Hearing was continued on the Preliminary Assessment Roll on LID #98. There was one written protest filed, and 61.5% of the property owners had signed the petition for the LID. The motion was made by Councilman Kincaid, seconded by Councilman Lambe that Ordinance # 788 be passed, creating LID #98, paving of 101' Ave. from Pine to Elm. Motion carried. It was moved by Councilman Kincaid, seconded by Councilman Sorensen that an informal hearing on the proposed paving of Third Ave. from Pine to Main be set for November 17, and the Engineer be instructed to prepare a preliminary cost estimate from Howell Way to Main, and a supplementary cost estimate from Howell Way to Pine. Motion carried. In answer to a request, a motion was made by Councilman Simpson and seconded by Councilman Christensen that permission be granted to give the name "Beach Place"'to the private easement road which provides entrance to the Walker-Beltz subdivision, and appropriate house numbers be assigned. The Hearing on the Petition for Annexation of the."Bingham Addition" was set to November 17- A request for an easement was received, and a motion was made by Councilman Tuson, seconded by Councilman Kincaid that a quit claim deed from the City of Edmonds be authorized, signed by.the Mayor and City Clerk, relinquishing 3 ft. on the James Westin Addition. A Petition was received from property owners requesting that Glen St. be barricaded against through traffic from 9k to Olympic,as soon as the severing of the area is completed. This was referred to the Street Committee for report at the.next meeting. A Petition was received in opposition to establishing a Mall on Main Street. After discussion, by the Council regarding the relieving of the parking and traffic problems in the business area, a motion was made by Councilman Christensen, seconded by Councilman Kincaid that the proposal to establish a walking mall between 514 and 10 ft. east of 3rd on Main Street be authorized and a traffic pattern be put into effect for a trial period from Dec. 1 to Feb. 15. A roll -call vote resulted in a tie, and the motion failed to carry. The resignation of Dan Miller from the Planning Commission was taken under advisement by Mayor Maxwell. Engineer Reid reported that all improvements had been completed in the plat of Pine Terrace, and a motion wqs made by Councilman Christensen, seconded by Councilman Kincaid that the final plat of Pine Terrace be accepted subject to all approvals. Motion carried. A motion was made by Councilman Kincaid, seconded by Councilman McGibbon that the Alley grade in Block 719 9k to 10k be accepted.
