• A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bill from
Richard C. Olson for bulldozing at the Civic Center site in the amount of $57.20 be paid.
Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill from
Seattle General Construction in the amount of $22,764.41 for contractor's estimate #2
on the Ballinger Trunk Sewer be paid. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye.-that the final bill
of $615.00 to Cattron Co. for the City Beach bulkhead be paid subject to the receiving of
proper releases from State Industrial Insurance. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Elye that authorization be
given the City Clerk to have approved, and make payment of, any 1961 bills that may be
received between this meeting and that of January 161�. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Harrison that Resolution #55
from the Planning Commission on zoning be accepted, and the attorney be instructed to draw
an Ordinance changing the comprehensive zoning map accordingly. Motion carried.
It was moved by Councilman Simpson, seconded by Councilman Christensen that Resolution #56
of the Planning Commission regarding corner lot setbacks be accepted and the Attorney be
instructed to draw an Ordinance changing the comprehensive plan accordingly. Motion carried.
The committee of Councilmen chosen to investigate the request from Robin Hood Lanes for the
use of children's coin operated machines reported their finding to the council, and a
motion was made by Councilman Simpson, seconded by Councilman Christensen that it was the
recommendation of the committee that since allowing the games would involve legislative
action to change the Ordinance now forbidding their use,where minors are allowed, the
• committee felt that the request did not warrant a legislative change by the Council, and
the request should be denied. Motion carried.
Council then discussed a change order allowed by the architect on the Civic Center. It
was decided that all change orders involving a design change or a major amount of money
must come before the council for approval. In the case of minor changes, the change order
cannot be approved by the architect without authorization first being secured from the
Mayor, City Supervisor, and/or Building Inspector..
The Water Collector's Report for December 1961 was read.
There was no further business, and the meeting adjourned.

January 16, 1962
Regular meeting was called to order by Mayor McGinness with all councilmen present.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the remaining
bills from December 1961 be paid, and warrants drawn against the respective accounts.
Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the following bills
• against the Civic Center be approved for payment:
Venne Beauchamp, for contractor's estimate #3 - $14078.15
Keystone Electric for estimate #2 - $1679.60
Dan Miller, architect payment for work done to date - $782.08
Motion carried.
Hearing was held on the Preliminary Assessment Roll for Resolution of Intention #1559
severing of the Waterfront area. Several written protests were filed, amounting to 35%9
and after discussion, the hearing was continued to Tuesday, January 23 at 8:00 P.M.
It was moved by Councilman Sorensen, seconded by Councilman Christensen that the official
street grade for Admiral Way be accepted. Motion carried.
An Agreement for the much discussed crane track crossing of Admiral Way was directed to be
drawn up by the City Attorney.
The Seaview Heights sewet Agreement was referred to the Water -Sewer Committee and the Attorney
for any corrections before acceptance by Council.
A recommended waiver of the acreage charge in exchange for easement when an 8" sewer is put
in on 10t' Avenue under the supervision of the City was referred to the Water -Sewer Committee
for study. '
Resolution #57 was received from the Planning Commission, and a motion was made by
Councilman Simpson, seconded by Councilman Slye that Resolution #57 of the Planning Commission
be adopted, recommending a 60 ft. R/W for the projection of 76M Ave. W. from the north
King Bounty line to the north Edmonds city limits, and the attorney be instructed to draw an
ordinance setting forth these requirements in the comprehensive plan. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Harrison that Resolution #58 of the

Planning Commission be adopted, zoning of the Quarnstrom property to R-6A, and the attorney be •
'instructed to draw an ordinance incorporating this in the comprehensive plan. Motion carried.
A motion was made by Councilman Simpson, seconded by Councilman Christensen that Resolution
#59 of .the Planning Commission be adopted, zoning of the Grunewald property to R-6A, and the
attorney be instructed to draw an ordinance incorporating this in the comprehensive plan.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that Ordinance #917
regarding utility Taxes be passed. Motion carried.
A motion was made by Councilman Harrison, seconded by Councilman Lambe that Ordinance #918
be passed, zoning of Preview Homes annexation. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye to authorize the Engineer to
set the street grade on Hemlock Street from 7� to 81'. Motion carried.
A letter was received from Mrs. Setchfield and Mrs. Dennis requesting approval from the City
Council for them to apply for the Chamber of Commerce for funds from Sears and Roebuck for
beautification of Edmonds. They suggested beautifying the triangle at Fifth and Bell, but
the Park Committee asked that they consider the entrance to the City Park instead.
It was moved by Councilman Slye, seconded by Councilman Sorensen that a change order be
authorized for the removal of the interior posts in the Fire Station at the Civic Center at a
cost not to exceed $4725.00 plus tax and architect fees. Motion carried.with one no.
Meeting was then recessed to .January 23, with notices being sent to 2 newspapers and'one
radio station advising them of this.
January 23, 1962 •
Recessed meeting was called to order by Mayor McGinness with all councilmen present.
Continuation of the hearing on the waterfront sewering under Resolution of Intention #155 was
held. Acting upon the recommendation of the Water -Sewer Committee, a motion was made by
Councilman Tuson, seconded by Councilman Lambe that providing the LID went ahead, the City
would participate by paying 40% of the $13,000.00 pumping station cost, to a maximum of
$5200.00. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the Street Dept. do the
restoration work on the above mentioned LID project with Street Dept. funds. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Simpson that Ordinance #919 be passed,
creating LID #107, sewering of the waterfront. Motion carried unanimously with all membe-'r-s
present and voting.
A letter from Reid, Middleton & Associates requesting financial help on piping for drainage in
the Paradise Park plat of Mr. Pryde was referred to the Water -Sewer Committee.
A letter from L16yd Black requesting street lights for Bel Aire Division "B" was referred to
the Street Committee.
The Official Canvass of the Annexation Election of the Westgate area held on January 16 was
received from the County Auditor's office and read to the council. The results were 180 against,
and 199 for annexation to Edmonds; and 178 for,"and 197 against the assumption of indebtedness.
Several property owners from the area were present, and after much discussion a motion was made
by Councilman Simpson, seconded by Councilman Christensen that the matter of annexation of the
Westgate area to the City of Edmonds be referred to a Committee meeting of the whole Council
for study and abtermination. Motion carried. •
Mayor McGinness then appointed Councilman Christensen chairman of the committee to study the above
annexation.
It was moved by Councilman Christensen, seconded by Councilman Simpson that the city accept the
final plat of Manor Lane. Motion carried.
It was moved by Councilman Simpson, seconded by Councilman Christensenihat in regard to the Civic
Center, the architect be authorized to issue the following change orders:
1. To complete 2 women's cells and matron's room, and roughed iri and walled for showers
as per drawing for approximately $3477.00.
2. Roughed -in wall for a shower for cell 240 at approximately $178.00.
3. Roughed -in plumbing for the men's cells for security type fixtures at -a reduction
of approximately $99.00. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Harrison to authorize the attorney
to proceed with LID foreclosures on several delinquent accounts. Motion carried.
