1951-04-17 City Council MinutesApril 3, 1951 The council met for its regular session with Mayor McGibbon presiding. The roll call.showed the following councilmen present Vollan, Tucker, Tuson, McGinness, Engels and Maxwell. A motion was made by councilman tucker and seconded by councilman Tuson that the Finance committee bring in a report next meeting, with recommendations concerning salaries and increased expenses and give methods most feasible for raising the necessary money. Motion carried. A recommendation from the Finance Committee was read to the Council, in which it states they recommend that we offer for sale at par the bonds now held in the Investment Account. A motion was made by councilman Tucker and seconded by council- man Maxwell that the bonds be sold at par plus accrued interest. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tuson that the request to connect to the sewer at Casper street -be referred to the Attorney and street committee for action. Motion carried. Mr. Marshall came before the council asking permission to extend the sewer 600-feet east from Sixth.avenue on Glen Streef, with an eight inch sewer. A motion was made by councilman 'Tucker and seconded by councilman Maxwell that this be referred to the sireet.committee. Motion carried. Councilman McGinness tendered his resignation as councilman of Second ward. A motion was made by councilman Tucker and seconded by councilman Maxwell that we accept his resignation with an appreciation from the council for his services for the past four years.. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Council accept the resignation of Ernie Vollan councilman at Large. Motion carried. A motion was made by councilman Tuson and seconded by councilman Engels that the Council nominate Ernie Vollan for councilman second ward to fill the unexpired term of McGinness. Motion carried. A motion was made by councilman Engels and se conded by councilman Tuson that the ,Council nominate Vic Holmquist for Councilman at large to fill the unexpired term of' Ernie Vollan. Motion carried. Upon recommendation of the street committee a motion was made by councilman McGinness and seconded by councilman Tuson that,the city accept the-20 foot strip of land lying adjacent to Erben Drive between third and fifth avenue, and a 60 foot strip of land from Erben.Dr ve to Ward Street (4th extended), with the understanding that the city will grade 4th.through from Ward to Erben Drive and provide for the drainage of 4th street only, and a letter be written to the Stranc6 s about the council action. Motion carried. A motion was made by councilman Tucker and seconded key councilman Tuson that the ..request.to_lower the ditch on Casper street be referred to the Street committee. Motion carried. A motion was made by councilman Tucker and seconded by councilman Tuson that all labor be raised to $1.37 per hour until further action. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the bills be allowed and warrants be.drawn on the proper funds with the exception of the bill from the Superior construction company, which is to b e°held up until the Engineer turns in his approval of the work. Motion carried. A report from the water committee if we should dig another well at the steel tank area it would cost us from $1600 to 1800 and we would probably get 75 gallon of water per minute; if we got water from Alderwood water district we Will have to pay 250 per 100 Cu. Ft., and we can have 150 gallon per minute for eight hours by filling up at night, on a one year basis, or we Can devel.op"shell creek, which will mean laying of 400 feet of pipe, chlorination and a roadway, with an estimated cost of $2000 plus engineering, with the state allowing us to use the water for one year. A motion was made by councilman Maxwell and seconded t)y councilman McGinness that we proceed with the shell creek de-kelopment as outlined. An amendment to the -motion was made by councilman Tucker and seconded by councilman Engels,'hat shell creek development take second place over a well. A vote onthe amendment showed two yes and four nos. A vote on the motion showed it carried. The roll showed the following councilmen present, Vollan, Tucker, Tuson, Maxwell and Engels present. Vic Holmquist was sworn in by the Mayor for Councilman at large and Ernie Vollan for councilman of second ward for the unexpired terms, with both signing the Oath of office. A letter was read to the council in which Dr. Stronce withdraws his offer on fourth avenue. t A petition from Mr. Gootee to annex his property, which lies north of the City limits, was read to the council. A motion was made by councilman Tucker and seconded by council- man Maxwell that the necessary ordinance be drawn up by the attorney. Motion carried. This was the night set for the hearing on assessment roll for L. I. D. #64. Mr. Gunning was the only property owner objecting to his 'assessment. Assessment roll Ordinance-##610 �� v was read to the council, a motion was made by councilman Maxwell and seconded by council- man Tucker that Ord. ##610 be published. Motion carried. on Mr,. Russell asked for permission for the American Legion to putthe 3 and 4th of July celebration at the City Park, with a street parade and a Kiddie Parade. A motion was made by councilman Maxwell and seconded by councilman Vollan that this permission be granted but the. -question of a street.dance:be postponed.. Motion carried. Mr. Gerdon asked that a proaect be set up to improve Caspers street from Third avenue to Sunset Avenue, on a 40-60 basis. A motion was made by councilman -Tucker and seconded by councilman Engels that the city pay 40% of the street improvement, the property owners to pay 60% and bear all expense of curb and gutter, subject to final approvement by the council after the Engineers estimate has been presented, engineering to be paid from the street fund. Motion carried. Mr. Marshall ask for permission to install a sewer from 6th to 7th North of Glen street. A motion was made by councilman Tucker and seconded by councilman Maxwell that permission begranted him to put in an 8 inch sewer with the necessary manholes as per engineers instructions and same be turned over to the city together with the necessary property easements, on that he extend his present 6 inch connection the same to be retained as a private sewer only. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tuson that the first Council meeting night be devoted to the general order of business and paying of bills and the second meeting night be for committee meetings and committee reports. Motion carried. The question of the current Expense account was referred to the several -committees. A motion was made by councilman Maxwell and seconded by councilman Engels that the City adopt the daylight saving time in accoedance with Seattle. Motion carried. A;motion was made by councilman Maxwell'and seconded by councilman Holmquist that a speed limit of ten miles per hour be established in all alleys. Motion carried. Therebeing no further business the meeting adjourned: As st. City Clerk Mayor , May 1, 1951 The Coundil met -for its regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present, Vollan, Tucker, Tuson, Engels and Maxwell. The Treasurers and Water collectors reports were read to the council. A letter was read from Mrs. Rosenquist and Olson in North Edmonds, asking to have her line separated from the Wailes line in order that they might have more water in the summer time. The Supt. was asked to make this change when time premitted him to do so. An easment from George Yost to lay a water line along his property in the Hannah Park addition was read to the council, and ordered to be recorded. A motion was made by councilman Vollan and seconded by councilman Tuson that the bills which were approved by the auditing committee be allowed and viarrants be drawn on the proper funds. Motion carried. _.. _... This was the night'set for the hearing of the annexation of a piece of property owned`by Douglas G6otdejust north of the north city limits. There being no one opposing the annexation a motion was made by councilman Tucked and seconded by councilman Maxwell that Ordinance No. 611 b,e.adopted and published. Motion carried. An -amendment to the traffic code making the spend limit in the alleys ten miles per hour was read to the Council and ordered published. and curb and gutter A bid was received from the United Paving Co., for the paving.of Caspers street from Third Avenue to Sunset Avenue, in the amount of $5729.55nto the property owners and $1639-G,2 for the city's porti6n of 40% of the paving. A motion was made by councilman Tucker and seconded by councilman Maxwell that we accept the bid of United Paving Co. and all money of private citizens be put in escroe and the maximium cost not to exceed $5729.55 and the city share not to exceed 1j1639.02 Motion carried.
