A motion was made by Councilman Christensen, seconded by Councilman McGibbon authorizing
issuance of interest -bearing warrants to Southwick -Campbell Co., Inc. in the amount of
$15,389.25 on LID #95. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Simpson that the bill of
Harold Olds for contractor's estimate #3 on LID #96 in the amount of $4,211.91 be paid.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that the bill of
James H., Reid & Associates for $1,299.02 on LID #96 be paid. Motion carried.
A motion was made by Councilman Lambe, seconded by Councilman Sorensen authorizing issuance
of interest -bearing warrants in the amount of $5,510.93 on LID #96 to Grande & Co., Inc.
Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the Tribune -
Review be paid $103.81 on LID #97 for printing costs. Motion carried.
It was moved by Councilman Lambe,, s.econded.by Councilman Christensen that the bill of James
H. Reid & Associates for $15000'00..on LID #97 be paid. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Sorensen authorizing

1959. There was no opposition, and it was moved by Councilman Sorensen, seconded by Council-
man McGibbon that Emergency Ordinance # 783 be passed. A roll call vote showed all councilmen
in favor, and the motion carried.
Hearing was held on Emergency Ordinance # 784, providing for funds for progress payments on
"Little Metro". There was no opposition, and the motion was made by Councilman Kincaid,
seconded by Councilman Lambe that Emergency Ordinance # 784 be passed. A roll -call vote
showed all councilmen in favor, and the motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Simpson that Ordinance
# 785, setting the budget and levying the general taxes for the city of Edmonds for the year
1960 be passed. A roll call vote showed all councilmen in favor and the mot'o�, n carried. -o
It was moved by Councilman Simpson, seconded by Councilman Christensen that Ordinance # 7869
establishing and fixing the water rates for the City of Edmonds be passed as corrected.
Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Lambe that Ordinance # 787
be passed, stating the cash prepayment expiration on LID #91. Motion carried.

October 20, 1959
Regular meeting was called to order by Mayor Maxwell with Councilmen Lambe, Tuson, Christensen,
Simpson, Sorensen, and Kincaid present.
Hearing was continued on the Preliminary Assessment Roll on LID #98. There was one written
protest filed, and 61.5% of the property owners had signed the petition for the LID. The
motion was made by Councilman Kincaid, seconded by Councilman Lambe that Ordinance # 788 be
passed, creating LID #98, paving of 101' Ave. from Pine to Elm. Motion carried.
It was moved by Councilman Kincaid, seconded by Councilman Sorensen that an informal hearing
on the proposed paving of Third Ave. from Pine to Main be set for November 17, and the Engineer
be instructed to prepare a preliminary cost estimate from Howell Way to Main, and a supplementary
cost estimate from Howell Way to Pine. Motion carried.
In answer to a request, a motion was made by Councilman Simpson and seconded by Councilman
Christensen that permission be granted to give the name "Beach Place"'to the private easement
road which provides entrance to the Walker-Beltz subdivision, and appropriate house numbers
be assigned. Motion carried.
Representatives from the Chamber of Commerce were present to discuss the creation of a walking
mall on Main Street. f�er discussion, a motion was made by Councilman KPii,,ncaid, seconded by

A Petition for Annexation was received with approximately 80% of the property owners' signatures
for. the area to be known as the "Bingham Addition Annexation", Tracts 3 and 7, Block 4, Alder -
wood Manor #9:, A motion was made by Councilman Sorensen, seconded by Councilman Christensen

that the Petition be accepted subject to the attorney's checking the signatures for legality,
and Hearing on -the �`'retition be set for -November 3; the Engineer and Supervisor to have r :ports
on the area at the.Hearing. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that the Hearing on the
Final Assessment Roll on LID #96, Terra Park vicinity sewers, be set for December 1. Motion
carried.
A motion was made by Councilman Simpson, seconded by Councilman Christensen that Ordinance # 789
be passed, -establishing .the rules and regulations acid blassifigations of land use of the City
of Edmonds. Motion.. carried.
It was moved by Councilman Tuson, seconded by Councilman Lambe that Ordinance #790 be passed,
setting forth'.the rules and regulations of sub -dividing property in the city of Edmonds.
Motion carried.

Meeting was called to order by Mayor Maxwell with Councilmen McGibbon, Tuson, Christensen,
Simpson, Sorensen, and Kincaid present.
The minutes of the last meeting were read and approved as corrected.
The Hearing on the Petition for Annexation of the."Bingham Addition" was set to November 17-
A request for an easement was received, and a motion was made by Councilman Tuson, seconded by
Councilman Kincaid that a quit claim deed from the City of Edmonds be authorized, signed by.the
Mayor and City Clerk, relinquishing 3 ft. on the James Westin Addition. Motion carried.
A motion was made by Councilman Christen�se seonded by Councilman Tuson that the Eetition for
an election for the possible annexatitns,).f�ioen Wcorner .of Edmonds, known as the Bullitt
property, be accepted and the attorney check the signatures. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Simpson that Ordinance # 791
be passed, establishing 16 voting precincts in the City of Edmonds. Motion carried.
A Petition was received from property owners requesting that Glen St. be barricaded against
through traffic from 9k to Olympic,as soon as the severing of the area is completed. This
was referred to the Street Committee for report at the.next meeting.
A Petition was received in opposition to establishing a Mall on Main Street. After discussion,
by the Council regarding the relieving of the parking and traffic problems in the business area,
a motion was made by Councilman Christensen, seconded by Councilman Kincaid that the proposal to
establish a walking mall between 514 and 10 ft. east of 3rd on Main Street be authorized and a
traffic pattern be put into effect for a trial period from Dec. 1 to Feb. 15. A roll -call vote
resulted in a tie, and the motion failed to carry.
The resignation of Dan Miller from the Planning Commission was taken under advisement by
Mayor Maxwell.
A motion was made by Councilman Christensen,.seconded by Councilman McGibbon that the bills
against "Little Metro" account be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Kincaid that the bill.. for
Contractor's estimate #4 against LID # 95 be paid, and issuance of interest -bearing warrants #30
through #43 to Southwick -Campbell Co „ Inc. be authorized, in the amounts -of one at $181.65
and 13 at $1,000.000each; Motion carried.
A motion w4s made by Councilman Christensen, seconded by Councilman Simpson that the bills
against LID #96 be paid, with contractor's estimate #4 of Harold Olds held subject to
furnishing of certificates of payment of all bills, and authorizing issuance of interest -
bearing warrants #19 for $866.99, and #20 and #21 for $1,000.00 each to Grande & Co., Inc.
Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that the monthly
bills be paid, and warrants drawn on the proper funds. Motion carried.
Engineer Reid reported that all improvements had been completed in the plat of Pine Terrace,
and a motion wqs made by Councilman Christensen, seconded by Councilman Kincaid that the final plat
of Pine Terrace be accepted subject to all approvals. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman McGibbon that the Alley grade
in Block 719 9k to 10k be accepted. Motion carried.
