Mayor Maxwell referred this to the Water Commission. Councilman Tuson made a motion, seconded by Councilman Kincaid, that the Addition to Chapter 8, Article 1.,8-109 for the utility tax be passed, effective January 15, 1958. The motion was carried. After discussion, a motion was made by Councilman Kincaid and seconded by Councilman Tuson that paper ballots be used for the voting on February 11 and that the polling. place for all voters will be Legion Hall at 6th and Dayton, if available. Motion carried. Councilman Tuson made a motion, seconddd by Councilman Kincaid, that the appointment of Mrs. Irene S. Varney as City Clerk be confirmed, effective January 1, 1958. The motion carried. Councilman Tuson made a motion, seconded by Councilman Cloud, that Mrs. Anita Busch be appointed Water Clerk, effective January 1, 1958. The motion carried. The motion was made by Councilman Sorensen and seconded by Councilman Tuson that Dick Moran be made City Patrolman, effective January 15, 1958. Motion carried. Councilman Cloud moved that all bills be paid and approved, -and that the Clerk be authorized to draw warrants on the proper funds to do so. Councilman Kincaid seconded the motion, and the motion was carried. There being no further business, the meeting a City Clerk January 21, 1958 The meeting was called to order by Mayor Maxwell, and the roll call showed the following Councilmen present: McGibbon, Cloud, Tuson, Purton, Blackbourn, Sorensen, and Kincaid. The minutes of the last meeting were read and approved as corrected. A letter from Howard L. Womer, 222 Dayton St. was read; stating a claim in the amount of $75.00 against the City of Edmonds and Venne Beauchamp, Contractor, for the cost of twice having his basement pumped, cleaned, and disinfected when a plugged man -hole during the building of the Sewage Treatment Plant resulted in damage to his lateral sewer and blocked the flow of sewage, causing it to flood his basement. This matter was referred to City Attorney Holte. A motion was made by Councilman Tuson and seconded by Councilman Blackbourn that the final City general election on March 11, 1958 be held in conjunction with the School election; that paper ballots be used; and that the polling place be the Edmonds Junior High School. The motion carried. A letter was read from City Treasurer A.P.Severson, asking the approval of the mayor and council of the appointment of Mrs. Nola Dougherty as Deputy Treasurer of the City of Edmonds. Councilman Blackbourn made the motion, seconded by Councilman Purton to confirm the appointment as stated effective:as of January 1, 1958. Motion carried. A petition was received, signed by seven property owners, requesting the installation of a fire hydrant at the SE corner of 106th W. and 226th SW. Also a request for a hydrant at 190th and Euclid Drive was read, and these were referred to Fire Chief James Astell and to the Water Commission. The council directed City Attorney Alfred 0. Holte to find out from P.U.D.#1 of Snohomish County if the extra 1% Utility Tax as recently levied in the city of Everett is being passed on to the P.U.D. consumer. The council desired the additional information before any change in the 1% tax was made locally. The proposed change in the Dog Ordinance was discussed, but before any council action is taken, Attorney Holte will contact Mountlake Terrace in regard to their Ordinance on'this, so that the proposed Amendment will conform with that of Snohomish County and Mountlake Terrace. A discussion followed on the proposed 12th Avenue extension. A previous meeting with property owners in the area had revealed most in favor of the street being put through if the cost would not be excessive. Therefore, a motion was madb'by Councilman Kincaid, seconded by Councilman Sorensen that a maximum of $150.00 be spent by City'Engineer James Reid in preparing preliminary cost figures on the proposed 12th Avenue North extension of Main Street, this improvement to consist of grade and gravel. The motion carried. ° A motion was made by CouncilmanTTuson and seconded by Councilman Kincaid authorizing a call for bids on 10 fire hydrants and 10 valves, bids to be opened on February 18, 1958. The motion carried. New street name signs for the recently annexed area of N. Edmonds was discussed, and a motion was made by Councilman Kincaid and seconded by Councilman Sorensen that the city be authorized to purchase $450.00 worth of street signs to be ordered by the city and placed in the areas where needed. Motion