19580401 City Council MinutesThere was no further business, and the meeting adjourned. City Clerk yor April 1, 1958 Meeting was called to order by Mayor Maxwell, and roll call showed all councilmen present. Bids were opened for LID ##83, construction of sewer inthe alley between 8th Ave. and B St., South of Fir St. The bids were: Harry Squires $l,790.00 Hale Construction, Mountlake Terr. 22199.76 F. M. Taylor 1,723.50 Pacific Concrete Products 1,287.40 Foster & Freese 1,229.60 Councilman Tuson made the motion, seconded by Councilman McGibbon, that the bid of Foster & Freese for $1,229.60 be accepted, and the mayor be authorized to enter into a contract with them for LID ##83. The motion carried. A motion was made by Councilman Kincaid, seconded by Councilman Tuson, that an Interest Bearing V7arrant, ##3 be issued to Metropolitan Construction Co. for $3,053.54 on.LID ##82. Motion carried. It was reported that the Census had been completed and submitted to the State Census Board, and that the official population of the City of Edmonds as of April 1, 1958 was 5,353. This was the evening for a preliminary meeting for the unofficial hearing for an LID for sewer on Walnut St. between 7th and 9th, with the property owners involved having been invited to attend. After discussion, the motion was made by Councilman Tuson, seconded by Councilman Sorensen, that the Attorney be instructed to draw up a Resolution of Intention ##131u to set up LID ##85 on Walnut St. between 7th and 9th, for improvement by the installation of sanitary sewers and street grading. Motion carried. Councilman Tuson made a motion, seconded by Councilman Kincaid, that do unofficial preliminary . hearing be held at a special meeting on April 29, 1958 on a proposed sewer on the drainage basin flowing Northwestward from Olympic Ave. and Glen St. A map of the area will be published in the Edmonds Tribune -Review, so that the property owners involved will have a chance to come to the hearing and discuss the matter. The motion carried. Councilman Kincaid made•a motion, seconded by Councilman Sorensen that the,engineer be'instructed to set the Street Grade .on loth Ave. between Bell and Edmonds St. Motion carried. Mr. Lawson submitted informal bids for the concrete'floor and walls for the Park Rest Rooms. The bids were: Edmonds Constructions Co. $1300.00 Luschen Brothers 724.88 plus tax Councilman Blackbourn made a motion, seconded by Councilman Kincaid that the bid of Luschen Bros. for $724.88 plus tax be accepted, and the mayor be authorized to enter into a contract with them for the construction. Motion carried. Several complaints had been received in regard to gravel trucks operating on the city streets all night. Councilman Tuson made a motion, seconded by Councilman Blackbourn that the Attorney be instructed to draw up an Amendment to that portion of the City Code affecting nuisances, declaring the operation of trucks or commercial vehicles between the hours of 10 �.M. and 6 A.M. to be a nuisance. A discussion will be held on this matter April 15, before the passing of any legislation. Motion carried. A reply from Fire District #13 was received in answer to the request for a meeting to discuss the contract betti•:een them and the City of Edmonds. Fire District W13 stated that it was up to the Town of t"oodway to contact Edmonds in regard to Fire Protection beforb, thisccontractxexp res at the end of the year. A petition, for a proposed DID for sidewalk and curb on the West side of 3rd N. to Casper St. was received. The motion was' made by Councilman Kincaid, seconded by Councilman Sorensen, that Resolution of Intention ##130, setting up LID ##84 be passed, and a hearing on the preliminary assessment roll be held ,on May 6, 1958 at 8 P.M. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Kincaid, authorizing the City Engineer, At a cost not to exceed $500.00, to survey a trunk sewerrroute for an area of the city Vilest of Third Ave. and South of Dayton, and the cost of this survey shall be included in the cost of the Trunk Sewer Project from the Disposal Plant to the South City Limits, if the joint Mountlake Terrace, Ronald Seiver District, and Edmonds plan goes into effect. The motion carried. A motion was made by Councilman Kincaid, seconded by Councilman Sorensen, to set up an unofficial preliminary hearing for April 15, 1958, on the proposal to install curb and asphalt paving on Alder St. between 9th and llth, and the porperty owners involved be invited to attend. Motion carried. Councilman Cloud made the motion, seconded by Councilman McGibbon, that the bills be paid, and warrants drgwn on the proper funds to do so. Motion carried.
