April 15, 1958 <br />I <br />1 <br />The Council met for ,its regular session with Mayor Maxwell presiding. :Roll call showed the following <br />Councilmen present: Cloud, Tuson, Purton, Blackbourn, Sorensen, and Kincaid. <br />The minutes of the last meeting were read and approved. <br />The problem of tkmcks operating on residential streets during the night was discussed, with several <br />people in the audience participating. A petition was received, signed by several Edmonds businessmen, <br />protesting any action against the trucking. After much discussion, a motion was made by Councilman <br />Sorensen, seconded by Councilman Cloud, that the matter be tabled for further study, and aXter <br />iuv>otiga ion another public hearing will fairiW, r-s;t dy, and after investigation another <br />public hearing will be held to further explore the ,problem. Motion carried. <br />A petition with 474 signatures was presented to the Council for Acceptance for the proposed annexation <br />of a large portion of SE Edmonds, including what is known as the Esperance area. Several petitions <br />against the proposed annexation were also brought to the attention of the Council by a group protesting <br />the move. -After a long discussion, a motion was made by Councilman Purton, seconded by Councilman <br />Blackbourn, that the petition for the proposed annexation be accepted, and Resolution #33, Petition <br />for an Election, be passed on to the County Commissioners for handling. A roll call vote resulted <br />in 5 for, 1 against, and the motion carried. <br />An unofficial preliminary hearing on the possible improvement of Alder Street between 9th and llth <br />with asphalt pavement and concrete curb was held, with property owners involved having been invited <br />to attend. The discussion on this improvement will continue at a later date, after the property <br />owners involved who were not present are contacted for their opinion. <br />Councilman Kincaid -made a motion, seconded by Councilman Sorensen, that Resolution of Intention #131, <br />setting up LID #85, improvement of Walnut Street from 9th with sewer and gradning be passed, and <br />May 20, 1958 be set as the date for the hearing on the preliminary assessment roll. Motion carried. <br />A motion was made by Councilman Tuson, seconded by Councilman Cloud, that 2 approved bills be paid. <br />The motion carried. <br />A petition was received from the property owners in the area asking the City to improve the 2 wooden <br />water tanks and surrounding grounds on loth Ave. This was referred to Mr. Lawson. <br />A letter was received from Mountlake Terrace, declaring its intention to enter into negotiations with <br />the City of Edmonds and the Ronald Sewer District for the purpose of furthering the proposal -for a <br />combined sewer plan. <br />The meeting recessed until Tuesday, April 22, it 8 P.N. <br />April 22, 1958 <br />The Council met for its recessed meeting with Mayor Maxwell presiding. -Councilmen present were: <br />Cloud, Tuson, Purton, Blackbourn, and Sorensen. <br />A petition was received for the improvement in the appearance of the wooden water tanks and grounds <br />on loth Ave. This was referred to Der. Dawson, who will get estimates on the cost of the project. <br />Two petitions were received, requesting that something be done about the low water pressure in the <br />Thomas Addition. Council referred the matter to the City Supervisor and Engineer, who will endeavor <br />to bring about measures to rectify the situation. <br />A motion was made by Councilman Blackbourn., seconded by Councilman Sorensen, that the deed from <br />Mr. Webster and Mr. Tidwell be accepted and filed, and authorized the attorney to record the deed. <br />Motion carried. 11 <br />A request from Arthur Glanville, for furnishing water to his sub -division was referred to the dater <br />Committee. <br />The monthly Treasurer's Report was read by A. P. Severson. <br />The Sanitary Code of Snohomish County Health Dept., adopted December 23, 1957 was brought to the <br />attention of the Council. <br />A motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that the City call <br />for bids on a Used Street Sweeper, specifications to be on file at the City Hall, bids to be <br />opened May 6, 1958. Motion carried. <br />A motion was made by Councilman Blackbourn, seconded by Councilman Sorensen, that May 13. 1958 <br />be set for a public hearing on the proposed Uniform Building Code and Electrical Code.
