A letter was read from Bud Little asking for a refund of $40, which he paid for a Building •permit., as he is not going to build note. A motion was made by Councilman Kincaid that his money be refunded. This was turned over toethe water.' supt. to take of. The street condition of Glen street, Riley Park Addition, was referred to the street Committee. Mayor Maxwell reported that the census for the City of Edmonds was going to be taken. A motion was made by councilman Cloud and seconded by Councilman Sommerseth that the bills as approved,by the auditing•committee be allowed and warrants be drawn on the proper funds. Motion carried. As recommended by the chairman of the stree6 committee, and•a motion was made by Councilman Kincaid and seconded by councilman Bishop to proceed with the dnporvement of Ninth avenue from Sprague street to Iain street according, to plans as outlined by Engineer Reid, in stages of work as funds are available. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Bishop that Attorney Holte obtain right-of-way for culvert purposes and fill,and a title report be obtained. Motion carried. Chairman of Street Committee Kincaid also reported that street repairs will cost between $?2500 and $03000. lie also reported that the curb and gut+xr on "Main street from'Sunset Avenue to Sixth avenue is to be repaired. A motion was made by Councilman Bishop and seconded by Councilman Sommerseth that the Salary Ordinance #676}.9$6r 1956 be passed. Motion carried. A motion was made by Councilman Bishop and seconded by Councilman Talen that the amendment of city code Chapter VII Article I Section 7-1.09 E , raiding the fee for installing a 3/4 inch water meter from $65 to OP and a one inch meter from $85 to $100, be passed as amended. Motion carried. `The Edmonds Rod and Gun Club asked for permission to install their sign at the City limits of Edmonds, this request was granted under the supervision of the Chief of Polace, by a motion :wade by Councilman Sommerseth and seconded by Councilman Bishop. A letter was received and read to the Council from the Polution Control Commission. in regards to connecting, Tthe New Senior High achool to our sewer system. ,A� motion was made by Councilman Tuson that we start negiotiation with the School Board``$1200 per year fora fee for the use of our sewer.. Mr. Woodhull again came before the council in regards to hisbuilding a carport, adjoining it to his house and building it to the property line. A motion was made by councilman Tulin and seconded by councilman Bishop that the request be &enied. Motion carried. A number of people residing in the Riley Park Addition came before the council in regards to the condition of Glen street from Olympic avenue to tenth avenue. A motion was made by Coun- cilman Kincaid and seconded by councilman Bishop that the street department provide ditches and fill material be put on the street until further work can be performed. Motion carried. Also two street lights were asked for on Glen street. Fire Chief Jim_ Astell reported the building in which the fire hose is stored is damp and will ruin tid hose in time and something should be done to provide heat in the building. A motion was made by councilman Kincaid and seconded by councilman Talen that we call for bids for a two frequency police car radio, specifications to be made up by Chief Grimstad, bids to be opened March 20. Motion carried. A motion was made by Councilman Talen and seconded by Councilman Bishop that Chief Grimstad apply for matching funds for the base station and the four units. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Talen that the amendment to the City code Chapter 8 Article 3, Section 8-3.011 knovm as trade Stimulator, changing ,the ratefrom 3% of the face value of the boards to a flat rate of $75 per month for each retail establfd)ftftt� be adopted. Motion carried. The street Supt. was instructed to place a reflector type square sign atthe corner of the Green house. The hearing on the annexation of the property south east of Edmonds was held over until our next meeting as the petition was not completely checked. Engineer Reid reported that Ur. Thomas is willing to have a sum of money held in escrow for water, sewers., and street improvement. A motion was riade by Councilman Tuson and seconded by councilman Steed that we enter into an agreetment with 16r, Thomas for $23,500.00, for installing of sever,' i ater and graveling of the street, unpbr_ recommendation of Engineer Reid. Motion carried. Engineer Reid is to contact Mr. Clements, who asked if he may take dirt out of the alley between ninth and tenth and between Walnut and alder street. Ci ty Cl erk' Mayor March 6, 1956 The Council met for its regular session with Mayor Maxwell presiding.- The Roll call showed the following councilmen present Tuson, Talen, Kincaid, Bishop, Cloud, Steed and Sommersethe The water collectors report was read to the Council. A letter was read from bars. May in regards to the sand which -had filled her pools. This was referred'to the street Supt. to take care of. The Four tavern owners came before the council protesting the charge of $75 per month, which was passed by the Council February 21, changing from a 3% tax on punchboards to 075 per month After some discussion a motion was made by Councilman Tuson and seconded by Councilman Steed for a report to be submitted to the council, the amounts of tax collected in 1052 and 1953.- Lotion carried. Mayor Maxwell appointed a committee to check on this with Councilman Cloud, Chairman, Kincaid and Tuson. In regards to the installing of the six inch water line on 100th west. A motion was made by Councilman Tuson and seconded by Councilman Kincaid that the water department install approx. 1100 feet of six inch pipe with the provision that those property owners who signed the petition pay the bbstaofuthe four inch pipe installed and three hydrants, the city to pay the difference in cost between the four'and six inch,after the amount of $2850 has been paid into the Treasurer. Motion carried.
