Regular meeting was called to order by Mayor McGinness with all councilmen present,
except
Simpson.
The Street Committee reported that in order to properly evaluate the feelings of the people

involved in the proposed paving of the streets in the south end, a meeting would be he'd
inviting all the property owners to attend. This meeting was set for Tuesday, April 2'4,E'
at 8:00 P.M. at the Edmonds Elementary School, with all the council present, and a rep'de't
would then be ready at the council meeting of May 1.
In•order to alleviate the safety hazard at 3rd and Casper, it was reported that a cross-
walk had been installed by the Street Dept. and also a sign placed there warning motorists.
A resident of the area was present and said the situation was much improved.
A motion was made by Councilman Tuson, seconded by Councilman Sorensen that May 159 1962
be set for the opening of bids on the Laurel Street sewer LID #109. Motion carried.
A Petition for the abatement of a nuisance, referring to the refrigeration system noise
in the building owned by Nemico, Inc. at Fifth and Dayton was referred to the Safety
Committee for investigation and a report at the next council meeting. William Stoebuck,-,
Attorney, was present and spoke for the petitioners, as well as introducing several
people from the area who were protesting the noise.
The Street Committee, having met with property owners ,regarding sidewalks, curbs and
gutters on Fifth Ave. from Walnut to Elm, recommended that the Council set up a Resolution
of Intention for an LID for curbs and gutters only in the area. A motion was then made
by Councilman Sorensen, seconded by Councilman Slye that Resolution of Intention #158 be
adopted, for an LID for curbs and gutters from Walnut to..Elm on Fifth Avenue; the hearing
on'the•preliminary assessment roll to be held on May 22, and the Mayor be authorized to •
enter into contract with Reid, Middleton & Associates, consulting engineers, for the
engineering on the project. Motion carried.
It was suggested by Mayor McGinness that the council give thought to an Ordinance governing
the construction of driveways in the City of Edmonds.
A motion was made by Councilman Tuson, seconded by Councilman Smets that bids for the
warrants and bonds on the Ballinger sewer LID #108 be opened on May 15, 1962. Motion carried.
Chief Grimstad introduced a new patrolman, 'William Patterson, and Patrolman Patterson was
then sworn in. --by Attorney Bennett.
Mayor McGinness made
the following
appointments:

to work with the Chamber of Commerce on the
off-street
parking problem with Mr. Erickson of the Chamber.

chairman to replace Wm. Lambe.

Committee member to replace Mr. Christensen, who was
placed on
the Water Committee.

business, and
the meeting adjourned.

It was moved by Councilman Tuson, sg�conded by Councilman Christensen that the bid opening
date for the Admiral Way sewer LIT a extended from May 1 to May 15, 1962. Motion carried.
A motion was made by Councilman Simpson,, -seconded by Councilman Tuson that payment be
authorized to Snohomish County Civil Defense on the basis of 120 per capita as budgeted. •
Motion carried.

• A letter was received from Mr. D. C. Meyring, representing Mid -City Athletic Association,
asking the City for permission to install a permanent type fence at the Park at 61' and
Pine, After discussion, a motion was made by Councilman Tuson, seconded by Councilman
Slye that the Mid -City Athletic Association be permitted to construct the fence, under
the supervision of the Acting City Engineer, at the playfield at 6?P and Pine, known as
Rodibaugh Park, for the little league ball players. Motion carried with one no.
A Proclamation designating National Highway Week from May 20 to 26,. 1962 was -signed by
Mayor McGinness.
A letter and petition was received from the Snohomish County Commissioners for annexation
to Edmonds of certain borderline streets along, the city limits in South County. This
was referred to the Street Committee for a report at the next meeting.
Resolution #62 was received from the Planning Commission'recommending to the City Council
that the maximum height of buildings be 30' from the mean ground level around the
structure in zones S-12, R-8, R-6, and R-6A. A motion was then made by .Councilman
Christensen, seconded by Councilman Simpson to accept Resolution #62 of the Planning
Commission and instruct the Attorney to draw an Ordinance amending the zoning Ordinance
according to the Resolution. Motion carried.
A letter received from the Edmonds Rotary Club, requesting permission to provide'a
drinking fountain at the northwest corner of the intersection of 5A and Main if the city
will provide the installation and maintenance of the fountain, and the water used there
without charge, was referred to the Water Committee.
A motion was made by Councilman Slye, seconded by Councilman Harrison that Resolution of
Intention#159 be adopted, repealing Resolution of Intention #1589 deferring the hearing
on the preliminary assessment roll for LID #110, curbs and gutters on Fifth Ave. S. from
May 22 to June 5- Motion carried.
• A petition for an LID for sewers on Spruce from 10M to 11t° showed 12 out of 16 property
owners in favor, with the other four not having been contacted. Therefore, a motion.
was made by Councilman Tuson, seconded by Councilman Slye that Resolution of Intention
#160 be passed, for proposed sewering of Spruce from 104 to 111', and the hearing on the
preliminary assessment roll set for 'June 19. Motion carried.
A petition for paving the east 25 feet of 1614 S. from Pine to Juniper showed a 100f
property owner approval, and a motion was made by Councilman Sorensen, seconded by
Councilman Smets that the Attorney be instructed to draw up a Resolution of Intention
for curbs and paving of this area. Motion carried.

Mr. William Hume of the Ballinger area, but outside the Edmonds City limits, was present
to protest the improper restoration of his fence by the contractor after the trunk sewer
had been installed on his easement. This was turned over to Reid, Middleton & Associates
for their Inspector to see that the fence is properly replaced.
The Chamber of Commerce requested preliminary engineering by the City for the off-street
parking. It was decided to request a more definite engineering estimate figure for the
LID, and Councilman Harrison was asked to get this for the council from Reid, Middleton
& Associates.
The Safety Committee reported on investigation of the noise from the building at Fifth
and Dayton. The report was that the noise definitely is a nuisance to some of the
area, and should be rectified. Acting Engineer Moran was asked to consult with the
owners of the building_ to see if something could be done to ,.ao away. with the noise.
It was moved by Councilman Christensen, seconded by Councilman Sorensen to authorize the
Safety Committee to bid up to $300.00 maximum for a 15 K.W. emergency generator. Motion
carried.
A motion was made by Councilman Tuson, seconded by Councilman Slye that Resolution #65
be passed, authorizing the Mayor to ex0cute the franchise bond with the state on crossing
the highway with.the sewer line to Seaview Heights school. Motion carried.
The question of sewer.contracts, ruled upon by the state auditor, was referred to the
