City Clerk I qe�_ ,;Aayor February 4, 1958 Meeting was called to order by Mayor Maxwell and roll call showed the following councilmen present: Tuson, Cloud, McGibbon, Kincaid, Sorensen, and Purton. Minutes of the last meeting were read and approved. Mr. Steele and Mr. Shaw, representing PUD #1 assured the council that the extra 1% Utility Tax would be passed on to the consumer if enacted. A motion was made by Councilman Tuson, seconded by Councilman'Sorensen that the payment of $749.70 to Snohomish Civil Defense be authorized, at 15 cdnts per capita, based on the population of 4,998. Motion carried. The Water Collector's report was read for the month of January. Council was advised of the certification of payments of all state excise taxes by Venne Beauchamp, Contractor, in connection with the Sewage Treatment Plant and Sunset Lift Station. A motion was made by Councilman Kincaid, seconded by Councilman Tuson that the contract with Standard Oil Co. to supply the city with gasoline be .extended for 1 year at the same price as the previous year. Motion carried.. Councilman Tuson made a motion, seconded by Councilman Kincaid that the map submitted by the PUD engineer showing proposed locations -of new street lights in the North and East annexations be accepted as shown, with the addition of 1 extra 300 Watt light at 2nd and Casper, making a total of 38 new lights. Motion carried. Mayor Maxwell accepted the resignation of Rev. Beal from the Board of Adjustment, and Councilman Tuson made the motion, seconded by Councilman Kincaid that the appointment of Ed,Scott be confirmed as a member of the Board of Adjustment. Motion carried. A motion was made by -Councilman Sorensen, seconded by Councilman Purton that the Amendment and Addition to the Official Code, Chap. 9, Art. 5, Sect. 9-5.03 of the Edmonds City Code providing for the Licensing, Keeping, Harbouring and Treatment of Dogs be passed.' Motion carried., Councilman Tuson made the motion, seconded by Councilman Cloud that Mayor Maxwell be authorized to sign the contract agreement with Ida Pike for the city to pay for the installation of sewer on her property, and for the city to be reimbursed at the rate of $22.00 per month until the amount of $170.71 is paid. Motion carried. A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the mayor be authorized to proceed immediately,in replacing the curb and gutter on Main Street from Sunset Ave. to Railroad Ave. and also in replacing the portion.of sidewalk adjacent to the R. VanDlac property, with preliminary work done by the city and Mr. VanDlac paying for his portion�of the sidewalk. Motion carried. S A letter from Ronald Hillis in regard to connections to the city sewer was referred to the Water Committee. A motion was made by Councilman Kincaid, seconded by Councilman Tuson that the final plat of Broo.kmere Addition be approved. Motion carried. Councilman Tuson made the motion, seconded by Councilman Sorensen that the final plat of R. C. Munger Addition #6 be approved. Motion carried. Informal bids for the 8" sanitary sewer on View Drive were presented by Engineer Reid. A motion was made by Councilman Tuson and seconded by Councilman Cloud to accept the bid of Harry Squires in the amount of $11119.80 on receipt of his certified check, and the mayor be authorized to sign the contract for completion of the work, cmvering all costs, including engineering for the project. Motioncaarried. A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the attorney be instructed to draw up a Resolution to be presented at the next meeting requesting the State Highway Dept. to install a Truck Lane on the Edmonds Way Hill, Highway 1-W. Motion carried. Council discussed the merits of payyengu p to $100. to join with other Washington cities to find out from the Supreme Court if cities haveieminent domain to condemn property for off-street parking. A motion was made by Councilman Cloud and seconded by Councilman Tuson that payment of the bills be authorized, and warrants drawn on the proper funds to do so. Motion carried. A change in the City of Edmonds Police uniforms was approved. Councilman Tuson made a motion, seconded by Councilman Parton that in line with the Alderwood and Olympic View Water Districts, -the Edmonds charges for meter connections be changed, within the city from $80. to $90. for 3/4" service, and -from $100 to $140 for 1" service, and outside the city no change in the $125. for 3/4" service, but a change from $145 to $175 for 1" service, all plus tax, and amend the City Code in regard to these changes in fees. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Cloud that the City inform Mr. Dwight Johnson that he pay -the outside rate of $125 for the 3/4" meter. Motion carried. A motion was made by Councilman Tuson and seconded by -Councilman Cloud authorizing a call for bids to be opened March 4, 1958 to lay approximately 2000 ft. of 6" pipe line between 6th and 9th on Pine St., and installation of the necessary hydrants and appurtenances for so doing. Motion carried. A motion was made by -Councilman Tuson and seconded by Councilman Cloud authorizing a•call for bids to be opendd March 4, 1958 for a carload of 6" cast iron pipe, approximately 2400 ft.
