19590901 Council Meeting Minutes• September 1, 1959 1 1 Meeting was called to order by Mayor Maxwell with Councilmen McGibbon, Lambe, Tuson, Christensen, Sorensen, and Kincaid present. Hearing was held on.the final assessment roll on LID #91, paving of the four downtown alleys. There was one written protest, and a motion was made by Councilman Kincaid, seconded by Councilman Christensen that Ordinance #781 be passed, confirming the final assessment roll on LID #91. Motion carried. September 15 was set as the night for the hearing on the off-street parking problem. It was discussed and decided to hold a meeting with the cities of Everett, Mountlake Terrace, and Lynnwood in regard to a water source. A meeting was also authorized with Mountlake Terrace and Lynnwood to discuss Building, Electrical, and Plumbing inspectors. A Committee was chosen to meet and discuss water rates. They were Don Tuson, Chairman; and Councilmen McGibbon, Simpson, and Supervisor Lawson. A motion was made by Councilman Christensen, seconded by Councilman Lambe authorizing issuance of interest -bearing warrants to Southwick -Campbell & Co., Inc. in the following amounts: #9 for $559.92, and #10, 11, 12, and 13 for $1,000.00 each to'cover printing fees, attorney's fees, and contractor's estimate #2 on LID #95. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Lambe authrozing issuance of interest -bearing warrants #+ for $2,618.74 as requested, and #5,,•for $473.34, and #6,7,8,9,10, 11, and 12 in the amount of $1,000.00 each to Grande & Co., Inc. to cover contractor's estimate • #2 on LID :W . Motion carried. A motion was made by Councilman Christensen, seconded by Councilman Lambe authorizing issuance of interest -bearing warrants #1 for $21.06 and #2 for $1,000.00 to Southwick -Campbell & Co., Inc. to cover extra clerical help, postage, and Y2 attorney's fee on LID #97. Motion carried. Mayor Maxwell made the appointment of Al Holte to the Planning Commission for a 4 year term, effective September 1, 1959. A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the bills be paid and warrants drawn on the proper funds. Motion carried. It was moved by Councilman Kincaid and seconded by Councilman Lambe that Ordinance #782 be passed, giving the expiration date of cash prepayment on LID #90, Railroad Avenue. Motion carried. AL"),7P., t/ � City Clerk Ma r September 15, 1959 • Regular meeting was called to order by Mayor Maxwell with all Councilmen present. A request from Gerald S. Johnson, 540 Alder Street for permission to grade his north driveway was read, and the motionwas made by Councilman Kincaid, seconded by Councilman Simpson that Mr. Johnson be granted permission to make a temporary driveway on the street adjacent to Lot 119 Block 123, subject. to the supervision of the City Engineer. Motion carried. In answer to a request, a motion was made by Councilman Sorensen, seconded by Councilman Lambe that Mr. Allen be authorized to erect a bus shelter on the N.E. corner of Thivi and Pine, providixg that the property owners adjacent to this are in favor, and subject to proper location as to safety, etc.; the location to. be under the .supervision of the City Supervisor. Motion carried. Supervisor Lawson was authorized to ask the PUD to furnish,a map locating proposed street lights in the Rowe and Finnegan subdivision #2 as requested. Hearing was held on the off-street parking problem. There were several businessmen present, and Mr. Dan Miller submitted a plan for a mall in the downtown area between 3rd and 69 on Main, and.including re-routing of traffic and proposed parking areas. There was much discussion, and the hearing was closed pending further study of the problem.. A report from the committee on re -districting the city voting precincts resulted in a motion being made by Councilman Christensen and seconded by Councilman Tuson that the Attorney be instructed to draw up an Ordinance to revise the election requirements so that in the future all councilmen will be elected at large, 4 at each election; 3 for 4-year terms, and 1 for a 2-year term, and that the map designating the division of precincts shall be adopted and recommended for approval by the county auditor and submitted to the county commissioners. A motion was made by Councilman Tuson, seconded by Councilman Christensen that Resolution of • Intention # 147 be passed, for LID # 989 paving 10M Ave., and setting the hearing date on the Preliminary Assessment Roll for October 6, 1959• Motion carried.