carried. ....... Also it was moved by Councilman Sorensen and seconded by Councilman Blackbourn that an amount not to exceed $300.00 be spent to purchase pipe sign posts for the new street signs. The motion carried. A motion was made by Councilman Tuson and seconded by Councilman Cloud authorizing the expenditure of funds to rectify the sanitary situation caused by leakage of sanitary sewage in the line running from 416 Daley Street, owned by Ida Pike, and further authorizing the city to enter into an agreement with the Public Welfare Dept. of the State of Washington (State Dept. of Public Assistance) to X� repay to the=city the said expenditure at the rate of $22.00 per month. The motion carried. Mayor Maxwell introduced the subject -of hiring a dispatcher for the police and fire Depts., who would also do some clerical work for the city. After discussion, the motion was made by Councilman Tuson and seconded by Councilman Cloud that the Mayor be authorized to set up a dispatch system as outlined, by hiring a dispatcher for the 4:00 P.M. to. Midnight shift, at a salary up to $300.00 per month and the amount budgeted not to exceed $3600. for the cilendar year. The motion carried. A request was received from the Washington State Census Board to have the City of Edmonds take a census to be submitted to the Board by April 1, 1958. It was decided that City employees be used for the taking of the census, and that -City Supervisor Donald Lawson obtain the necessary forms for this. 'There had been a special meeting of the council on January. 16, 1958 to discuss hew street names for the newly annexed area of NE Edmonds, and it had been decided -to change 196th SW to Puget Drive and Second Avenue N. to Tenth Place North. Therefore, the motion was made by Councilman Kincaid and seconded by Councilman Sorensen that the streets as shown on the map of the newly annexed area of NE Edmonds be so named. The motion carried. The final payments to Venne Beauchamp, General Contractor, under contract for the construction of both the Sewage Disposal Plant and the Sunset Lift Station°were presented to the council for approval. A,motion was made by Councilman C16ud and seconded by Councilman Tuson that the final bill from Venne Beauchamp for construction of the Sewage Disposal Plant for $20,M2.2O be authorized, and warrants drawn to pay same. The motion carried. Councilman Cloud also made the motion, seconded by Councilman Tuson that the final bill of $3,269.05 to Venne Beauchamp for the con- struction of the Sunset Avenue Lift Station be paid, and warrants drawn on the proper funds to do so. Councilman Sorenson then made the motion, seconded by Councilman Blackboufln that the Treasurer be authorized to issue an interest bearing warrant to cover the final payments of both the Sewage Disposal Plant and the Sunset Avenue Lift Station, amounting to $23,691.15 for both. The motion -carried. An Insurance Plan covering Hospital, Medical, and Life Insurance for all City employees was presented to the council for approval and adoption. The city would contribute $10.00 per employee per month, and each employee would decide whether of not he would participate. After discussion, during which time a vote of council resulted in 5 for, and 2 against immediately putting the plan into effect, the motion was made by Councilman Tuson and seconded by Councilman Blackbourn that the City adopt the United Pacific Insurance Plan as presented by Larry Hubbard, agent. Aar/&21t/ A report from the°Building Code Committee regarding the recommended adoption of the. Building, Electrical, and Plumbing Codes was approved. The motion was made by Councilman Purton and seconded by Councilman Kincaid authorizing the City Attorney to prepare an Amendment to the City Code Vol. 1: 1958 Addition, with certain specifications.and changes as set forth in the report of the Building Code Committee, and further authorizing the City Attorney to prepare an amendment to the City Code adopting a uniform Plumbing Code 1958 Addition, and the State of Washington Electrical Code, together with the National Electrical Code,'with the additions recommended by the Building Code Committee. Councilman Tuson made a motion, seconded by Councilman Blackbourn, that the City Engineer be authorized to call for informal bids to install sanitary sewers in View Manor plat on Cedar Street between 8th and 9th, and the owner post a certified check in the amount of the most favorable bid. City Clerk I qe�_ ,;Aayor February 4, 1958 Meeting was called