19600705 City Council Minutes2 • A Petition was received to improve by grading, levelling, and a gravel roadway, 81' Ave. from Daley to Casper. Two protests were presented. The petition was taken under advisement, and the attorney instructed to check the right of way and have a report ready for the July 5 meeting. A Petition was received to improve Lynn Road by curbs and pavement. This petition was accepted and referred to the attorney for checking the validity and sufficiency of the signatures for a report at the July 5 meeting. The Engineer was instructed to check into the possibility of paving 914 Ave. N. from Main the gully to alleviate the dust problem there. There was no further business, and the meeting was recessed until June 28 for the opening of bids on LID #97. June 28, 1960 Recessed meeting was called to order by Mayor Maxwell with Councilmen Harrison, Lambe, Tuson, Christensen and Slye present. Bids were opened on LID #97 - North Edmonds sewers. They were: Murphy Bros. $159,461.00 National Construction Co. 211074.50 Taylor Utilities Construction Co. 237,524.25 Pacific Mechanical ConstructibO89 Inc. 187,377.52 • Walter's Construction Co. 185,159.00 After due consideration of the bids, and upon recommedbation of the Engineer, it was moved by Councilman-Tuson, seconded by Councilman Slye to accept the bid of Murphy Bros., Inc. for the construction of LID #97, and the mayor be authorized to enter into contract with them. Motion carried. A motion was then made by Councilman Tuson, seconded by Councilman Christensen that the certified checks of the' other bidders be returned immediately. Motion carried. The meeting was then adjourned. City Clerk yor July 5, 1960 Meeting was called to order by Mayor Maxwell with Councilmen Harrison, Lambe, Tuson, Christensen and Slye present. It was moved by Councilman Lambe, seconded by Councilman Slye that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Slye to authorize issuance of interest -bearing warrant to Southwick -Campbell & Co., Inc. in the amount of $152.95 on LID #97 • to cover procuring of easements and publishing bids as submitted to date. Motion carried. It was moved by Councilman Lambe, seconded by Councilman Slye to authorize issuance of interest -bearing warrants to Southwick-Campb&ll & Co., Inc. in the amount of $69285.28 on LID #99 to cover final estimate on construction and final engineering payment. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Lambe that estimate #2 on LID #98 from Lake City Gravel & Materials, Inc. for $3,718.45 be paid. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that estimate #1 on construction of water mains from Hale Construction under "Little Metro" for $4,702.31 be paid. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Slye that estimate #2 for $2288.87 to Chicago Bridge & Iron for the steel water tank under "Little Metro" be paid. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Slye that the bill to Pacific Water Works Supply under "Little Metro" for valves be paid in the amount of $920.95. Motion carried. Attorney Bennett was instructed to draw up a Resolution of Intention for the Lynn Road improvement. It was moved by Councilman Harrison, seconded by.Councilman Lambe that the Hearing on the Final Assessment Roll for LID #99, Five Corners sewers, be set for August 2. Motion carried. City Clerk Vyor July 19, 1960 Meeting was called to order by Mayor Maxwell, with Councilmen Harrison, Lambe, Tuson, Christensen and Slye present. Hearing was held on the preliminary assessment roll LID #102. There was one written protest from a Mr. Montgomery, and a motion was made by Councilman Christensen, seconded by Councilman Tuson that Ordinance #826 be passed, creating LID #102, to widen the existing pavement and install curbs on Pine from llth E. to the W. plat of Pine Terrace. Motion carried. 0 EIV Bids were opened on LID #102. They were: Tri-City Sand & Gravel Co. $49347.00 Joplin Paving Co. 49437.50 After the bids had been checked by the Engineer, but prior to the awarding of a contract, a resident of the area involved in the LID indicated to the council that he had a petition of protest lacking only two signatures to make the needed 60% to kill the project. With this information, the council decided to hold the construction bids for a period of 30 days in which to give the protests ample time to be submitted. It was moved by Councilman Tuson, seconded by Councilman Christensen that the bill to Joplin Paving Co. in the amount of $3,069.66 be paid; $1269.66 to be paid from the Street Dept. , and $1800.00 to be paid from the "Little Metro" fund. Motion carried. Three residents from Glen Street were present with their attorney to protest LID #1019 and after much discussion, during which time the protesting residents stated that they would be perfectly willing to go ahead with the LID next year, a motion was made by Councilman Christensen, seconded_ by Councilman Lambe that the city call for bids on LID #101 for the paving of Glen Street in March of 1961. Motion carried. A resident of 8th S.E., representing his neighborhood, requested either a sign prohibiting trucks from using the street or a load limit sign to be placed there. This request was referred to the City Supervisor and Police Chief for a report at the next meeting. A letter of request 'to oil Fir Street was referred to Supervisor Lawson. A motion was made by.Councilman Slye, seconded by Councilman Lambe that the alley grade between Sprague and Daley from 91h to 400 ft. west be improved. Motion carried. It was decided to hold an informal hearing on August 2 for the improvement of Lynn Road, and that cards be mailed to o;--� property owners,inviting them to attend. It was moved by Councilman Christensen, seconded by Councilman Tuson to call for bids on the sale of the following property: A portion of Lots 35,36,37, and 38, Block 81, 81' and Sprague, City of Edmonds.
