19620703 City Council Minutesa reflection pool at the Civic Center, and after discussion, a motion was made by Councilman Slye, seconded by Councilman Smets that the City abandon and disregard any further consideration for a reflection pool in the Civic Center. Motion carried unanimously. • The Attorney had an annexation request from the Port District for the Boat Harbor property, and with the advice of the Attorney, a motion was made by Councilman Tuson, seconded by Councilman Smets that Ordinance #934 be passed, annexing to the City of Edmonds the Port property as legally described in the Ordinance, pursuant to R.C.W. 35.13.180, which provides for annexation by cities for municipal purposes. Motion carried. The Attorney reported that Manor Construction Co. has secured sufficient bonding for the Admiral Way sewer project, and as soon as he is satisfied with the signatures, the Mayor will bi gn the contract. Mr. Morgan Johnson, representing North Star Sand & Gravel, was present to discuss the pending injunction action against their operations in a restricted zone, and the City Attorney was directed to contact Mr. Johnson, and have North Star cooperate in bringing their operations to within City of Edmonds restrictions. A motion was made by Councilman Tuson, seconded by Councilman Christensen that permission be given to again call for bids on the Euclid Ave. sewering, LID #105, bids to be opened on July 17. After consideration by the Water -Sewer Committee, and following discussion by the Council, it was decided that Ordinance #931, which had repealed Ordinance #912, would remain in effect as written and the fees as specified. Motion carried. Bids were then opened on the warrants and bonds for LID #107, the sewering of Admiral Way. Bids were: Grande & Co. net interest rate of 4.23% Hughbanks, Inc. to toit It 4.314% Southwick, Campbell, Waterman it toIt it 4.286% A motion was made by Councilman Christensen, seconded by Councilman Slye to accept the bid of Grande & Co. as outlined in their bid proposal of July 17 at the net effective rate of 4.23% and authorize the Mayor to sign the contract. Motion carried. Hearing was held on the preliminary assessment roll for LID #113, the proposed paving of Cedar St. from 74 to 914, and 0 from Cedar to Spruce. Seven written protests were filed. It was moved by Councilman Slye, seconded by Councilman Smets that Ordinance #935 be passed, creating LID #113 for improving Cedar from 71� to 91' and 8t' from Cedar to Spruce with paving. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Christensen that the Consulting Engineers be instructed to call for bids on LID #113 to be opened on Aug. 21. Motion carried. Hearing was held on the preliminary assessment roll for LID #114, proposed paving of Pine Street from 61' to 7�. There were several verbal protests, but no written. A motion was made by Councilman Sorensen, seconded by Councilman Slye that Ordinance #936 be passed, creating LID #114, paving of Pine from 61� to 7th, with a 30 day period given for written protests to be filed. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Christensen that Ordinance #937 be passed, creating LID #115 for 8 inch.water mains in Maplewood Villages #2 and #3, and Olympic Heights #1.'
