A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular . monthly bills be paid and warrants drawn on the proper funds. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the following bills against the Civic Center be paid: Hart Plumbing & Heating, Inc. for mechanical estimate #2 ....... $2839.40 National Bank of Washington for Venne Beauchamp, Inc. for Estimate # 4 ............. 17,761.65 Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the following bills on the Ballinger Trunk Sewer be paid: Seattle General Corporation for Estimate #3 .................0... $31,031.84 Hall, Bennett & Hansen for Attorney fees 276.00 Reid, Middleton & Associates for Engineering services ........... 29644.93 Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the payments for easements for the Ballinger Trunk Sewer be made to the individuals with whom the City of Edmonds had entered into agreement. Motion carried. A letter was received from Ben Swedberg asking for permission to construct a crematory. This was referred to the Planning Commission.. A letter from L. F. Neil regarding sewers on Second Avenue, and the joining of Alder Street to Dayton via.Second Avenue was referred to Acting Engineer John Moran. • A Petition was received, signed by the merchants between 5th and 61h on Main, asking that Main Street between 51� and 614 be returned to a two-way street. It was moved by Councilman Christensen, seconded by Councilman Harrison that the petition be referred to the Street Committee, with the suggestion that a report be brought in at the next.regular meeting of the council. Motion carried with one no. A verbal request from a resident for information on LID's on Laurel Street was referred to the Supervisor. A report on the meeting of the Committee of the Whole Council regarding the Westgate Annexation election was given by Councilman Christensen, chairman of the Committee. It was the recommendation of the Committee that the annexation not be accepted, keeping uniformity and consistency by the council in matters of assumption of debts by newly annexed areas. It was moved by Councilman Christensen, seconded by Councilman Slye that the policy regarding annexations remain unchanged, and since the Westgate area voted against assumption of indebtedness, the annexation not be accepted. Motion carried unanimously with all councilmen present and voting. A motion was made by Councilman Sorensen, seconded by Councilman Harrison that the final plat of Bel Aire Division "C" be accepted. Motion carried. It was moved by Councilman Simpson, seconded by Councilman Christensen, that the final plat of Sea Crest be accepted for maintenance by the City, with the proper cash bonds posted. Motion carried. A motion was made by Councilman Simpson, seconded by Councilman Sorensen that.Resolution of Intention #156 be passed, for a proposed sewer LID in the Ballinger area, with the Hearing on the Preliminary Assessment Roll to be held March 20, 1962. Motion carried. • Mr. Harry PryU's drainage problem in his plat of Paradise Park was discussed, and referred to the Street Committee with City Supervisor Lawson and Acting Engineer Moran being instructed to look the si t�iation over and report back to the Street Committee, who t66 in turn will bring in a io for the council to act upon. It was moved by Councilman Sorensen, seconded by Councilman Simpson that the City Supervisor be instructed to proceed with the necessary steps to have the PUD put in street lights in Bel Aire Division "B". Motion carried. In answer to a letter from the Supt. of Public Works to the Street Committee, a motion was made by Councilman Sorensen, seconded by Councilman Simpson that the Attorney draw up a Resolution to cover the necessary legal steps needed to have the street R/W on Sunset Avenue maintained by the Park/Dept. and a sprinkling system installed by the Park Dept. on this strip of land. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Lambe that the City enter into a Late Comer Agreement with the Edmonds School ^ ^^„q, ment w-ith the Ed -mends c,.hoo District #15 for sewering of the Seaview Heights School.l Motion carried. Councilman Christensen reported that the City had been advised by Carlton Nau of Foster & Marshall, financial advisors, and Weter, Roberts'& Shefelman that transferring of the Water Shed property to the Park Dept. would not jeopardize any possible future bonding for the Water Dept. It was moved by Councilman Sorensen, seconded by Councilman Slye that the Street Dept. be permitted to use the consulting firm of Reid, Middleton & Associates for a preliminary engineering estimate on curbing and storm drainage under a possible