting Director Carrie Hite, Sharon Cates, City Attorney’s <br />Office, Human Resources Manager Mary Ann Hardie, Public Works Director Phil Williams and Deputy <br />Clerk Linda Hynd. The executive session concluded at 6:56 p.m. <br /> <br />Mayor Earling reconvened the regular City Council meeting at 7:00 p.m. and led the flag salute. <br /> <br />BUSINESS MEETING <br />1. ROLL CALL <br />Deputy Clerk Linda Hynd called the roll. All elected officials were present with the exception of <br />Councilmember Petso.
