19590127 Council Meeting MinutesU January 27, 1959 I 1 • Recessed meeting was called to order by Mayor Maxwell with all councilmen present. After close study and much discussion on the Agreement for "Little Metro", a motion was made by Councilman Christensen, seconded py Councilman Sorensen to delete that portion of Page 10, Section 12 reading "provided, Edmonds hereby grants approval for Mountlake to furnish service to that portion of Ronald Sewer District included within the project.service area as shown by Exhibit A." A roll -call vote showed Councilmen Lambe, Christensen, Simpson, Sorensen, and Kincaid in favor, and McGibbon and Tuson against, and the motion carried. It was also moved by Councilman Kincaid, seconded by Councilman Simpson to insert into this same Section 12 an additional clause to read: " .......and that said service will be provided on a fair and equitable basis, which basis shall be subject to arbitration in the event that the parties hereto cannot agree thereon." Motion carried. After these changes were agreed upon by the council, the motion was made by Councilman Tuson, seconded by Councilman Kincaid that the Mayor be authorized to enter into and sign the Agreement with Mountlake Terrace for the Joint Use of Sewage Disposal Facilities as outlined therein, after the certain afore -mentioned changes have been made. A roll - call vote showed all councilmen in favor, and the motion carried. Councilman Tuson made the motion, .seconded by Councilman Sorensen that Ordinance #754, adopting the two-party Agreement with Mountlake Terrace and authorizing the execution of the contract, be passed. Bids were opened for furnishing gasoline for the city vehicles. Bids were:. Standard Oil Co. .2335 supreme .201 regular Union Oil Co. .249 ethyl .214 regular A motion was made by Councilman Sorensen, seconded by Councilman Lambe that the bid of Standard. Oil Co. be accepted for supplying gasoline for the city vehicles for the year 1959• Motion carried. Hearing was held on the Final Assessment Roll for LID #86. There were no protests, and a motion was made by Councilman Tuson, seconded by Councilman Sorensen that Ordinance#755 be passed, approving and confirming the final assessment roll of LID #869 sewers on Pine, .Juniper, 13:2!,151'. Motion carried. Hearing was held on the Preliminary Assessment Roll on LID #95. There were 4 written • protests. The majority of property owners involved who were present were in favor of the LID, and the percentage of protests was not enough to "rule it out. Therefore, a motion was made by Councilman Tuson, seconded by Councilman Christensen that Ordinance #756 be passed, setting up LID #95, sewering of Glen to Casper between 7Lh and 12:!�. Motion carried. The mayor and several councilmen from Mountlake Terrace were present to request the Edmonds council to rescind their former deletion in the "Little Metro" contract in regard to the Ronald District's future participation in the plan. After discussion, a motion was made by Councilman Tuson, seconded by Councilman McGibbon that the deletion be reinstated with the wording changed to read that this exception will be enforced for a period of not more than 5 years. There were five yes, two no, and the motion carried. A motion was made by Councilman Simpson, seconded by Councilman McGibbon that the P.U.D. be authorized to place street lights in the newly annexed areas as noted on the map submitted. Motion carried. Upon redommendation of the Safety Committee that the City is in need of additional police protection since the recent annexations, a motion was made by Councilman Christensen, seconded by Councilman McGibbon that the council authorize a call for bids on a new police patrol car, bids to be opened March 3, 1959- Motion carried. A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the Mayor be authorized to hire an additional patrolman for the Police Dept. Motion" ° carried. •
