A motion was made by Councilman Sorensen, seconded by Councilman Slye'that,the City call
for bids to be opened September 4 for the installation of curb, & gutters on Fifth Ave..
under LID #110. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Sorensen that the City
call for bids to be opened Sept. 4 for the installation of water mains in Maplewood
Villages #2 and #3 and Olympic Heights #1. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Harrison that
Ordinance #939 be passed, amending the comprehensive..plan to estab]Lish Forsyth Lane as
a 30 ft. R/W. Motion carried.

August 21, 1962
Regular meeting was called to order by Mayor McGinness with all councilmen present.
Bids were opened on LID #1139 paving of Cedar from 79.to 9k and 0 from Cedar to Spruce.
They were:
Lake •'City Gravel & •Materials $ 13072.50
Washington Asphalt Co. 149527.50
It was moved by Councilman Sorensen, seconded by Councilman Smets to accept a bid bond
in lieu of a certified check, and award the contract to Lake City Gravel &_Materials for
the amount of $13,972,501, the low bid,- and the Mayor be authorized to enter into contract
with them. A representative from Washington Asphalt Co. was present, and no protest was
made in regard to the bid bond. Motion carried.
I-n-answer to the letter.received from the Humane Society in regard to discontinuing their
'services due- to financial* difficulties, the three south county cities had met to discuss' means
of solving the problem. As a result, it was moved by Councilman Slye, seconded by Councilman
Harrison that the City of Edmonds accept the recommendation of the City Supervisor, who had
attended the meeting in regard to this, and authorize payment of an additional $1000.00 for the
year 1962 to Snohomish County Humane Society if the organization continues, and the Mayor be
authorized to enter into contract with them. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Slye that the City of
Edmonds adopt the policy of requiring, at the bidders option, either a bid bond or a
certified check with all bid calls in the future. Motion carried.
A progress report given on the Admiral Way sewer revealed that the most difficult parts of the
job were completed.
A progress report on the Lake Ballinger sewer LID was given, and it was reported that the
contracts were all signed and the contractor plans to begin work approximately August 27.
The progress report on Euclid Ave. sewer stated that contracts on this project are signed,
and the work will begin in approximately 3 weeks.
The report on the Spruce Street sewer was that work will start in approximately 3 weeks, as
soon as the Admiral Way sewer is completed, as the same contractor was awarded both jobs.
A request for a 60 day extension of time to complete the Civic Center was received from each
contractor on the Civic Center, as well as a letter recommending same from the architect, Dan
Miller & Associates. After discussion, it was moved by Councilman Harrison,'seconded by
Councilman Slye that the Council authorize the time extension requested for completion of.the
Civic Center to November 1, 1962. Motion carried.
A letter was received from Mr. Mowry requesting resurfacing and widening of 761h Ave. W., and
a possible traffic light in the area at Highway #99. This was referred to Engineer Moran
with instructions to review the situation and contact the State Highway Dept., and in turn,
reply to Mr. Mowry.
It was moved by Councilman Sorensen, seconded by Councilman Smets that the City Council
instruct the City Clerk to request the Planning Commission to consider widening 76a Ave.
W. and 84th Ave. W. (possibly to an 80 ft. R/W) in connection with the comprehensive plan
and the planning study being made by Mr. Rupeiks, and the recommendation also be submitted
to the Joint Planning Council to insure conformance with Lynnwood and the County. Motion
carried.
A motion was made by Councilman Sorensen, seconded by.Councilman'Blye that Resolution of
Intention #164 be passed, to pave Admiral Way, and a hearing on the preliminary assessment
roll be held September 25. Motion carried.
Mr. Hammack was present to inquire about any possible action being taken on the complaints
agginst the noise from the Putt -Putt golf course on Highway #99.

• A motion was made by Councilman Slye, seconded by Councilman Tuson that contractor's
estimate #2 on LID #1079 Admiral Way sewer, in the amount of $6863.41 be allowed, and
also $77.66 to the Edmonds Tribune -Review fvr publishing costs to date and the City
Clerk be authorized to issue interest -bearing warrants in the amount of $6941.07 to
Grande & Co. to cover these two bills. Motion carried..

A motion was made by Councilman Slye, seconded by Councilman Christensen that the
following bills against LID's be paid for publishing costs to date to the Edmonds
Tribune-Review,'and the interest -bearing warrants be issued: $55.53 on LID #109;
$52.65 on #111; $58.57 on #113; and $43.60 on #114. .Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Sorensen that Estimate #1
in the amount of $2000.00 be paid to Cattron Lumber Co., representing.50% payment on
construction of the City Beach bulkhead. Motion carried.
The Attorney reported that 41% protest had been received on LID #114, the paving•of
Pine Street, within the 30 day protest period. Authority,was,then given Attorney
Bennett to secure the services of Earl Stay to appraise some property on Pine for
the possibility of making a greater R/W for widening the 'street before paving.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the City
accept the quit claim deed from Clarence and Grace Wickstrom for a R/W for 10M.
Motion carried.
Mayor McGinness then made the following appointments:

Mr. Warren Bradbury as Director of Civil Defense for the City of Edmonds.
A motion was made by Councilman Tuson, seconded by Councilman Smets that the Mayor's
appointment of Warren Bradbury as Director of Civil Defense for the City of Edmonds
be approved. Motion carried.
The Water Committee reported that Mrs. Lindsay will bring in a petition for a water
LID to replace the Lindway wooden water line serving several Edmonds families,with
City water.

Regular meeting was called to order by Mayor McGinness with all councilmen present
except Bingham.
Bids were opened on LID #1109 Fifth Ave. curbs and gutters. Only bid received wass
Lake City Gravel & Materials $12,756.00
A mtoion was made by Councilman Slye, seconded by Councilman §wets to accept the bid
of Lake City Gravel & Materials in the amount of $129756.00 ,for construction of curb
and gutter called for under LID #110, subject tothe endorsement of the State Highway
Commission. Motion carried.
• Bids were also opened on LID #1159 Water Mains for Maplewood Villages #2 and #3, and
Olympic Heights #1. Bids were:
0. K. Septic Tank Co. $139952.00
Hale Costruction 99020.00 with $750.00 added under
stipulation.
Manor Construction Co. 9,022.50 no stipulations
A motion was made by Councilman Tuson, seconded by Councilman Christensen that the bid
be awarded to Manor Construction Co. in the amount of $9,022.509 the low bidder for
LID #115. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular
monthly bills be paid and warrants drawn on the respective accounts. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Sorensen to authorize
issuance of interest -bearing warrants in the amount of $6086,91 to Grande & Co., Inc.
to cover the bills against LID #107 from Manor Construction for contractor's estimate
#3 and 16 Attorney fees to Hall, Bennett, & Hansen. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Sorensen that the following
bills against the Civic Center be allowed for payments National Bank of Washington for
Venne Beauchamp, estimate #11 for $249084.00; Keystone Electric, Estimate #10 for
$1075.69; and Dan Miller, Architect payment to date for $472.48. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Sorensen that the bill for
engineering services in connection with acquisition of easements on the Ballinger
Trunk Sewer be paid to Reid, Middleton & Associates in the amount of $358.00.
Motion carried.
