19580506 City Council MinutesMay 6, 1958 Council met for its regular session with Mayor pro-tem Tuson presiding, and roll call showed the following councilmen present: •Tuson, McGibbon, Cloud, Blackbourn and Sorensen. The minutes of the last meeting were read and approved. Bids were opened on a Used Street Sweeper, and the motion was made by Councilman Sorensen, seconded.. by Councilman Blackbourn, that the Street Committee accept the bid of the Feenaughty Machinery Co. for a used 1951 Street Sweeper, at the cost of $3500.00 including tax, with the provision that they furnish additional warranty. covering any major breakdowns for 90 days under normal use. Motion carried.. The Water Collector's report for April was read. A letter from an attorney representing Mrs. D. Ross Wickersham, 322-9th Ave. N., requesting that something be done about the dust problem on the unpaved portion of 9th Ave. N. which runs alohg her propert was referred to Attorney Holte for acknowledgment. This was the evening for the hearing on the Preliminary Assdssment Role for sidewalks on the West side of Third Ave. from Edmonds to Casper St. There was no objection to the improvements, and a motion was made by Councilman Blackbourn, seconded by,Councilman McGibbon, that Ordinance #720, setting up LID #84 be passed, and the motion carried. The motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that bids for LID #84 be set for opening on June 3, 1958. The motion carried. This was the evening set for an informal preliminary hearing on possible sewers in the drainage basin NW from Olympic and Glen. Several property owners were present, and after discussio0, a motion was made by Councilman Blackbourn, seconded by Councilman Sorensen, that an informal hearing be held on May 27, 1958, for discussing the enlarging of the YID to the North City Limits, with the location of the meeting place to be published in the Edmonds Tribune -Review. The motion carried. A petition was received for annexing the Hockwalt property, SE corner of 220th and 9th Ave. A motion was made by Councilman Blackbourn., seconded by Councilman Sorensen that an official hearing beheld on May 20, 1958 for the'annexation of the Hockwalt property, called "Aqua-Cene", legal description as follows: Tracts 1, 2, and the West 224 feet of the North 302 feet of Tract 16, Fourtner's Homestead Plat, according to the plat thereof recorded in Volume 1 of plats, page 97, records of Snohomish County, including 220th St. SW., 100th Ave. W.., and 98th Ave. W., adjacent thereto, situate in Snohomish County, State of Washington. Motion carried. A petition was received for sewer on Pine St. from 13th to 16th Ave.; on Juniper St. adjacent to 15th Ave.; and a portion along 13th and 15th Avenues. A motion was made by Councilman Sorensen, seconded by Councilman Cloud, that May 20, 1958 be set for an unofficial hearing on these proposed sewers at the East end of the City. Motion carried. Discussion of the lack of water pressure in the Thomas Addition led to the motion by Councilman Tuson, seconded by Councilman Blackbourn, that the Engineer be authorized to call for to be opened May 27, 1958 for a proposed by-pass to the Olympic View Water System, which would extend its area of service to Edmonds residents in the low pressure area as noted. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that the Council accept the Street Grades as outlined by -the Engineer, on loth Place N. from Edmonds St. to Bell; 2nd Ave. from Dayton St. to 700' South; and on Alder St. from 2nd to 3rd Ave. Motion carried. A motion was made by Councilman Blackbourn, seconded by Councilman Sorensen, authorizing the Engineer to proceed on the preparation for application for Federal Funds required for the design of a Comprehensive Sewerage Plan for the City of Edmonds and its environs. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Cloud, to call for informal bids on the installation of 450 feet of 6 inch water pipe to the edge of the Glanville plat known as Glanvilla. Motion carried. The motion was made by Councilman Cloud, seconded by Councilman Tuson, that the approved bills be paid, and the Clerk be authorized to draw upon the proper funds to do so.
