19620717 City Council Minutes• A motion was made by Councilman Christensen, seconded by Councilman 8mets that the City call for bids to be opened July 31 at a recessed meeting on LID #108, sewering of the Ballinger area. Motion carried. A Petition was received for an LID for water mains in Maplewood Villages #2 and #3, and Olympic Heights #1. A motion was made by Councilman Slye, seconded by .Councilman Smets ' to instruct the attorney to draw an Ordinance for an LID for construction of 8" water mains in the Sibon and Henrickson plats as requested. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Harrison that the City accept the following Quit Claim deeds secured by Supt. Moran for street purposes: Beaudreau - R/W on 76th Lydell - joining 9'h and 10t N. of Caspers Godfrey - 101' and Carol Note - Hemlock St. east of 61� Haas - Pine 6th to V� Frederickson - 0 N. of Casper Steed - Puget Way extended Parry - 111' Ave. S.-of Laurel Spray - Puget Way extended -14 1 • 1 • 1 Motion carried. A motion was made by Councilman Slye, seconded by Councilman Tuson that the City accept the easement from McGrath Homes, Inc. in connection with the sewer LID #108 in the Ballinger area. Motion carried. Mayor McGinness appointed Jerry Hall Deputy City Attorney, and a motion was made by Councilman Tuson, seconded by Councilman Slye that the Mayor's appointment be approved. Motion carried. The Attorney reported that a complaint had been signed and a warrant issued against North Star Sand & Gravel. Meeting was then adjourned. S City Clerk Mayor July 17, 1962 Regular meeting was called to order by Mayor McGinness with all councilmen present except Bingham. Bids were opened on LID 4105 for Euclid Ave. sewers. They were: Industrial Projects $ 89916.50 Eerkes Contracting 12,944.40 John Patricelli 14,990.00 A motion was made by Councilman Tuson, seconded by Councilman Slye to accept the low bid of Industrial Projects in the amount of $8,916.50 for the Euclid Ave. sewers, and the Mayor be authorized to enter into contract with them for the work. Motion carried. Bids were then opened on the warrants and bonds for LID #107, the sewering of Admiral Way. Bids were: Grande & Co. net interest rate of 4.23% Hughbanks, Inc. to toit It 4.314% Southwick, Campbell, Waterman it toIt it 4.286% A motion was made by Councilman Christensen, seconded by Councilman Slye to accept the bid of Grande & Co. as outlined in their bid proposal of July 17 at the net effective rate of 4.23% and authorize the Mayor to sign the contract. Motion carried. Hearing was held on the preliminary assessment roll for LID #113, the proposed paving of Cedar St. from 74 to 914, and 0 from Cedar to Spruce. Seven written protests were filed. It was moved by Councilman Slye, seconded by Councilman Smets that Ordinance #935 be passed, creating LID #113 for improving Cedar from 71� to 91' and 8t' from Cedar to Spruce with paving. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Christensen that the Consulting Engineers be instructed to call for bids on LID #113 to be opened on Aug. 21. Motion carried. Hearing was held on the preliminary assessment roll for LID #114, proposed paving of Pine Street from 61' to 7�. There were several verbal protests, but no written. A motion was made by Councilman Sorensen, seconded by Councilman Slye that Ordinance #936 be passed, creating LID #114, paving of Pine from 61� to 7th, with a 30 day period given for written protests to be filed. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Christensen that Ordinance #937 be passed, creating LID #115 for 8 inch.water mains in Maplewood Villages #2 and #3, and Olympic Heights #1.' Cornish - R/W strip porposed 81e to 91A north of Puget Way. Fremont Case - a strip for 0 Ave. Martins - adjoining 8k Ave. Motion carried. C� A motion was made by Councilman Tuson, seconded by Councilman Smets that August 7 be set as the date for opening bids on LID #111, the Spruce Street sewer. Motion carried. A petition was received from the merchants between 51� and 6:21 on Main for a return to the two-way traffic system. A motion was made by Councilman Slye, seconded by Councilman Tuson that the petition submitted with the request to divert the traffic between 51" and 614 on Main back to two-way be approved and the attorney be instructed to draw an ordinance amending Ordinance ;'#7942 to reestablish the two-way traffic pattern as requested. A roll call vote showed 4 yes, 2 no, and the motion carried. Before the previous motion was noted upon, Councilman Christensen moved to table the whole discussion and present the motion on the requested 2 way traffic pattern at the next regular meeting after council had time to study it. This motion, however, was lost for Imk of a second. A petition was also received requesting tha t the entire Main Street be changed back to two- way traffic, and a motion was made by Councilman Sorensen, seconded by Councilman Christensen that the petition requesting changing the entire one-way street pattern to two-way be rejected. A roll call vote was taken and the motion carried unanimously. Motion carried. Discussion was then held on the request before the Council to change. Main Street between 52! and 614 from a one-way to a -two-way street. A motion was made by Councilman Slye, seconded by Councilman Tuson that Ordinance #938 be passed, amending Ordinance #794, to eliminate Main between 514 and 6k from the one-way traffic pattern. . Discussion bn this • motion resulted in a new motion being made by Councilman Christensen, seconded by Councilman Harrison that the previous motion to eliminate Main from 5k to 6k from the one-way traffic pattern be tabled to the meeting of August 7, and the motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye to accept the Planning Commission recommendation that the subdivision of Clarence.Wickstrom be accepted by the City. Motion carried.