to order by Mayor Maxwell and roll call showed the following councilmen present: Tuson, Cloud, McGibbon, Kincaid, Sorensen, and Purton. Minutes of the last meeting were read and approved. Mr. Steele and Mr. Shaw, representing PUD #1 assured the council that the extra 1% Utility Tax would be passed on to the consumer if enacted. A motion was made by Councilman Tuson, seconded by Councilman'Sorensen that the payment of $749.70 to Snohomish Civil Defense be authorized, at 15 cdnts per capita, based on the population of 4,998. Motion carried. The Water Collector's report was read for the month of January. Council was advised of the certification of payments of all state excise taxes by Venne Beauchamp, Contractor, in connection with the Sewage Treatment Plant and Sunset Lift Station. A motion was made by Councilman Kincaid, seconded by Councilman Tuson that the contract with Standard Oil Co. to supply the city with gasoline be .extended for 1 year at the same price as the previous year. Motion carried.. Councilman Tuson made a motion, seconded by Councilman Kincaid that the map submitted by the PUD engineer showing proposed locations -of new street lights in the North and East annexations be accepted as shown, with the addition of 1 extra 300 Watt light at 2nd and Casper, making a total of 38 new lights. Motion carried. Mayor Maxwell accepted the resignation of Rev. Beal from the Board of Adjustment, and Councilman Tuson made the motion, seconded by Councilman Kincaid that the appointment of Ed,Scott be confirmed as a member of the Board of Adjustment. Motion carried. A motion was made by -Councilman Sorensen, seconded by Councilman Purton that the Amendment and Addition to the Official Code, Chap. 9, Art. 5, Sect. 9-5.03 of the Edmonds City Code providing for the Licensing, Keeping, Harbouring and Treatment of Dogs be passed.' Motion carried., Councilman Tuson made the motion, seconded by Councilman Cloud that Mayor Maxwell be authorized to sign the contract agreement with Ida Pike for the city to pay for the installation of sewer on her property, and for the city to be reimbursed at the rate of $22.00 per month until the amount of $170.71 is paid. Motion carried. A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the mayor be authorized to proceed immediately,in replacing the curb and gutter on Main Street from Sunset Ave. to Railroad Ave. and also in replacing the portion.of sidewalk adjacent to the R. VanDlac property, with preliminary work done by the city and Mr. VanDlac paying for his portion�of the sidewalk. Motion carried. S A letter from Ronald Hillis in regard to connections to the city sewer was referred to the Water Committee. A motion was made by Councilman Kincaid, seconded by Councilman Tuson that the final plat of Broo.kmere Addition be approved. Motion carried. Councilman Tuson made the motion, seconded by Councilman Sorensen that the final plat of R. C. Munger Addition #6 be approved. Motion carried. Informal bids for the 8" sanitary sewer on View Drive were presented by Engineer Reid. A motion was made by Councilman Tuson and seconded by Councilman Cloud to accept the bid of Harry Squires in the amount of $11119.80 on receipt of his certified check, and the mayor be authorized to sign the contract for completion of the work, cmvering all costs, including engineering for the project. Motioncaarried. A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the attorney be instructed to draw up a Resolution to be presented at the next meeting requesting the State Highway Dept. to install a Truck Lane on the Edmonds Way Hill, Highway 1-W. Motion carried. Council discussed the merits of payyengu p to $100. to join with other Washington cities to find out from the Supreme Court if cities haveieminent domain to condemn property for off-street parking. A motion was made by Councilman Cloud and seconded by Councilman Tuson that payment of the bills be authorized, and warrants drawn on the proper funds to do so. Motion carried. A change in the City of Edmonds Police uniforms was approved. Councilman Tuson made a motion, seconded by Councilman Parton that in line with the Alderwood and Olympic View Water Districts, -the Edmonds charges for meter connections be changed, within the city from $80. to $90. for 3/4" service, and -from $100 to $140 for 1" service, and outside the city no change in the $125. for 3/4" service, but a change from $145 to $175 for 1" service, all plus tax, and amend the City Code in regard to these changes in fees.
