A petition protesting the improvement of seventh avenue south was presented to the Council and the people present stated they were not in favor of the improvement to this time. A letter was -read from the Edmonds Rotary Club, asking for permission to, hold a carnival at the High School Playfield from June 11,-to June lb. A motion was made by C�zr� id and seconded by Councilman 5ommerseth that a permit be gran a ��and t eft a advised that it is the Council desire that they maintain order on the grounds during the.carnival. Motion carried. A letter was read from the Boy Scout Troop No. 310 asking for permission to install several trash barrels and sign posts in the parkway along Sunset Avenue, with a reading on the post "Dont be a Litter Bug". A motion was made by Councilman Bishop and seconded by councilman Steed that the location of the barrels be referred to the Safety committee. Motion carried. A letterwasread from Mr. It. K. Schoppert asking the City to give him a deed to one-half of the alley in block 64, which was vacatedsometime ago, also a deed to one-half of tenth avenue. Motion carried. - A motion was made by Councilman Kincaid and seconded by Councilman Talen that the Lions Club be given permission to erect a banner, advertising the salmon Derby, across I--ai.n street from Traftons Furniture to Helen Reynolds Studio, subject to the approval of the State Highway department. Motion carried. A- motion wasmade by Councilman Steed and seconded by Councilman Talen that the Water Department purchase a mower at a cost of $$2g4.10. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman'Sommerseth that Don Phillips be permitted to drain and blacktop his alley in Block J, the City will pay for engineering not to exceed 675. The Roll call showed the following councilmen present 'Tuson, Talen, Kincaid, Cloud, Bishop, Steed and Sommerseth. The water collectors report was read to the Council. A motion was made by Councilman Kincaid and seconded by Councilman Talen that the bill as approved by the auditing.committee be allowed and warrants be drawn on the proper funds. Motion carried.' A letter -•and bills for the repairs of the Union Oil Truck in the amount of $1388.06, wqs turned over to Attorney Holte. A letter and check for $$200 from Jerome E. Gates, the charge for a sewer connection on Tenth avenue, was read to the Council. He asks for permission to make this connection in May 1957. A motion was made by Councilman Kincaid and seconded by Councilman Tuson that this connection he held over until May 1957. Motion carried. A letter and an assignment•of contract of Thorborn & Logozo made to the National Bank of Commerce in Seattle wasread to the Council. Attorney Holte ruled this is not valid under the contract, he is to answer the letter, and return the assignment. Two protests were read to the Council for the proposed paving of Seventh avenue, from Pine street to Fir Street, and one for Fir Street, which were ordered to put on file. Also a letterfor G. T. Coggswell asking for a stop dign to be installed on seventh avenue where it dead ends at Fir Street. which was meffered to the Safety committee. Mr. Menefee came before the council asking for a larger water line on Third avenue south and a fire hydrant, for firs; protection. A petition was read to the Council stating that the property owners want the paving of ,the alley from Main to Bell street changed from concrete to blacktop. A motion was made by Councilman Kincaid and seconded by Councilman Talen that the date for hearing on Resolution of Intention No. 124 be changed f rom.June 19 to July 5. Motion carried. 1 1 1 1 Mayor Maxwell read a letter from Public Utility District #1 in regards to the second phase of street lighting modernization, they recommend_102-300 watt and 17-500 watt, at an additional.cost of $119.35 per month. A motion was made by Councilman Kincaid and seconded by Councilman Talen that the P. U. D. be instructed to install lights in the new annexed territory and include them in second phase of street lighting. Motion carried. A motion was made by councilman Bishop and seconded by councilman Talen that we approve the plat for street lights and the new annexed area be. -Motion carried. A p6tition for a sewer on Cedar street was presented to the council. A motion was made by councilman Tuson and seconded by Councilman Kincaid that a Resolution of Intention be drawn up and July 17 be set for the date for a hearing. Motion carried. Mayor Maxwell was authorized tosign the contract with Standard Oil Co., for gasoline until January 1, 1957, by a motion made by councilman Tuson and seconded b y councilman Kincaid. Motion carried. It was recommended by the Water oommittee that we proceed as per contract, for street improvement in the Thomas Addition. Also recommended by thewater committee, in regards to the Castle Plat, that the developer put in the water lines and he pay for it. A motion wqs made by Councilman Tuson and seconded by councilman Cloud that we install 500 feet of four inch water line and three hydrants ontRjn4 street south to the existing four inch line, upon the approval of the Engineer, on the sine of pipe, and wecall for bids for the laying of pipe. Motion carried. A motion was made by Councilman Tuson and deconded by Councilman Talen that Attorney Holte proceed with condenmation proceedings for the right-of-way on ninth avenue North. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Steed that the Subdivision Ordinance, addition to the City Code Chapter 9 Article 1, be passed. Motion carried. A motion was made by Councilman Talen and seconded by Councilman Cloud that the Zoning Ordinance be held up until the next council meeting. A roll call vote showed Tuson no, Talen yes, Kincaid no, Cloud yes, Bishop no, Steed yes, Sommers eth yes. A letter was read to the council protesting the improvement of tenth avenue from Sprague street to a point 117.5 feet North. Zie letter was put on file. Several residents living in View Manor Plat came before the council in regards to -� water draining on to their property. h motion was made by Councilman Tuson and seconded by Councilman Talen that we accept an easement for a storm sewer across lot ll of View Manor Plat. Motion carried. Mr. Thomas came before the council with his problem of street p paving in the Thomas Plat, he agrees and a motion was made by Councilman Kincar_d and seconded by Council- man Talen to amend the contract as follows; Mr Thomas is to install the side sewers within two feet from the property line, before the s re t,�avi he is to the the wae°paviingg, grade and gravel street, city,is to par 20D^ and he Mr. Thomas is to pay the balance, for a 24foot street.
