19590106 Council Meeting Minutes• • 1 January 6, 1959 Meeting was called to order by Mayor Maxwell, with Councilmen McGibbon, Lambe, Tuson, Christensen, Sorensen, and Kincaid present. Hearing was held on the Petition for Annexation of Seattle Heights Division #4. Resolution #14 from the Planning Commission was received, noting that the property did not fall within the suggested city limits, and recommending that the -petition not be accepted, unless the addition to the said petition of all areas lying between 208t' and 2121'.Streets and 761� SW and Highway.-%e made. After discussion, a motion was made by Councilman Tuson, seconded by Councilman Lambe that the area known as Seattle Heights.Division #4, legal description as Follows: Block four (4), Seattle Heights Division No. 4, in Section 20, township 27 north, range 4 east, W.M., according to plat thereof, records of Snonomish County, Washington,.TOGETHER WITH 74t Ave. W., 761� Ave. W., and 210:Lh St. S.W., adjacent thereto; situate in Snohomish County, State of Washington, be annexed to the City of Edmonds, to be effective after its zoning by the Planning Commission. A roll -call vote showed 4 yes, 1 no, and the motion carried. Hearing was held on Emergency Ordinance #751. There were no protests. A motion was made by Councilman Tuson, seconded by Councilman McGibbon that Emergency Ordinance #751, providing for additional funds for increased expenditures exceeding the 1958 budget be passed. A roll -call vote showed all councilmen in favor, and the motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the Engineer be authorized to set the grade on Elm Street between 3rd and 41�, and on 4a between Pine and Elm. Motion carried. In answer to a request by Jim Hale, a motion was made by Councilman Christensen, seconded by Councilman Lambe that Mr. Hale be authorized to establish a roadway on Elm between 3rd and 4th, and northerly on 49 approximately 250 feet; any such construction to be set to grade authorized by the City Engineer. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Sorensen that Resolution of Intention #143,be passed, setting up LID #95 for sanitary sewers in the Glen Street area. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that the Hearing date .for the preliminary assessment roll be set for February 3, 1959. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Sorensen that the Hearing on the Final Assessment roll for LID #86 be set -for February 3, 1959. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the bid for furnishing heating oil to the City Hall for the year 1959 be awarded to Diesel Oil Sales Co. for $.124 per gallon. Motion carried. The other bid received was from Sater & Ridenour for $.139 per gallon. A motion was made by Councilman Christensen, seconded by Councilman Lambe that the City call for bids on gasoline for the city vehicles, bids to be opened February 3,1959- Motion carried. A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the approved bills be paid and warrants drawn on the proper funds. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the bill of Rutter Construction Co. in the amount of $1910.87 for work done on Railroad Avenue be paid subject to receipt of certification that all bills connected with the job are paid. This $1910.87 to be paid by the City Treasurer from any available funds, and the amount replaced upon reimbursement from the Great Northern Railway. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman McGibbon that the Attorney be authorised to negotiate with the Port Commission on a proposed lease of waterfront beach area northerly from Dayton. Motion carried. A petition containing 9 signatures was received, asking the Council to consider changing the flow of traffic on 44 Ave. N. between Main and Bell from a two-way to a one-way street, with the traffic moving north.
