19600816 City Council MinutesM, I August 29 1960 Meeting was called to order by Mayor Maxwell with Councilmen Harrison, Lambe, Tuson, Simpson Sorensen and Slye present. Bids were to be opened on the sale of portions of Lots 35,36,37, and 38, Block 81, 811' and Sprague, City of Edmonds. There were no sealed bids submitted, but Mr. Gunnard Swanson indicated he would submit a bid, so a motion was made by Councilman Sorensen, seconded by Councilman Simpson that the opening of bids on this property be postponed until August 16 at 8:00 P.M. Motion carried. Hearing was held on the final assessment roll for LID #99, Five Corners sewers. There were no written protests filed, and a motion was mad4 by Councilman Tuson, seconded by Council- man Lambe that Ordinance #827 be passed, approving and confirming the assessment roll for LID #99. Motion carried. Informal hearing was held on the proposed improvement of Lynn Road. Property owners had been notified by card, and since the majority seemed to be in favor of the project, having previously signed a petition for the work, a motion was made by Councilman Sorensen, seconded by Councilman Slye that Resolution of Intention # 152 be passed, for improving Lynn Road (1Zk Place S.) with paving and curbs. Hearing on the preliminary assessment roll to be held August 30. Motion carried. Mr. Lawson reported on the investigation of a load limit for 0 S.E. as requested by the residents, and after discussion, it was moved by Councilman Sorensen, seconded by Councilman Slye that 8M S.E. and 271' Place have a 10 ton load limit established and the street be so posted. Mrs. Salonka, 4th and Pine, was present to ask the council to alleviate the problem of fillifalling from the established street which is above her property elevation. The Engineer and City Supervisor were directed to investigate. A request for something to be done about the dangerous conditions connected with the street on Walnut from 7' to 91' was referred to the Supervisor and Police Chief to investigate. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular monthly bills be paid.,- and warrants drawn on the proper funds. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that the "Little Metro" bills be paid as follows: Chicago Bridge & Iron $7815.00; Hale Construction $7450.64; Hersey- Sparling Meter Co. $2031.34; and Transport Clearings of Puget Sound $100.00 on account. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye authorizing issuance of interest -bearing warrants to Southwick -Campbell & Co., Inc. in the amount of $6170.09 to cover bills submitted on LID #97 to date. During the thirty days following said hearing, protests in the amount of 60% of the assessments will be required to stop the project, with the provision that the preliminary assessment notices so state this when mailed to the property owners. Motion carried. i and specifications and supply the cost estimate for the proposed new City Hall and Five Corners Fire Station be accepted at a cost not to exceed $500.00. Motion carried. It was moved by Councilman Simpson, seconded by Councilman Sorensen that the City employ Larry Hubbard and Earl Stay as appraiseirs on the proposed City Hall cite at a cost not to exceed $150.00. Motion carried. There was no further business, and the meeting adjourned. City Clerk August 16, 1960 Ma r Regular meeting was called to order by Mayor Maxwell with all councilmen present. Bids were opened on the sale of portions of Lots 35,36,37 and 38, Block 81, 8th and Sprague. One bid was received, from Gunnard Swanson, the oM_g_f_a_ ewftew, in the amount of $105.00. A motion was made by Councilman Tuson, seconded by Councilman Simpson to accept the bid of $105.00 from Mr. Swanson for the property. Motion carried. • M 1 1 • 1 Supervisor Lawson foported on his investigation of the possibility of acquiring property at 15:L� and Fir to widen the street, and it was then referred to the Street Committee for further study and a report at the next regular meeting. A request to widen Daley Street between 714 and 81' was also referred to the Street 8ommittee. A motionuas made by Councilman Slye, seconded by Councilman Harrison that the proposal of the Association of Washington Cities to initiate the initiative to get 5% of the retail sales tax for the cities be approved. Motion carried. A request from the Post Office to change the parking in front of their new building to a 5 minute zone was approved. A petition was received with approximately 56.7% signatures to sewer Grandview from 101�! Place N. to Olympic View Drive. It was moved by Councilman Tuson, seconded by Councilman Lambe that Resolution of Intention #153 be passed, to set up a proposed LID for sewers in that area; the hearing on the preliminary assessment roll to be held Sept. G. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the payment of $1276.56 to K. L. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the Mayor be authorized to sign the lease on the roadway from Pointer -Willamette with the Great Northern Railway. (Changing time for starting council meetings) Meeting was then recessed to Friday evening, August 19R at 8:00 P.M. August 19, 1960 Recessed meeting was called to order by Mayor Maxwell, with Councilmen Lambe, Tuson, Christensen Simpson, Sorensen and Slye present. Hearing was held on the preliminary assessment roll for LID #102, widening the pavement and installing curbs on Pine from lln E. to the W. plat of Pine Terrace. A petition of protest carried approximately Sorensen, seconded by 46% signatures, and after discussion, Councilman Slye to proceed with the construction a motion was made by Councilman on LID #102 and the bid be awarded to the low bidder, Tri-City Sand & Gravel Co. for $4,347.00. Motion carried. Residents of the area for LID #102 commended Supervisor Lawson for attending their neighborhood meeting and answering questions on the LID for them. It was moved by Councilman Christensen, seconded by Councilman Sorensen that Ordinance #840 be passed. (Creating position of assistant City Attorney). Motion carried.
