19620621 City Council Minutes• At the recommendation of the Street Committee, a motion was made by Councilman Sorensen, seconded by Councilman Smets that Resolution of Intention #162 be passed, propos n the improvement of Cedar from 7:21 to 91�, and 81 Ave. from Cedar to Spruce, with,, hearing on the preliminary assessment roll to be held on July 17. Motion carried. • 1 • 1 1 A letter regarding a drainage problem at 1325-27 Pine was referred to the Street Committee. The Council agreed that the Engineering Dept. of the City of Edmonds would use the standards as set forth and on file in the form of drawings and specifications. A letter was received from Hart Construction, Inc., mechanical contractor on the Civic Center, stating that because of the ironworkers strike, Hart Construction will have .t.o_ request a time extension on their -contract, with the time to be determined as soon as the strike is over. A request from Dan Miller, Architect on the Civic Center, for the addition of a reflection pool at the Civic Center resulted in a motion made by Councilman Christensen, seconded by Councilman Harrison that the Council get a firm committment from the contractor on the cost of the pool, for further consideration at the recessed meeting to be held on Thursday, June 21. Motion carried. Discussion was held on the petition that had been received from residents in the area of North Star Sand & Gravel, and it was the recommendation of the Attorney that a complaint be issued against North Star, and then proceed to obtain a permanent injunction against them in view of their not obtaining a building permit and being in a restricted zone with some of their operations. The Attorney was given permission by the Mayor to carry out his own recommendation. In regard to the Admiral Way sewer, the Mayor said he would sign a contract with Manor Construction for the work as soon as the Attorney is satisfied with the bonding of the contractor. Motion carried. It was moved by Councilman Christensen, seconded by Councilman Slye that Don Tuson be elected as Mayor Pro Tem. Motion carried. The contract agreement covering the work of the engineering consultants was studied by a committee that recommended its acceptance, and a motion was made by Councilman Tuson, seconded by Councilman Sorensen that the Mayor be authorized to sign the contract for engineering services with Reid, Middleton & Associates as covered in the contract. Motion carried. Meeting was then recessed to Thursday, June 21 at 8:00 P.M. June 219 1962 Recessed meeting was called to order with all councilmen present except Bingham. It was moved by Councilman Sorensen and seconded by Councilman Slye that Resolution of Intention #163 be passed, to improve Pine Street from 61 to 7a with the installation of paving, curbs, and gutters, with the hearing on the preliminary assessment roll.to be held July 17. Motion carried. r�L The Architect submitted figures amounting to a total of $3,516.61 for the addition of a reflection pool at the Civic Center, and after discussion, a motion was made by Councilman Slye, seconded by Councilman Smets that the City abandon and disregard any further consideration for a reflection pool in the Civic Center. Motion carried unanimously. • The Attorney had an annexation request from the Port District for the Boat Harbor property, and with the advice of the Attorney, a motion was made by Councilman Tuson, seconded by Councilman Smets that Ordinance #934 be passed, annexing to the City of Edmonds the Port property as legally described in the Ordinance, pursuant to R.C.W. 35.13.180, which provides for annexation by cities for municipal purposes. Motion carried. The Attorney reported that Manor Construction Co. has secured sufficient bonding for the Admiral Way sewer project, and as soon as he is satisfied with the signatures, the Mayor will bi gn the contract. Mr. Morgan Johnson, representing North Star Sand & Gravel, was present to discuss the pending injunction action against their operations in a restricted zone, and the City Attorney was directed to contact Mr. Johnson, and have North Star cooperate in bringing their operations to within City of Edmonds restrictions. A motion was made by Councilman Tuson, seconded by Councilman Christensen that permission be given to again call for bids on the Euclid Ave. sewering, LID #105, bids to be opened on July 17. Motion carried. After consideration by the Water -Sewer Committee, and following discussion by the Council, it was decided that Ordinance #931, which had repealed Ordinance #912, would remain in effect as written and the fees as specified. Meeting was then adjourned. City Clerk July 3, 1962 Regular meeting was called to order with all councilmen present except Bingham. Bids were opened on the carload of C.I. pipe for the.Water Dept. They were: Pacific States C. I. Pipe Company $5266.00 United States Pipe & Foundry Company 5434.44 A motion was made by Councilman Christensen, seconded by Councilman Slye to accept the low, bid of Pacific States Cast Iron Pipe Coe. at $5266.:00 plus,tax, and the motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular monthly, bills be paid ;and warrants drawn on the proper funds. Motion carried.' A motion was made by Councilman Slye and seconded by Councilman Sorensen that the final estimate from Seattle General Corporation on the Ballinger Trunk sewer be paid, in the amount of $15,116.93, subject to receipt of the releases from the state.