LID on Fifth Avenue from Elm to the existing curbs near Walnut. Motion carried. V� There was no further business,.and the meeting adjourned. • City Clerk ayor Pro Tem February 20, 1962 Regular meeting was called to order by Mayor Pro Tem Tuson with all councilmen present. A formal request for permission to present a petition for annexation of an area adjoining Thuesen's Preview Homes on the south and east was brought in by Gary Stewart, stating on the request that he represented in excess of 10% of the property in the area according to assessed valuation. Also that the property owners of the area involved agree to the assumption of the existing indebtedness and to be taxed at the same rate as the other citizens of the City of Edmonds. A motion was made by Councilman Slye, seconded by Councilman Lambe that March 614 be set as the date for an informal meeting with the annexation proponents. Motion carried. A request for street lights on 41h Ave. between Bell and Main was referred to the City Supervisor and Street Committee to investigate. The off-street parking problem was referred to a meeting with Mr. Nau of Foster & Marshall and the business firms of Edmonds. It was the recommendation of the Street Committee that all the petitions received by the council pro and con regarding a return to two-way traffic in the business areas be turned • over to the Planning Commission for study and a report to the council. A request was received from the Edmonds Shut -In Club for permission to hold a Pansy Tag Day Sale on April 14, 1962. Permission was granted. It was moved by Councilman Slye, seconded by Councilman Simpson that the City accept the recommendation of the Acting City Engineer and accept the utilities of Bel Aire Division "B" for maintenance by the City. Motion carried. A Petition was received for an LID for the installation of sewers on Laurel Street between 101' and 11l' and on 101' Ave. from Laurel St. north to the end of the buldesac. An informal meeting had been held with the property owners concerned, and therefore, the Attorney was instructed to draw a Resolution of Intention to begin the procedure for the LID. A motion was made by Councilman Lambe, seconded by Councilman Harrison that the City accept the final plat of the Powell Addition. Motion carried. A request for "Caution" signs for children's safety on 91� N. between Puget Drive and Cherry St. was referred to the Safety Committee: A motion was made by Councilman Simpson, seconded by Councilman Slye that Resolution #62 be passed, appointing and authorizing the City Treasurer to act as City Accountant. Motion carried. Resolution #60 from the Planning Commission was received, and a motion was made by Councilman Slye, seconded by Councilman Sorensen that Resolution ##60 of the Planning Commission be adopted. Motion carried. It was then moved by Councilman Slye,seconded by Councilman Simpson that Ordinance #920 be passed, amending the Comprehensive Plan in relation to the recommendation of the Planning Commission Resolution regarding off-street parking. Motion carried. • It was decided to notify the Snohomish County Humane Society to send the City of Edmonds a letter stating that the terms of the 1961 contract be renewed for 1962. A motion was made by Councilman -Lambe, seconded by Councilman Harrison that Resolution ,#63 be passed, transferring of the RIW on Sunset Ave. from the Street Dept. to the Park Dept. for purposes of maintenance only. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Resolution #64 be passed, regarding over -expended funds on Fire Station ##2. Motion carried. A motion was made by Councilman Lambe, seconded by Councilman Slye that the City accept the Quit Claim deed from Maude E. Kugelman on 6k Ave. (formerly 6/6 St.) and authorize the City Clerk to pay the taxes of $14.50 due on the property. Motion carried. It was moved by Councilman Simpson, seconded by Councilman Sorensen that the City accept the easement from Donald and Julia Gordon for maintenance of storm drainage on Manor Lane. Motion carried. It was moved by Councilman'Slye, seconded by Councilman Sorensen that Ordinance ,#921 be passed, cash prepayment notice on LID #106. Motion carried. It was decided to issue a proclamation declaring a Spring Cleanup Program for the City of Edmonds from March 12�' through the 24th, with City trucks being used along with assistance from Sound Disposal Co. and Apex Sno-King, Inc. A motion was made by Councilman Sorensen, seconded by Councilman Lambe that the City Clerk be authorized to call for bids for the Street Dept. on a station wagon for the Superintendent of Public Works, bids to be opened on March 209 1962.
