19601004 City Council MinutesOctober 4, 1960 Meeting was called to order by Mayor Maxwell with all councilmen present. A motion was made by Councilman Christensen, seconded by Councilman Tuson that Ordinance j_845 be passed, adopting the budget for the City of Edmonds for the year 1961. Motion carried. The final budget was increased from the preliminary figure as the assessed valuation was received after the preliminary budget was adopted on estimated figures, which was unavoidable. It was moved by Councilman Tuson, seconded by Councilman Lambe that Ordinance ;#846 be passed, levying the taxes for the City of Edmonds for the year 1961. Motion carried. A letter was received from the First Baptist Church, requesting permission to place si-ns to direct people to the church. This was referred to Supervisor Lawson. A letter was received asking the City to install drain tile and a catch basin at the N.E. corner of 91� Ave. and Edmonds [slay at Westgate. This was not deemed the responsibility of the City, and Supervisor Lawson was directed to contact the owner and notify him that this may be done at his own expense and under City supervision. A letter received from the Snohomish County Humane'Society in regard to cancellation of their contract with the City in 1961 was taken under advisement. A Petition was received opposing the opening of 41� S. from Walnut to Howell Way. This was held until such time as any action would be taken on the opening. A Merit Award was presented to the City of Edmonds on Century 21 beautification. A Petition was received from 01 St. residents complaining about the cement dust problem from the. • North Star Sand & Gravel dumping cement at night. This was referred to Engineer Reid and Super- visor Lawson to see that the nuisance is eliminated by proper control of the dust. The 30 day period for protests against paving Lynn Road had expirad, with 5% short of the needed maximum, and a motion was made by Councilman Sorensen, seconded by Councilman Simpson that bids be opened November 1 on LID #103, paving of Lynn Road. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye to authorize. issuance of in- terest -bearing warrants to Southwick -Campbell & Co., Inc. in the amount of $16,003.49 to cover estimate #3 submitted by Murphy Brothers, Inc., contractors on LID #97. Motion carried. A motion was made by Councilman Soresen, seconded by Councilman Slye the 3 bills on LID „100 be paid. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that an interest warrant be issued on LID ;t101, Glen Street improvement, to Reid & Associates. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the four LID -W102 bills be paid. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Simpson that the bill on LID 7#104 be paid. Motion carried. It was moved by Councilman Slye, seconded by Councilman Lambe that the Hearing on the final assessment roll on LID #100 be set for Nov. 1. Motion carried. It was m o.ved by Councilman Tuson, seconded by Councilman Lambe that Ordinance ;t847 be passed, adopting by reference the Uniform Bldg. Code. Motion carried. A motion was made by Councilman Lambe, seconded by Councilman Simpson that Ordinance ;848 be passed, creating and establishing an electrical code. Motion carried. It was moved by Councilman Simpson, seconded by Councilman Slye that Ordinance '�849 be passed, adopting by reference the National Electrical Code. Motion carried. It was moved by Councilman Slye, seconded by -Councilman Sorensen that Ordinance 0,4850 be adopted, amending Ordinance r285a Motion carried.
