19610117 City Council MinutesM, January 17, 1961 Regular meeting was called to order by Mayor Maxwell with all councilmen present. After the attorney had made a report on obtaining the necessary easements to award the contract for construction of sewers on LID #104 - Grandview, motion was made by Councilman Tuson, seconded by Councilman Lambe that the bid from Hale Construction in the amount of $5500.19 be accepted and the Mayor be authorized to enter into contract with them. Motion carried. Motion was made by Councilman Sorenson, seconded by Councilman Christensen that the balance of the regular monthly bills for 1960 be paid and warrants drawn on the proper fundso Motion carried. Motion was made by Councilman Sorensen, seconded by Councilman Slye that the "Little Metro" bills e aid as follows - Olympic Foundry Company - $162.91 - Reid Middleton & Associates, Inc. $493.00. otipon carried. Motion was made by Councilman Sorensen, seconded by Councilmen Slye that the bill drawn on the Civic Center Fund to Edmonds Tribune in the amount of $121.75 be paid. Motion carried. Motion was made by Councilman Lambe, seconded by Councilman Slye that the bill drawn on -LID #98 to Edmonds Tribune in the amount of $177.55 be paid. Motion carried. Motion was made by Councilman Sorensen, seconded by Councilman Slye that the bill on LID #99 to Edmonds Tribune in the amount of $144.98 be paid. Moticn carried. Motion carried. • 1 A letter was read from the Beautification Committee regarding the placing of benches in different areas. Letter was referred to the Park Board for investigation and a later report. Motion was made by Councilman Christensen, seconded by Councilman Simpson that the attorney be instructed to draw up a contract with the Humane Society of Snohomish County and also prepare an emergency ordinance governing the anticipated expenditure. Motion carried. Motion was made by Councilman Simpson, seconded by Councilman Tuson that the Mayor be authorized to sign an agreement with Dan Mill"'& Associates for architectual work on the Civic Center and Fire station. Motion carried. It was agreed that bids for bonds on the Civic Center and Fire Station be awarded on January 20, 1961. Motion was made by Councilman Simpson, seconded by Councilman Christensen that the call for bids for the construction of the new fire station at 5 Corners be opened on February 14th and award of bids be made on February 21rst. Motion carried. It was decided that the qualificatiors for the newly created position of Superintendent of Public Works be changed, requiring the sucessful applicant to be a licensed Civil Engineer. Council adopted Resolution #36 from the Planning Commission and motion was made by Councilman Simpson, seconded by Councilman Christensen passing Ordinance 865 incorporating the Planning Commission Resolution calling for a $25 fee to be paid on all applications for rezoning or ammendment§-:to the comprehensive plan in the City of Edmonds and a $10 fee for sub -division requests made to the Planning Commission. Motion carried. A letter was received from Mr. H. B. Systad asking the City to explore the possibilities of opening 4th Avenue south of Pine. Letter was referred to Street Committee. Meeting was then recessed until January 20th. January 20, 1961 0 Recessed meeting was called to order with all councilman present except Sorensen and Tuson. Bids were opened on Bonds for the Civic Center. They were: Seattle First National Bank Foster & Marshall National Bank of Commerce Bids were then opened for Bonds on Fire Station. Foster & Marshall 3.539710 plus premium of $241.50 3.7381% 3.717% 4.25 % Motion w?s made by Concilman Simpson, seconded by Councilman Slygito accept the bid of Seattle First National Bank at 3.5397 % and the attorney be instructed to draw up necessary ordinance implementing same. Motion carried. Motion was made by Councilman Christensen, seconded by Councilman,'-Slye to accept the bid of Foster & Marshall at 44% on the $17,000 fire station issue and the -attorney be instructed to draw up ordinance. Motion carried. • Certified checks were returned on bids not accepted.
