May 6, 1958 <br />Council met for its regular session with Mayor pro-tem Tuson presiding, and roll call showed the <br />following councilmen present: •Tuson, McGibbon, Cloud, Blackbourn and Sorensen. <br />The minutes of the last meeting were read and approved. <br />Bids were opened on a Used Street Sweeper, and the motion was made by Councilman Sorensen, seconded.. <br />by Councilman Blackbourn, that the Street Committee accept the bid of the Feenaughty Machinery Co. <br />for a used 1951 Street Sweeper, at the cost of $3500.00 including tax, with the provision that <br />they furnish additional warranty. covering any major breakdowns for 90 days under normal use. <br />Motion carried.. <br />The Water Collector's report for April was read. <br />A letter from an attorney representing Mrs. D. Ross Wickersham, 322-9th Ave. N., requesting <br />that something be done about the dust problem on the unpaved portion of 9th Ave. N. which runs <br />alohg her propert was referred to Attorney Holte for acknowledgment. <br />This was the evening for the hearing on the Preliminary Assdssment Role for sidewalks on the West <br />side of Third Ave. from Edmonds to Casper St. There was no objection to the improvements, and <br />a motion was made by Councilman Blackbourn, seconded by,Councilman McGibbon, that Ordinance #720, <br />setting up LID #84 be passed, and the motion carried. <br />The motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that bids for <br />LID #84 be set for opening on June 3, 1958. The motion carried. <br />This was the evening set for an informal preliminary hearing on possible sewers in the drainage <br />basin NW from Olympic and Glen. Several property owners were present, and after discussio0, a <br />motion was made by Councilman Blackbourn, seconded by Councilman Sorensen, that an informal <br />hearing be held on May 27, 1958, for discussing the enlarging of the YID to the North City Limits, <br />with the location of the meeting place to be published in the Edmonds Tribune -Review. The motion <br />carried. <br />A petition was received for annexing the Hockwalt property, SE corner of 220th and 9th Ave. <br />A motion was made by Councilman Blackbourn., seconded by Councilman Sorensen that an official <br />hearing beheld on May 20, 1958 for the'annexation of the Hockwalt property, called "Aqua-Cene", <br />legal description as follows: Tracts 1, 2, and the West 224 feet of the North 302 feet of <br />Tract 16, Fourtner's Homestead Plat, according to the plat thereof recorded in Volume 1 of plats, <br />page 97, records of Snohomish County, including 220th St. SW., 100th Ave. W.., and 98th Ave. W., <br />adjacent thereto, situate in Snohomish County, State of Washington. Motion carried. <br />A petition was received for sewer on Pine St. from 13th to 16th Ave.; on Juniper St. adjacent to <br />15th Ave.; and a portion along 13th and 15th Avenues. A motion was made by Councilman Sorensen, <br />seconded by Councilman Cloud, that May 20, 1958 be set for an unofficial hearing on these <br />proposed sewers at the East end of the City. Motion carried. <br />Discussion of the lack of water pressure in the Thomas Addition led to the motion by Councilman <br />Tuson, seconded by Councilman Blackbourn, that the Engineer be authorized to call for to be <br />opened May 27, 1958 for a proposed by-pass to the Olympic View Water System, which would extend <br />its area of service to Edmonds residents in the low pressure area as noted. Motion carried. <br />A motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that the Council <br />accept the Street Grades as outlined by -the Engineer, on loth Place N. from Edmonds St. to <br />Bell; 2nd Ave. from Dayton St. to 700' South; and on Alder St. from 2nd to 3rd Ave. Motion carried. <br />A motion was made by Councilman Blackbourn, seconded by Councilman Sorensen, authorizing the <br />Engineer to proceed on the preparation for application for Federal Funds required for the design <br />of a Comprehensive Sewerage Plan for the City of Edmonds and its environs. Motion carried. <br />A motion was made by Councilman Tuson, seconded by Councilman Cloud, to call for informal bids <br />on the installation of 450 feet of 6 inch water pipe to the edge of the Glanville plat known <br />as Glanvilla. Motion carried. <br />The motion was made by Councilman Cloud, seconded by Councilman Tuson, that the approved bills <br />be paid, and the Clerk be authorized to draw upon the proper funds to do so. Councilmen present were: <br />McGibbon, Cloud, Tuson, Purton, Blackbourn and Sorensen. <br />This was the evening for the official hearing on the annexation of the Hockwalt property, called <br />"Aqua-Cene", A motion was made by Councilman Tuson, seconded by Councilman Blackbourn that <br />Ordinance #721 be passed, annexing Tracts 1, 2, and the West 224 feet of the North 302 feet of <br />Tract 16, Fourtner's Homestead Plat, according to the plat thereof, recorded in Volume 1 of plats, <br />page 97, records of Snohomish County, including 220th St..S.
