Recessed meeting was called to order by Mayor Maxwell with all councilmen present.
After close study and much discussion on the Agreement for "Little Metro", a motion
was made by Councilman Christensen, seconded py Councilman Sorensen to delete that
portion of Page 10, Section 12 reading "provided, Edmonds hereby grants approval for
Mountlake to furnish service to that portion of Ronald Sewer District included within
the project.service area as shown by Exhibit A." A roll -call vote showed Councilmen
Lambe, Christensen, Simpson, Sorensen, and Kincaid in favor, and McGibbon and Tuson
against, and the motion carried.
It was also moved by Councilman Kincaid, seconded by Councilman Simpson to insert into
this same Section 12 an additional clause to read: " .......and that said service will
be provided on a fair and equitable basis, which basis shall be subject to arbitration
in the event that the parties hereto cannot agree thereon." Motion carried.
After these changes were agreed upon by the council, the motion was made by Councilman
Tuson, seconded by Councilman Kincaid that the Mayor be authorized to enter into and
sign the Agreement with Mountlake Terrace for the Joint Use of Sewage Disposal Facilities
as outlined therein, after the certain afore -mentioned changes have been made. A roll -
call vote showed all councilmen in favor, and the motion carried.
Councilman Tuson made the motion, .seconded by Councilman Sorensen that Ordinance #754,
adopting the two-party Agreement with Mountlake Terrace and authorizing the execution
of the contract, be passed. Motion carried, and the meeting adjourned.

Regular meeting was called to order by Mayor Maxwell with all councilmen present.
Bids were opened for furnishing gasoline for the city vehicles. Bids were:.
Standard Oil Co. .2335 supreme
.201 regular
Union Oil Co. .249 ethyl
.214 regular
A motion was made by Councilman Sorensen, seconded by Councilman Lambe that the bid of
Standard. Oil Co. be accepted for supplying gasoline for the city vehicles for the year
1959• Motion carried.
Hearing was held on the Final Assessment Roll for LID #86. There were no protests,
and a motion was made by Councilman Tuson, seconded by Councilman Sorensen that
Ordinance#755 be passed, approving and confirming the final assessment roll of LID #869
sewers on Pine, .Juniper, 13:2!,151'. Motion carried.
Hearing was held on the Preliminary Assessment Roll on LID #95. There were 4 written

protests. The majority of property owners involved who were present were in favor of
the LID, and the percentage of protests was not enough to "rule it out. Therefore, a
motion was made by Councilman Tuson, seconded by Councilman Christensen that Ordinance
#756 be passed, setting up LID #95, sewering of Glen to Casper between 7Lh and 12:!�.
Motion carried.
The mayor and several councilmen from Mountlake Terrace were present to request the
Edmonds council to rescind their former deletion in the "Little Metro" contract in
regard to the Ronald District's future participation in the plan. After discussion,
a motion was made by Councilman Tuson, seconded by Councilman McGibbon that the
deletion be reinstated with the wording changed to read that this exception will be
enforced for a period of not more than 5 years. There were five yes, two no, and the
motion carried.
A motion was made by Councilman Simpson, seconded by Councilman McGibbon that the
P.U.D. be authorized to place street lights in the newly annexed areas as noted on
the map submitted. Motion carried.
Upon redommendation of the Safety Committee that the City is in need of additional
police protection since the recent annexations, a motion was made by Councilman
Christensen, seconded by Councilman McGibbon that the council authorize a call for
bids on a new police patrol car, bids to be opened March 3, 1959- Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the
Mayor be authorized to hire an additional patrolman for the Police Dept. Motion" °
carried.

Upon recommendation of the Safety Committee that 44 Ave. not be
made into a one-way street,
a motion was made by Councilman Kincaid,
seconded by Councilman
Christensen, to widen 414
Ave. on the East side by 3 feet, from Main
to Bell at a cost of
approximately $900. to the
City. Motion carried.
A motion was made by Councilman McGibbon,
seconded by Councilman
Simpson that the final plat
of "Rosewood" be accepted, and the mayor
be authorized to sign it.
Motion carried.
A motion was made by Councilman Kincaid,
seconded by Councilman
Sorensen, authorizing a call
for bids on LID #91, for construction of
the alley project, bids
to be opened March 3, 1959•
Motion carried.
It was moved by Councilman Kincaid, seconded by Councilman Sorensen that the city call for
bids for the paving and storm sewers on LID #90, R.R.Avenue, bids to be opened March 3, 1959•
Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Lambe authorizing a call for
bids on storm sewer installation 6n:5t'�_to Dayton, bids to be opened March 3, 1959• Motion
carried.
It was reported that a letter had been sent to the Stevens Memorial Hospital stating that
the City of Edmonds would be willing to provide sanitary sewerage to the hospital under the
terms of the plan presented by the City Engineer, and that the sewer service charge was not
yet determined, but would be by future council action.
A motion was made by Councilman Simpson, seconded by Councilman Kincaid that Ordinance #757
be passed, stating that the cash pre -payment period for LID #87 of the City of Edmonds has
expired; giving the total cost of the assessment roll thereon and the amount received as •
cash pre -payment of assessments; and stating the amount and number of bonds to be issued in
connection therewith. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Lambe that Ordinance #758
be passed, stating that the cash pre -payment period for LID #88 of the City of Edmonds has
expired; giving the total of the assessment roll thereon and the amount received as cash
pre -payment of assessments; and stating the amount and number of bonds to be issued in
connection therewith. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that Ordinance #759
be passed, regarding the amount and number of bonds to be issued in connection with LID #89.
Motion carried.
A letter from Mrs. Vera Sibon, requesting water service to Olympic Heights area was referred
to Mr. Lawson.
A letter from Robert K. Gepner requesting an exchange of land between him and the City near
the water towers was held for further study.
The Water Collector's report for January was read.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that the approved bills
be paid and warrants drawn on the proper funds. Motion carried.
There was no further business and the meeting adjourned.

After study by the Street and Water Depts. and
upon recommendation by the City Supervisor, it
was moved by Councilman Tuson, seconded by Councilman
Kincaid that the City accept the bid of
Tool Crib Sales, Inc. and award the contract to
them for a Case Model 420 Backhoe-Loader at
$5956.57• Motion carried.
Hearing was held on the Annexation of the area known as "Highway 99". The Planning Commission
had recommended that the council wait before annexing this area until it could be zoned properly
after the City Code was amended to provide a green belt and trailer restriction. Therefore, a
notion was made by Councilman Tuson, seconded by Councilman Kincaid that the hearing on.the
Petition for Annexation of "Highway 99" be continued for further study and future action. •
