Edmonds City Council Approved Minutes <br />February 10, 2015 <br />Page 1 <br />EDMONDS CITY COUNCIL APPROVED MINUTES <br />February 10, 2015 <br />The Edmonds City Council meeting was called to order at 6:30 p.m. by Mayor Earling in the Council <br />Chambers, 250 5th Avenue North, Edmonds. <br />ELECTED OFFICIALS PRESENT <br />Dave Earling, Mayor <br />Adrienne Fraley-Monillas, Council President <br />Diane Buckshnis, Councilmember <br />Kristiana Johnson, Councilmember <br />Lora Petso, Councilmember <br />Joan Bloom, Councilmember <br />ELECTED OFFICIALS ABSENT <br />Thomas Mesaros, Councilmember <br />STAFF PRESENT <br />Jim Lawless, Assistant Police Chief <br />Phil Williams, Public Works Director <br />Carrie Hite, Parks, Rec. & Cult. CONVENE IN EXECUTIVE SESSION REGARDING COLLECTIVE BARGAINING PER RCW <br />42.30.140(1)(b) <br />At 6:30 p.m., Mayor Earling announced that the City Council would meet in executive session regarding <br />collective bargaining per RCW 42.30.140(1)(b). He stated that the executive session was scheduled to last <br />approximately 30 minutes and would be held in the Jury Meeting Room, located in the Public Safety <br />Complex. No action was anticipated to occur as a result of meeting in executive session. Elected officials <br />present at the executive session were: Mayor Earling, and Councilmembers Johnson, Fraley-Monillas, <br />Buckshnis, Petso and Bloom. Others present were City Attorney Jeff Taraday, Sharon Cates, City <br />Attorney’s Office, Parks, Recreation & Cultural Services/Human Resources Reporting Director Carrie <br />Hite, Public Works Director Phil Williams, Human Resources Manager Mary Ann Hardie, and City Clerk <br />Scott Passey. At 7:03 p.m., Mayor Earling announced to the public present in the Council Chambers that <br />an additional 10 minutes would be required in executive session. The executive session concluded at 7:12 <br />p.m. <br />Mayor Earling reconvened the regular City Council meeting at 7:13 p.m. and led the flag salute. <br />2. ROLL CALL <br />City Clerk Scott Passey called the roll. All elected officials were present with the exception of <br />Councilmember Mesaros. <br />COUNCIL PRESIDENT FRALEY-MONILLAS MOVED, SECONDED BY COUNCILMEMBER <br />BUCKSHNIS, TO EXCUSE COUNCILMEMBER MESAROS. MOTION CARRIED (4-0-1), <br />COUNCILMEMBER BLOOM ABSTAINED.
