19620515 City Council Minutes9.6 May 15, 1962 Regular meeting was called to order by Mayor McGinness with all councilmen present. . Bids were opened on purchase of warrants and bonds on the Ballinger sewer LID #108, They were: Grande & Co. 4.40% with 100.11 for each 100 dollars worth of bonds. Southwick,Campbell Waterman 4 3/8% Terry Thompson 4.40% with 100.32 for each 100 it it it it Bids were referred to the City Attorney to have all facets of the bids checked, with the council . meeting to be recessed to Wednesday evening at 8:00 P.M. for the decision on awarding of bids. Bids were then opened on LID #107, Admiral Way sewer. They were: Manor Construction Inc. $ 35,916.60 Mottner and McCutchen 70,394.00 A motion was made by Councilman Tuson, seconded by Councilman Slye that the contract for the work on LID #107, Admiral Way sewer, be awarded to the low bidder, Manor Construction Inc. for the sum of $ 35,916.60. Motion carried. Bids were opened on LID #109, Laurel St. sewers. They were: Manor Construction $ 4,944.60 , Hale Construction 5,085.00 Industrial Projects 5,364.00 DeNoma Construction 59703.00 A motion was made by Councilman Tuson, seconded by Councilman Slye that the contract for LID #1079 Laurel St. sewers, be awarded to the low bidder, Manor Construction, Inc. for $4,944.60. Motion carried. A petition for improving Pine Street from 6M to 79 with paving was referred,to the Street Committee. A petition of complaint against North Star Sand & Gravel was received, due to the noise and dust from their operations. It was brought to the attention of the council that North Star ha d not complied with the City of Edmonds Building Dept. regulations when putting up the hopper frer their company, and the situation was referred to the City Attorney to take whatever action is necessary to bring the company within the City of Edmonds code. A letter from School District #15 for sewering of two future schools outside city limits was referred to the Water -Sewer Committee. A letter was received from a Mr. Rogers requesting permission to connect to the city sewer serving Seaview Heights School when he builds a dwelling outside the city limits. Since it has been the policy of the council not to allow people outside city limits to connect to city sewers, Mr. Rogers' request was denied. A request for annexation of an area known as Fruitland Acres was received from Peter Salamonsen. This was referred to the Annexation Committee: A subdivision request, accompanied by a letter asking the city to pay off LID charges, do some paving, and install water lines connected with the area was received from Clarence Wickstrom, having been referred to the council from the Planning Commission. This was to be handled by Mayor McGinness. A petition for paving Cedar from 71� to 914 and 8th Ave. from Cedar to Spruce was referred to the Street Committee to coordinate with the work of the Attorney on property ownerships. The petition for an LID to pave part of 16M S., Pine to Juniper that had been referred to the Street Committee resulted in a motion by Councilman Sorensen, seconded by Councilman Slye that Resolution of Intention #161 be passed, and a hearing on.the preliminary assessment roll be set for June 19. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Smets that Resolution #66 be adopted, setting up a hearing tOforJune 5, 1962 on the vacation of certain portions of 6a Ave. from Paradise Lane north as legally described in the Resolution. Motion carried. After discussion as to where the location of the drinking fountain to be donated by the Rotary Club should be,.:a.motion was made by Councilman Tuson, seconded by Councilman Slye that the drinking fountain be installed by the City on the vest side of 5 ! Ave.,N.of Main, adjacent to the planter box. Motion carried. As recommended by the street Committee, it was moved by Councilman Sorensen, seconded by Councilman Smets-that the County be advised that the City of Edmonds would accept certain streets as outlined in their annexation request, providing that they improve these streets to City standards with paving, gutters, and curbs. notion carried. A motion was made by Councilman Christensen, seconded by Councilman Simpson that the City authorize up to $350.00 to be paid to Reid, Middleton & Associates, consulting engineers, for preliminary studies in connection with the financing of off-street parking. Motion carried. It was moved by Councilman Christensen, seconded by Councilman Tuson that the Park Board be authorized to issue a call for bids to be opened June 5, 1962 on bathhouse and lavatory facilities to be constructed at the City Beach, with plans and specifications to be drawn up by the Acting City Engineer.
