A Resolution was presented to the Council from the residents of the k1orth �;diaonds-Browns Bay areas asking that all existing minimum restrictions be maintained in their area to be annoxod9 and that existing construction or existing conditions which mi ;ht be in conflict with the City of Edmonds codes be ,ranted variance. It was moved by Councilman Sorensen, seconded by Councilman Slye thwt all the regular monthly bills be paid and warrants drawn on the proper funds. notion carried. A motion was made by Councilman Sorensen, seconded by Councilman Lambe that the bill to Reid, ILiddleton &Associates on LID ,r101 for ?410.00 be paid. Motion carried. Councilman Sorensen made a motion, seconded by Councilman Slye that the final estimate on LID r101 from Washington Asphalt 80. be paid in the amount of 51085.09, subject to receipt and clearance from the Dept. of Labor and Industries. Motion carried. It was moved by Councilman Sorensen, seconded.by Councilman Slye that the final bill to Johnson Engineering & Construction Co. on LID ;'103 for �1582.02 be paid subject to receipt and clearance from the Dept. of Labor and Industiies. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bill to Hall & Bennett for j200.00 for attorney fees on LID 4103 be paid. !Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Lambe that the bill to Reid, 1Liddleton & Associates on LID J103 for �519.14 be paid. Motion carried. Councilman Sorensen made the motion, seconded by Councilman Slye that the bill to Hall & Bennett for attorney fees on LID .9104 for ; 175.00 be Paid. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bill to Fern Schoppert for a5.94 on LID ,104 for clerical work be paid. Motion carried. It was roved by Councilman Sorensen, seconded by Councilman Christensen that the final payment of reta.inage of a2935.30 to McDonald Construction Co. for work on Fire Station ;;-`2 be paid from Civic Center funds subject to the furnishing of an. affadavit that all billsfor sub -contracting and labor are paid. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill to Hall & Bennett for 8660.00 for final attorney fees on the Civic Center be paid. Notion carried. A Petition was received signed by homeowners in the vicinity of 89f-I Place on Maplewood Hill protesting the construction of a public entrance from their cul-de-sac into the newly de- veloped Dent Park. Mr. Bjorn Thuesen appeared before the council asking for their views on a petition for annex,-�tion of his property, Lots 1 through 20, Preview Homes, at 218L- Pl. S.I.I. and 94th Ave. W. A motion was made by Councilman Christensen, seconded by Councilman Sorensen that since Idr. Thuesen represented the required 10% of the property involved, and would agree to assume all existing obligations of the City of Edmonds and be taxed at the same rate as the present city residents, the council would entertain a petition for annexation of his property by the petition riethod. Motion carried. A motion was made by Councilman Tuson, seconded by Counciliaan Christensen to instruct the attorney to draw a Resolution to call for an election for annexation of property lying ,.Jest of n 92nd, beginning from the present southerly city limits9 south to the intersection with the �.tl- State Highway 1-W9 and westerly aloe; the north side of the highway to the present city limits. Motion carried. A motion was made by Councilman Sorensen, seconded -by Councilman Simpson that the request of Lloyd Black for a Late Comer Agreement arrangement on 340 ft. of sewor line on 8t' between Birch and 141" be denied. Motion carried. Resolution Y45 from the Planning Commission, recommending a change in the comprehensive plan on off-street parking in R-C areas, was returned to the Planning Commission for furtlier study. A motion was made by Councilman Slye, seconded by Councilman Tuson that the City plan to participate up to 33000.00 in S.W. Snohomish County planning. Motion carried with 5 yes, 2 no. Meeting was then recessed to Tuesday, August 8 at 8 and notices sent to the Tribune -Review, Everett Herald, and Radio Station KQTY, Everett, notifying them of the recessed meetings 1 • • 1 1
