19610418 City Council Minutes• April 18, 1961 Regular meeting was called to order by Mayor Maxwell with all councilmen present except Christensen and Simpson. All written protests having been checked by the Engineer on LID #97, a motion was made by Councilman Tuson, seconded by Councilman Lambe that Ordinance #877 be passed, confirming the final assessment roll on LID#97 as prepared; the sewering of North Edmonds. Motion carried. Mayor Maxwell made the appointment of Mrs. J. E. Beaudreau to the Library Board to fill the position vacated by Miss Frances Anderson. Councilman Sorensen made the motion, seconded by Councilman Lambe to confirm the mayor's appointment of Mrs. Beaudreau to the Library Board, effective May 1, 1961. Motion carried. Mayor Maxwell appointed John Moran as Superintendent of Public Works for the City of Edmonds, to be effective May 1, 1961. It was moved by Councilman Slye and seconded by Councilman Harrison that the mayor's appointment of John Moran as Superintendent of Public Works be confirmed. Motion carried. A bid for one of the houses on the Civic Center site was received, and a motion was made by Councilman Tuson, seconded by Councilman Lambe that the bid of Floyd Crouse for the Forsyth house at 516 Hebe Way be accepted for the amount of $702.00. Motion carried. Resolution #41 of the Planning Commission was received, to widen 9th Ave. from Westgate to Cherry Street to a width of 60 ft., except that portion from 110 ft. north of Daley Street to Casper, which would be 50 ft. A motion was made by Councilman Sorensen, seconded by Councilman Slye to adopt Resolution #41 of the Planning Commission and instruct the City Attorney to prepare an ordinance to add this plan to the Comprehensive Plan of the City • of Edmonds. Motion carried. A Petition to annex the property known as Lot 1, Block 1, plat of Pine Acres to the City of Edmonds was received from the one property owner involved. A motion was made by Councilman Tuson, seconded by Councilman Sorensen to accept the petition for annexation of Lot 1, Block 1, plat of Pine Acres with the understanding that all costs of annexation, including publishing of notices, etc. were to be paid for by th,. owners.presenting the petition, and the attorney be instructed to proceed with the preparation for the necessary action, with the hearing to be held on May 16, 1961. Motion carried. A motion was made by Councilman Lambe, seconded by Councilman Sorensen that the Alley grade ge'tween Pine and Fir and 8k and "B" Streets be accepted and approved, and added to the City files. Motion carried. The drainage problem on the property near Paradise Lane was referred to the Street Committee for investigation. A motion was made by Councilman Sorensen and seconded by Councilman Slye to pass Ordinance #878 to vacate Hebe Way. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Slye to pass Ordinance #879, amending the curfew law, regulating minors on public streets after hours. Motion carried. It was moved by Councilman Slye, seconded by Councilman Lambe to accept the statutory warranty deed for the beach property from the Port of Edmonds to the City of Edmonds. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Lambe that the Mayor be • authorized to negotiate for the sale of the Anderson house on the Civic Center site at the best figure obtainable. Motion carried. The petition for the proposed LID for sewers on Euclid Street was checked by the Attorney, and it was found that the proponents were about 47% of those needed, so it was referred back for lack of sufficiency of signatures. A motion was made by Councilman Lambe, seconded by Councilman Slye that Ordinance #880 be passed,,amending the control of firearms. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye to instruct the Engineer to provide the alley grade between 9th and 8k Avenues, between Maple and Alder. Motion carried.
