It was moved by Councilman Sorensen, seconded by Councilman Slye that the bills on the Civic Center be paid as follows: Hall & Bennett $60,000.00 to their Trust Account; Daily Journal of Commerce $120.00; The Everett Daily Herald $12,30; and Edmonds Tribune -Review $139.15. Motion carried. The meeting was then recessed to February 1421. February 14, 1961 Recessed meeting was called to order by Mayor Maxwell with all councilmen present except Tuson and Simpson. Hearing was held on Emergency Ordinance #869, appropriating funds for dog control with the Snohomish County Humane Education Society. A motion was made by Councilman Christensen, seconded by Councilman Lambe that Emergency Ordinance #869 be passed, and a roll -call vote carried the motion unanimously. A motion was made by Councilman Tuson, seconded by Councilman Slye that the attorney be instructed to prepare an Emergency Ordinance to pay the balance of the bill for the codification to Book Publishing Co. Motion carried. It was moved ny Councilman Tuson, seconded by Councilman Lambe that in connection with the semi-final payment to the contradtbr on LID #97, the penalty be reduced to the amount of additional interest incurred because of the delay, and the claim for additional gravel be disallowed. Motion carried. AA wi�a t of mandamus in connection with the Woodway annexation petition was received by the Mayor in behalf of the City. A motion was made by Councilman Sorensen, seconded by Councilman Simpson that the attorney be instructed to draw up an ordinance adding the 8 changes and additions to the comprehensive street plan as recommended by Resolution #+0 of the Planning Commission. Motion carried. It was moved by Councilman Simpson, seconded by Councilman Tuson that all bids on the Five Corners Fire Station be rejected and the architect be instructed to recall for bids for the construction of the building. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Simpson that a bid bond be acceptable in the amount of 5% of the bid on the Five Corners Fire Station. Motion carried. A petition from residents of Bowdoin Way area on unsatisfactory water pressure was referred to the Engineer for a report to the water committee and thence to the council. Resolution #38 from the Planning Commission was received, and a motion was made by Councilman Simpson, seconded by Councilman Christensen that the attorney be instructed to draw an ordinance to place Blocks E, F, and G on the comprehensive plan for Public Use, this being the new Civic Center site. Motion carried. 0 K) It was moved by Councilman Harri-son, seconded by Councilman Lambe that the attorney be instructed to draw an ordinance to rezone Blocks E, F, and G from R-6A to P-1 as recommended by the Planning Commission in their Resolution #39. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill to Reid, Middleton & Associates for engineering on LID #103 for $,780.86 be paid. Motion carried. A motion was made by Councilman Simpson, seconded by Councilman Tuson that the bill to Dan Miller & Associates for $4,875.00 for 25% of the fee for architectural preliminary planning on the Civic Center be paid subject to the approval of the preliminary plans. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that the Hearing on the Final Assessment Roll on LID #97 be set for April 4. Motion carried.
