The Council met for its regular session with Mayor -Maxwell presiding. The -roll
call showed the following Councilmen present Tuson, Sorensen, C1oud,'Steed, Kincaid
and Purton.
Three bids we're r eceived f or the laying of water pipe and installing of hydrants: one
bid from Continental Construction Co..,, total bid $5050:70, Ace Construction Co.,
total bid bf $2475.80, Foster & Freese, total bid $4099.64. After checkinypf the bids
a motion was made by Councilman Kincaid and seconded by Councilman Cloud that the bid
from Ace Construction Co., be awarded. Motion carried.
This was'the night set for a hearing for the annexation of the following described
property; All of the East half of the East half of the SW quarter of Section 25, Township
27,North, Range 3 East W.M. less the north 2.50 acres lying north of the County Road
(220th S.W.) together with the South half of the Northwest quarter of the Northwest
quarter of the Northwest quarter of Section 26, township 27 north, Range 3 East W.M.
'lying northerly of S.S.H ##1 V together with the Plat of Westgate Park, Division No.l,
according to the plat thereof, records of Snohomish County, Washington. On one objecting
to the annexation a motion was made by Councilman Kincaid and -seconded by Councilman Sorenson
that Ord. ##700, be passed. Motion carried.
Sometime was'spent on the Peddler Ordinance. After changingthe fee from $25 per day to
$15. per year, and other changes, a motion was made by Councilman Tuson and seconded by
Councilman Kincaid that the amendment to our City Code Chapter 8 Aritcle 1 Section 8-1.01
be passed. Motion carried.
A letterfrom Attorneys Elliott, Lee, Carney and Thomas, attorneys for Lundberg Construction
Co., was read to the Council, stating they have not received the contract documents, that they
are considering instituting action. They ask for the return of $8500 certified check, And
in the event the check or equivalent funds are not returned, they demand interest It 6%.
Attorney Hall states they have not come in his office to sign any papers. A motion was
made by Councilman Tuson and seconded by Councilman Kincaid that 5% of his bid, $841.80
be withheld., and the balance be forfeited to Lundberg Construction Co., Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Sorensen that Attorney
Holte proceed with acquring a 30 foot right of way at Eleventh avenue at Laurel street.
Motion carried.
A recommendation from the -Safety Committee and a motion was made by Councilman Sorensen
and seconded by Councilman Tuson that the stop signs on Fourth Avenue be removed, except
at Fourth & Bell street. Motion carried. ;

The acquiring an additional five feet of prop,etty on second avenue North was recommended
by the Street Committee.
A motion was made by Councilman Tuson, and seconded by Councilman Steed that the hearing on
Assessment Roll for L. I. D. ##80 be set for July 2. Motion carried.
A motion was, made by Councilman Sorensen and seconded by Councilman Steed that the bills as
approved by the auditing committee be allowed and warrants be drawn on the proper funds.
Motion carried.
The Meeting recessed until Friday Night.
June 7, 1957
The'Council met for its recessed meeting with Mayor Maxwell presiding, with the following
Councilmen present Tuson, Sorensen, Cloud Kincaid, Steed and Purton.
The Water Collectors report was read to the Council.
A letter was read from Pacific Telephone and Telegraph Co., making application for permission
to perform underground work within the City of Edmonds as follows; Bury one underground telephone
cable along the south side of Dayton street, on a line 19 feet south of the centerline,
from the second existing pole west of -third avenue to a proposed pole to be s bt just east
of the Gre4t Northern Raolroad tracks, thence across the street and along a line 15 feet north of
the centerline of Dayton street to the end of the street at the Government meander line.
This was referredto Engineer Reid and Attorney Holte for checking.
Two bids were received for the paving in the Cassell addition, L. I. D. ##81, One bid from
Washington Asphalt Co., with a total bid of $7701.00 and one from.Earl Jopling Paving, for
$7080.00. The Engineer estimate for this work is $6147.00. Upon recommendation from the
Street committee a motion was made by Councilman Kincaid and seconded by Councilman Purton
that we accept the bid from Joplin Paving in the amount of $7080.00. Motion carried.
Attorney Holte was asked to contact the property owners on Second avenue North in regards to
obtaining property for sidewalks.
A motion was made by*Councilman Kin caid and seconded by Councilman Sorensen that Engineer
Reid be instructed to have four sewer connections installed on second avenue North, at an
estimated cost of $200, Motion carried.
A letter was read from Mrs. John J. Farrell, 925 Edmonds street, stating that because of
the low water pressure, she would life to have the water main on Edmonds street installed as
soon as possible.
The street grade for road access to the Boat houses North of Main street was submitted
to the Council.'
This meeting recessed until Tuesday night June 11.
June 11, 1957
The Council met for its second recessed meeting with Mayor Maxwell presiding, with
the following councilmen present Tuson Sorensen, Cloud, Steed and Purton present.
Answering the problem for a larger water maincon Seamont Lane, which was turned over
to Fire Chief Astell and Engineer Reid for checking. A motion was made by Councilman
Tuson and seconded by Councilman Cloud, that we accept the rec ommendation of the Fire
between 5th
Chief- a hydrant be placed on Pine Street west of 6th avenue and one placed
and 6z street on Hemlock way. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that a two inch
be installed on Seamont Lane, subject to the attorney checking for the easement, and
main
after the people have paid for the water meterfees. Motion carried.
Second avenue North came up for discussion. After some discussion a motion was made by
Councilman Tuson and seconde d by -Councilman Sorensen that the City acquire a five foot
right of way on the east side of Second Avenue North, from Edmonds Street to the property
owned by Mrs. McFarland, in exchange for the City paying for putting in the sidewalks,
and providing the property on the west side dedicat&ng five feet of property and paying
for their°sidewalks. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman -Steed that the
warrants and bonds, for L. I. D. #79, be sold to Terry Thompson, to bear 5% interest.
Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that the contract
for the Sunset'Lift Station be awarded to the second lowest bidder Mr. Beauchamp, amount
of the bid $21,000.00 subject to the approval of the Public Health Service and the
Pollution Control Commission. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that Chapter 7
Article 22 Section 7-2.02A, chafing the connection fee for sewers from $200 to $300.
Motion carried. //``
Engineer Read recommended holdin Pthe action of awarding the bid for paving in the
Cassell addition.

June 18, 1957
The Council ifiet for its regular session with Mayor Maxwell presiding. The roll
call showed the following councilmen present Tuson, Sorensen, Cloud and Purton.
The Treasurers report was read to the Council.
An estimated cost of $3500 was given to the Council, for the storm sewer between
Main -and Dayton street on Fifth avenue, and recommended by Engineer Reid to take
the sewer 60 feet East in the alley.
The Council proceeded to review the Ordinance and Franchise -ofth the Washington
Natural Gas.
The meeting recessed until June 25.
June 25, 1957
The Council met for its recessed meeting, with Mayor maxwell presiding, with the
following councilmen present Tuson, Sorensen, Cloud, Kincaid and Purton present.
A letterlYom Angus Kennedy, 1110 J�h avenue, asking for permission to have
trailers on his peoperty, was turned over to Attorney Holte for checking with
our Ordinance.
The Council met with two representatives from the Wash. Natural Gas Co., Mr. Gaw
and Swartz, to discuss the gas ordinance.
Mayor Maxwell appointed Fire Chief Astell, Attorney Holte, Councilman Tuson and Cloud,
as a committee to work out section #8 of the ordinance.
After making a number of changes the ordinance was turned over to attorney Holte
for re writing.
There.being no further busin s the meeting adjourned.
