Planning Commission be adopted, zoning of the Quarnstrom property to R-6A, and the attorney be •

A motion was made by Councilman Simpson, seconded by Councilman Christensen that Resolution
#59 of .the Planning Commission be adopted, zoning of the Grunewald property to R-6A, and the
attorney be instructed to draw an ordinance incorporating this in the comprehensive plan.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that Ordinance #917
regarding utility Taxes be passed. Motion carried.
A motion was made by Councilman Harrison, seconded by Councilman Lambe that Ordinance #918
be passed, zoning of Preview Homes annexation. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye to authorize the Engineer to
set the street grade on Hemlock Street from 7� to 81'. Motion carried.
A letter was received from Mrs. Setchfield and Mrs. Dennis requesting approval from the City
Council for them to apply for the Chamber of Commerce for funds from Sears and Roebuck for
beautification of Edmonds. They suggested beautifying the triangle at Fifth and Bell, but
the Park Committee asked that they consider the entrance to the City Park instead.
It was moved by Councilman Slye, seconded by Councilman Sorensen that a change order be
authorized for the removal of the interior posts in the Fire Station at the Civic Center at a
cost not to exceed $4725.00 plus tax and architect fees. Motion carried.with one no.
Meeting was then recessed to .January 23, with notices being sent to 2 newspapers and'one
radio station advising them of this.
January 23, 1962 •
Recessed meeting was called to order by Mayor McGinness with all councilmen present.
Continuation of the hearing on the waterfront sewering under Resolution of Intention #155 was
held. Acting upon the recommendation of the Water -Sewer Committee, a motion was made by
Councilman Tuson, seconded by Councilman Lambe that providing the LID went ahead, the City
would participate by paying 40% of the $13,000.00 pumping station cost, to a maximum of
$5200.00. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the Street Dept. do the
restoration work on the above mentioned LID project with Street Dept. funds. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Simpson that Ordinance #919 be passed,
creating LID #107, sewering of the waterfront. Motion carried unanimously with all membe-'r-s
present and voting.
A letter from Reid, Middleton & Associates requesting financial help on piping for drainage in
the Paradise Park plat of Mr. Pryde was referred to the Water -Sewer Committee.
A letter from L16yd Black requesting street lights for Bel Aire Division "B" was referred to
the Street Committee.
The Official Canvass of the Annexation Election of the Westgate area held on January 16 was
received from the County Auditor's office and read to the council. The results were 180 against,
and 199 for annexation to Edmonds; and 178 for,"and 197 against the assumption of indebtedness.
Several property owners from the area were present, and after much discussion a motion was made
by Councilman Simpson, seconded by Councilman Christensen that the matter of annexation of the
Westgate area to the City of Edmonds be referred to a Committee meeting of the whole Council
for study and abtermination. Motion carried. •
Mayor McGinness then appointed Councilman Christensen chairman of the committee to study the above
annexation.
It was moved by Councilman Christensen, seconded by Councilman Simpson that the city accept the
final plat of Manor Lane. Motion carried.
It was moved by Councilman Simpson, seconded by Councilman Christensenihat in regard to the Civic
Center, the architect be authorized to issue the following change orders:
1. To complete 2 women's cells and matron's room, and roughed iri and walled for showers
as per drawing for approximately $3477.00.
2. Roughed -in wall for a shower for cell 240 at approximately $178.00.
3. Roughed -in plumbing for the men's cells for security type fixtures at -a reduction
of approximately $99.00. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Harrison to authorize the attorney
to proceed with LID foreclosures on several delinquent accounts. Motion carried.
