Cornish - R/W strip porposed 81e to 91A north of Puget Way. Fremont Case - a strip for 0 Ave. Martins - adjoining 8k Ave. Motion carried. C� A motion was made by Councilman Tuson, seconded by Councilman Smets that August 7 be set as the date for opening bids on LID #111, the Spruce Street sewer. Motion carried. A petition was received from the merchants between 51� and 6:21 on Main for a return to the two-way traffic system. A motion was made by Councilman Slye, seconded by Councilman Tuson that the petition submitted with the request to divert the traffic between 51" and 614 on Main back to two-way be approved and the attorney be instructed to draw an ordinance amending Ordinance ;'#7942 to reestablish the two-way traffic pattern as requested. A roll call vote showed 4 yes, 2 no, and the motion carried. Before the previous motion was noted upon, Councilman Christensen moved to table the whole discussion and present the motion on the requested 2 way traffic pattern at the next regular meeting after council had time to study it. This motion, however, was lost for Imk of a second. A petition was also received requesting tha t the entire Main Street be changed back to two- way traffic, and a motion was made by Councilman Sorensen, seconded by Councilman Christensen that the petition requesting changing the entire one-way street pattern to two-way be rejected. A roll call vote was taken and the motion carried unanimously. The Attorney kas given authority to go ahead with condemnation.action on the Ballinger area sewer LID easements if they could not be secured by the consulting engineers. • Meeting was.th,en recessed to July 31 at 8:00 P.M. Motion carried. Discussion was then held on the request before the Council to change. Main Street between 52! and 614 from a one-way to a -two-way street. A motion was made by Councilman Slye, seconded by Councilman Tuson that Ordinance #938 be passed, amending Ordinance #794, to eliminate Main between 514 and 6k from the one-way traffic pattern. . Discussion bn this • motion resulted in a new motion being made by Councilman Christensen, seconded by Councilman Harrison that the previous motion to eliminate Main from 5k to 6k from the one-way traffic pattern be tabled to the meeting of August 7, and the motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye to accept the Planning Commission recommendation that the subdivision of Clarence.Wickstrom be accepted by the City. Motion carried. A -motion was made by Councilman Slye, seconded by Councilman Sorensen that the bill from the Daily Journal of Commerce against LID #108 in the,amount of $33.15 be paid. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Smets that the bill • against the Civic Center from National Bank of Washington for Venne Beauchamp for Estimate #9 in the amount of $169902.83 be paid. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Certificate #8 from Hart Plumbing & Heating in the amount of $541.01, and the fee to Dan Miller & Associates in the amount of $449.03 against the Civic Center..be allowed for payment. Motion carried. A letter was read from Lyle Martin, manager of Safeway, in favor of retaining one-way traffic and angle parking on Main from 59 to 614. A motion was made by Councilman Slye, seconded by Councilman Harrison that Ordinance #9389 amending #794 be. passed, eliminating Main Street between 52 and 69 Avenues from the established one-way traffic pattern. Motion was carried unanimously, and. the -two-way traffic was resumed in this block. A claim from Associated Sand & Gravel against Manor Construction Co. on LID #1091, in the amount of $19282.53 for materials supplied on the Laurel. Street.sewering was•filed with the City. W-. M. Humason from the Ballinger area was present to protest against the damage to his trees and grounds done by the Seattle General Corporation on the Ballinger Trunk sewer project. Mr. Humason was advised to biting in estimates on his damage claim and present them to the City Attorney, who will proceed to.take care of the matter as soon as received. A motion was made by Councilman Christensen, seconded by Councilman Slye to authorize the Mayor to enter into contract with Cattron Construction Co. for the installation of a bulkhead extending northerly from the existing bulkhead at the n U 1.06 City Beach, and for -installation of piling to approximately 120 feet; not to exceed the amount of $4000.00 •plus tax. There were 6 yea, 1 •no, and the motion carried. • A motion was made by Councilman Sorensen, seconded by Councilman Slye'that,the City call for bids to be opened September 4 for the installation of curb, & gutters on Fifth Ave.. under LID #110. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Sorensen that the City call for bids to be opened Sept. 4 for the installation of water mains in Maplewood Villages #2 and #3 and Olympic Heights #1. Motion carried. A motion was made by Councilman Christensen, seconded by Councilman Harrison that Ordinance #939 be passed, amending the comprehensive..plan to estab]Lish Forsyth Lane as a 30 ft. Bids were opened on LID #1139 paving of Cedar from 79.to 9k and 0 from Cedar to Spruce. They were: Lake •'City Gravel & •Materials $ 13072.50 Washington Asphalt Co. 149527.50 It was moved by Councilman Sorensen, seconded by Councilman Smets to accept a bid bond in lieu of a certified check, and award the contract to Lake City Gravel &_Materials for the amount of $13,972,501, the low bid,- and the Mayor be authorized to enter into contract with them. A representative from Washington Asphalt Co. was present, and no protest was made in regard to the bid bond. Motion carried. I-n-answer to the letter.received from the Humane Society in regard to discontinuing their 'services due- to financial* difficulties, the three south county cities had met to discuss' means of solving the problem. As a result, it was moved by Councilman Slye, seconded by Councilman Harrison that the City of Edmonds accept the recommendation of the City Supervisor, who had attended the meeting in regard to this, and authorize payment of an additional $1000.00 for the year 1962 to Snohomish County Humane Society if the organization continues, and the Mayor be authorized to enter into contract with them. Motion carried. A motion was made by Councilman Christensen, seconded by Councilman Slye that the City of Edmonds adopt the policy of requiring, at the bidders option, either a bid bond or a certified check with all bid calls in the future. Motion carried. A progress report given on the Admiral Way sewer revealed that the most difficult parts of the job were completed. A progress report on the Lake Ballinger sewer LID was given, and it was reported that the contracts were all signed and the contractor plans to begin work approximately August 27. The progress report on Euclid Ave. sewer stated that contracts on this project are signed, and the work will begin in approximately 3 weeks. The report on the Spruce Street sewer was that work will start in approximately 3 weeks, as soon as the Admiral Way sewer is completed, as the same contractor was awarded both jobs. A request for a 60 day extension of time to complete the Civic Center was received from each contractor on the Civic Center, as well as a letter recommending same from the architect, Dan Miller & Associates. After discussion, it was moved by Councilman Harrison,'seconded by Councilman Slye that the Council authorize the time extension requested for completion of.the Civic Center to November 1, 1962. Motion carried. A letter was received from Mr. Mowry requesting resurfacing and widening of 761h Ave. W., and a possible traffic light in the area at Highway #99. This was referred to Engineer Moran with instructions to review the situation and contact the State Highway Dept., and in turn, reply to Mr. Mowry. It was moved by Councilman Sorensen, seconded by Councilman Smets that the City Council instruct the City Clerk to request the Planning Commission to consider widening 76a Ave. W. and 84th Ave. W. (possibly to an 80 ft. R/W) in connection with the comprehensive plan and the planning study being made by Mr. Rupeiks, and the recommendation also be submitted to the Joint Planning Council to insure conformance with Lynnwood and the County. A motion was made by Councilman Sorensen, seconded by.Councilman'Blye that Resolution of Intention #164 be passed, to pave Admiral Way, and a hearing on the preliminary assessment roll be held September 25.
