19610620 City Council Minutes• June 6, 1961 Regular meeting was called to order by Mayor Maxwell with all councilmen present. Hearing was held on the preliminary assessment roll for LID #105, Euclid Ave. sewers. There were 2 written protests filed. Due to the newspaper having published notice of the hearing only once, however, it was moved by Councilman Slye and seconded by Council- man Simpson that the hearing on the preliminary assessment roll on LID #105 be re -held on July 51h, and notices of the re -hearing date be mailed to all property owners on the roll. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Lambe that the City hire Air. Steve Severson to set up the new Water Dept. accounting system at a cost not to exceed 5�500.00. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that the City accept the bid of Richard Olson in the amount of 350.00 to remove the 2 wooden water tanks from the 1Ot'' Ave. site. Motion carried. A check in the amount of $501.00 was received from Kenneth A. Hovde for the purchase of the Hallie B. Anderson house on the Civic Center site. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the bills against the Civic Center be paid as follows: Hall & Bennett, 81000.00; Richard C. Olson, 3102.96; • Edmonds Tribune -Review, $27.25; and the Daily Journal of Commerce, 337.20. Motion carried. Councilman Sorensen made a motion, seconded by Councilman Slye that the bill to McDonald Construction Co. for $5306.56 for payment 7#3 on Fire Station #2 be paid. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Lambe that Estimate #1 on LID #101, Glen Street paving, be paid to Washington Asphalt Co. in the amount of $2239.88. Motion carried. Councilman Sorensen made the motion, seconded by Councilman Simpson that the final payment to Hale Construction Co. on LID #104, Grandview sewers, for 3786.19 be paid when aff adavits are received that all bills against the contractor for work on the LID are paid. Motion carried. It was moved by Councilman Lambe, seconded by Councilman Sorensen that Ordinance 4885 be passed. (Licensing and regulating of operators of garbage collection.) Motion carried. A motion was made by Councilman Christensen, seconded by Councilman Simpson that .Ordinance #886 be passed. (Expiration of cash prepayment period on LID 497.) Motion. carried. It was moved by Councilman Tuson, seconded by Councilman Simpson that the Attorney be instructed to dismiss the condemnation action on the Cole property at the Civic Center site.'^ to Motion carried. 1 A Petition for Annexation was received from Mr. and Mrs. Albert A. Mayer of 7307 - 228L' S.W., Edmonds. This was returned to them because their property is not contiguous to the City of Edmonds unless the Ballinger area petition goes through and that area becomes annexed. • There was no further business, and the meeting was adjourned. City.Clerk yor June 20, 1961 Regular meeting was called to order by Mayor Maxwell with all councilmen present. Hearing was held on the Petition for Annexation of the Lake Ballinger area. There were a number of people involved present and no protests were received. A motion was made by Councilman Simpson, seconded by Councilman Tuson to instruct the Attorney to draw an Ordinance to be presented at the recessed meeting of the council on June 27, annexing the Ballinger area covered by the petition, but excluding the Mountlake Terrace pumping station site and also the area from 220t' to 224th , with the boundary the north line of 224='', but including the street in the annexation. Motion carried, and the hearing was closed. It was moved by Councilman Tuson, seconded by Councilman Lambe that the City accept.the sewer from Mr. Quarnstrom which lies on 5th Street S.E. from east of Roberts Road, and the attorney be instructed to draw an ordinance accepting the improvement, in accordance with .Late Comer Agreement #1. Motion carried. After recommendation by the Civic en6ommittee, it was moved by Councilman Simpson, seconded by Councilman Christensen to reject all bids on the Civic Center and instruct the architect to submit new plans and specifications. Motion carried. is The Council indicated that they would be inclined to act favorably on the proposed annexation of the Talbot Park area, providing that the area to be annexed assumed all existing obligations of the City and became taxed and assessed at the same rate. A Petition for a sewer LID was received from Carl- and teg3y Harris and Sproule and i-iarvene MdGinness, involving their two properties. A motion was made by Councilman Tuson, seconded by Councilman Slye that the Attorney be instructed to prepare an Ordinance creating an LID for the construction of this sewer and the engineer be instructed to go ahead with the project. Motion carried. It was decided that the Council request the Planning Commission to investigate amending the Comprehensive Plan to put the extension of Puget Drive west of 9=' Ave, on the plan and request the same width as the existing Puget Drive, It was moved by Councilman Sorensen, seconded by Councilman Christensen to accept the Resolution #+2 of the Planning Commission, placing a 40 ft, right -of -Tray between 1Ot" and 11L2 N. of Pine St, and an ordinance be drawn affecting it. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the Engineer be instructed to establish the street grade on 1Oth 1q, from Daley St. to Puget_ Drive. Motion carried. Meeting was then recessed to Tuesday, June 27. June 27, 1961 Recessed meeting was called to order by Mayor Maxwell with all councilmen present except Sorensen. 1 1- Some time .-ras spent in going over the 1961 budget and discussing future expenditures for the year, A motion was made by Councilman Tuson, seconded by Councilman Christensen to pass Ordinance 1887, annexing the Lake Ballinger area to the City of Edmonds, with the effective date to be July 26, 1961, I -lotion carried, It was moved by Councilman Tuson, seconded by Councii.-fan Lambe that.Ordinance #888 be passed, creating LID ,t106, severing of the Harris-McGinness --oroperties on Sprague between 7L� and 8"1. Iloti on carried. There wcas no further business, and the meeting adjourned. July 5, 1961 Regular meeting was called to order by Mayor Maxwell with all councilmen present except Sorensen. Re -hearing was held on the preliminary assessmeht roll for Euclid Ave, sewers, There were four written protests, but 66% of the property owners involved on the assessed valuation had signed the petition for the improvement, so a motion was made by Councilman Tuson, seconded by Councilman Harrison that Ordinance J889 be passed, creating LID J105, sewering of Euclid Ave, area, and the motion carried. It was moved by Councilman Slye and seconded by Councilman Lambe that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried, A motion was made by Councilman Slye, seconded by Councilman Lambe that the bill to Washington Asphalt Combany in the amount of $3908.97 for estimate #2 on LID 4101 be paid. Motion carried, Councilman Slye made the motion, seconded by Councilman Lambe that the bill to Reid, Middleton and Associates for $343.48, final engineering fee on LID J104 be paid. Motion carried, It was moved by Councilman Slye, seconded by Councilman Lambe that contractor's estimate ;J5 to Johnson Engineering & Construction Co, in the amount of 0136.00 for LID #10•3 be paid. Motion carried, A motion w.s made by Councilman Slye, seconded by Councilman Simpson that the bill to Reid, I•iiddleton & Associates for $890.00 for map and topographic survey of the Civic Center site be paid out of the Civic Center funds, Motion carried, It was moved by Councilman Slye, seconded by Councilman Tuson to authorize payment of a305,76 to Dan i-iiller & Associates and '0 -78 to McDonald Construction Co,, both on Fire Station ;r2, subject to the approval and final acceptance of the building by the City of Edmonds. I-iotion carried, A motion was made by Councilman Christensen and seconded by Councilman Slye to authorize the Engineer to set the street grade on Second Ave, from Dayton south to Alder, and investigate the ownership of the street. Motion carried, A Recommendation was received from the Planning Commission that the rezoning petition from L. B. Lumsden for his property on the NE corner of 5th S.E. and Lynn Road be denied. It was moved by Councilman Harrison, seconded by Councilman Christensen to recommend to the Planning Commission that a hearing be held on the Lumsden property, Motion carried with one no vote.
